About 5:30 Friday morning, Leslie Aiello and other neighbors woke up to find their building surrounded by a SWAT team and some 30 FBI agents, who took Matanov into custody on charges of obstructing the investigation into the Boston Marathon bombings.
Neighbors said they had noticed an intermittent police presence outside the apartment over the past year, particularly around the anniversary of the bombings. Some suspected that Matanov was the target of the surveillance.

Yet Monday’s disclosure that Matanov had been friends with the bombing suspects and may have shared their radical beliefs left many who knew him stunned and deeply shaken.

To cabdrivers in Braintree, where Matanov had worked for more than two years, his friendship with the bombing suspects was no secret.
His boss at Braintree Checker Cab said Matanov revealed to colleagues that he knew the Tsarnaev brothers in the days after they had been identified as the bombing suspects and was “adamant they didn't do it.”
“Not those guys — they got it wrong, or they are being framed,” the company owner recalled Matanov saying. “They would never have done that.”
At the cabstand in Braintree, drivers who knew Matanov described him as a likeable, regular guy who showed no signs of extremist tendencies. 

Matanov said he had met the Tsarnaevs while playing soccer. 

Matanov comes from Suzak, a small town on Kyrgyzstan’s border with Uzbekistan in the volatile Fergana Valley region of the former Soviet Union. The area was riven with violence between ethnic Kyrgyz and ethnic Uzbeks that took hundreds of lives in 2010, the year Matanov came to the United States. The Fergana Valley has a large population of devout Muslims and has been a fertile recruiting ground for Islamic militants since the breakup of the Soviet Union.

Administrators at the Islamic Society of Boston’s Cambridge mosque attempted Friday to determine if Matanov was the same Russian-sounding young man who occasionally sat with Tamerlan in the rear of the mosque during Friday services.
Ismail Fenni — acting imam of the mosque, which Tamerlan attended occasionally with his brother — said Tamerlan once introduced him to a friend who appeared to speak the same language and to be of similar descent.
Fenni said that the man attended the mosque several times after the Marathon bombing but has not shown up lately.
The mosque has no record of Matanov’s name...

WAS HE ARRESTED FOR ATTENDING THE SAME MOSQUE AS THE BROTHERS ATTENDED? 


Matanov dressed like any other person in their 20s and would usually wear jeans, sneakers, and a shirt. “He wasn't dressed in, like, a radical way, or in any odd way,’’ his boss, identified only as Nour said. “He was dressed the same way that the majority of people would dress.’’
Nour said that if Matanov is found not guilty of the charges he faces, he would readily hire him back.
“If the law proves he didn’t do it, then, yeah, I would definitely offer him a job,’’ Nour said. “He’s a go-getter. He would go and get it done.’’

41-year-old Aaron McFarlane, who joined the Bureau in 2008 after retiring on a $52,000 lifetime annual disability pension from a short stint as an officer in the Oakland Police Department, was the man who shot Todashev.

Aside from the question of why someone who passed through the rigorous training program the FBI runs for its recruits at Quantico, VA would also qualify for a lucrative pension, it turns out that McFarlane also has a pretty checkered past at Oakland’s Police Department — a police department that has such an extraordinary record of corruption and brutality, that since 2012 it has been operated under the supervision of a federal court “compliance director,” whose job is to see that officers don’t brutalize residents or violate their civil rights. 

McFarlane, the Boston Globe reported, did more than that as an Oakland cop. The paper reports that during his four years with the Oakland Police, he was the subject of two police brutality lawsuits and four internal affairs investigations. the paper found also that McFarlane, as a defense witness in a corruption trial, pleaded the Fifth Amendment against self-incrimination in refusing to answer questions from the prosecutor in that case, which involved officers. 

McFarlane was also questioned about another arrest he had made the same night of a man who suffered an unexplained head injury while being transported to jail. McFarlane said he “did not know” how the man in his charge was injured. 

The city of Oakland also paid two settlements, for $22,500 and $10,000, in brutality cases brought against McFarlane and a fellow officer by two men who claimed they had been badly beaten by the two officers.

Manukyan said she has records that prove her husband was with her in Atlanta on the night of the crime.
"We want to know why it happened," she added. "We want to know what is the truth."

Tsarnaev Friend Fatally Shot by FBI Was Unarmed

"'Two officials confirmed to the Post that Todashev was unarmed, and one said that he lunged at the agent and overturned a table. An official told The Wall Street Journal that the agent was possibly cut by a piece of furniture during the altercation, and the knife story might have been sparked by confusion about a decorative samurai sword that was hanging on the wall.'"
Shortly after Todashev reportedly confessed to involvement in the 2011 homicides, one of the two Massachusetts officers left the apartment to inform the district attorney of the development.

The remaining state police officer claims he observed changes in Todashev’s demeanor and sent the following text message to officers outside the apartment:
“Be on guard. He is in a vulnerable position to do something bad. Be on guard now. I see him looking around.”

Unmentioned in the FBI’s story line of what happened, which was accepted at face value in the investigation conducted by the Orlando Florida State’s Attorney Jeffrey Ashton, was a bruise and a bloody contusion noted by the Orlando coroner on Todashev’s left cheek, right on the outside of the eye socket. 

The coroner said that injury was evidence of a “hard blow” to the head.

WAS HE BEING BEATEN INTO A CONFESSION?
OR WAS HE JUST BEATEN, PERIOD?


The FBI’s story, doled out through anonymous leaks, changed several times in the weeks that followed. First, Todashev, who had voluntarily endured hours of questioning, lunged at the FBI agent with a knife, or even a sword. Then it was a length of pipe. Other accounts had him knocking over a table. At least one account held that Todashev was unarmed. The version that currently stands is that Todashev wielded a metal pole – or, perhaps, a broomstick

Florida’s autopsy report, available since July, was barred from release by the FBI. The bureau’s months of silence over the case have compounded the questions it faces.
Todashev has not been linked to the Boston bombings, though police say he was friendly with the Tsaernevs when he lived in Boston. He subsequently moved to Atlanta, then Orlando. 

A FRIEND OF THE MAN SHOT HAS NOW ALSO BEEN ARRESTED. THE GIRLFRIEND OF THE MAN THE AGENT SHOT WAS HELD IN SOLITARY CONFINEMENT, THREATENED WITH AND SCHEDULED FOR DEPORTATION, BUT HAS SUDDENLY HAD HER VISA EXTENDED FOR A YEAR.


“When the bombings happened, he didn’t tell me it was his friend, he just was so sad. I said, ‘What happen with you?’ He said, ‘Nothing.’ Long time he don’t want to tell me. And after he tell me, “My friend is dead.” He didn’t elaborate, Tatiana Gruzdev said of Ibgrim Todashev. She never knew the name of the friend he was mourning.
One morning in May, as Gruzdeva was washing dishes, Todashev stepped outside. Then, through the window, she heard men shouting: “Move down! Move down!” She turned off the water and looked out to see her boyfriend on the ground, surrounded by FBI agents. They were wearing plainclothes, she said, so at first she had no idea who the men were. “I was so nervous I panicked,” she said. She shut the door and ran upstairs, where she hid in the second floor bathroom. When she emerged, Todashev was in handcuffs, with six or seven FBI agents around him.

They put a chair in the middle of the room, she said, and made Todashev sit in it.
“Ibragim said, ‘I have a pain in my knee, I just had surgery.’ They said, ‘We don’t care, we just have a couple questions for you. We know you was an ultimate fighter with MMA, so we know you could do something.’ He said, ‘I will not do anything because I’m just off surgery, I’m not stupid.’”

The agents began questioning Todashev about the Boston bombing, she said, asking him what he knew and where he was the day of the attack. Gruzdeva spoke up: “He was with me, he was in the house, we didn’t do anything wrong,” she recalled telling the agents.
“They just kept asking again and again, the same questions,” she said.

They asked Todashev if he knew Tamerlan Tsarnaev, she said. He replied that the two of them had been friends. Eventually, the agents left with Todashev, confiscating all his phones and all his computers. About six hours later, she said, Todashev came back and reassured her that everything was OK. The next day, she said, agents returned their electronics.

In the days that followed, Gruzdeva said, the FBI contacted the couple regularly on the phone, visited their home, and called them into FBI offices for more questioning.
The agents asked about a call Todashev received from Tsarnaev after Todashev’s surgery. Todashev told the FBI that the two men had simply made small talk. They pressed him, asking why he had deleted the call from his phone’s memory. “I was scared,” Gruzdeva remembered him answering.

When Gruzdeva met with FBI agents, she said, they at first continued to ask her about the marathon bombing. Then they brought up a new topic: a triple murder.
“They said, ‘We think he did something else, before.’ They said he killed three people in Boston 2011 with a knife. I said, ‘It’ s not true! I can’t believe it.’ You know, I was living with him seven months, and we have a cat.”

Gruzdeva told me that she and Todashev believed they were being followed by the FBI on their way to work or to visit friends.
One day, the FBI called Todashev back to their office again. Gruzdeva went with him and waited in the lobby, she said. That’s when an agent she recognized approached her and asked to talk.
“And I already saw him a couple times so it was normal, so I told him, ‘I’m waiting for Ibragim,’” she told me. “And he said, ‘So what? It’s just going to be a couple minutes. He knows about it.’” So she went with him to an office. Another agent joined them, she said. Then, she says, they questioned her for three hours.
“They asked me again and again about Ibragim and all this stuff. They asked me, ‘Can you tell us when he will do something?’ I said, ‘No! I can’t!’ Because he wasn’t doing anything, and I didn’t know anything. And they said, ‘Oh, really? So why don’t we call immigration.’”

“I said, ‘Come on guys, you cannot do this! You know my visa was expired and you didn’t do anything. And now because you need me and I say I don’t want to help you, you just call to immigration?’ And they said, ‘Yeah, that’s right.’ And they called immigration and immigration came and they put me in the jail.” A spokeswoman for Immigration and Citizenship Services said that ICE cannot release or confirm any details of an individual detention without a written waiver. Gruzdeva had signed such a waiver, the spokeswoman said, but it had since expired.

For the first week, Gruzdeva told me, she was kept in an immigration detention facility. She was allowed to talk to Todashev every day on the phone. She said he told her that when he had come to find her in the lobby the day she was detained, FBI agents mocked him, saying “Where’s your girlfriend?”
She said the mocking infuriated Todashev. “He said, ‘I want to hit them because I was so mad, why they lie to me? They stole you.’”

On May 22, Gruzdeva said, she was transferred from immigration jail to a cell in Glades County Jail in Moore Haven, Florida. There, she said, she was placed in solitary confinement.
“I thought I would be released, because I don’t have any crime, I don’t have any charges, I was clear,” she said. She asked why she had been moved. “And they just said, “Oh we cannot tell you, we’ll tell you tomorrow in the morning.”
She did not know it yet, but that was the day Todashev had been fatally shot by the FBI.
The next morning, she said, immigration officers and “other officers” came to her cell.
“They said, ‘He’s dead.’
“I said, ‘That’s not true. I just saw him a couple days ago and I talked with him yesterday. He cannot be dead.’
“They said, ‘He died yesterday.’

“I said, ‘No! I just talked with him.’
“They said, ‘We have a paper, and it says that he’s dead, and you can make a phone call.’”
She called her friend Husain, the one who had introduced them.
He told her it was true: Todashev was dead.

Finally, on August 8, she was released from custody. She said Ashurmamad Miraliev, a friend of Todashev—the same man arrested on Wednesday—came to pick her up, along with Todashev’s father, Abdulbaki, who had flown to Florida from Chechnya to meet with prosecutors. They drove her back to the house she had shared with Todashev, where he had been killed. “They said, ‘Don’t worry the house is clean and we cleaned everything.’”
Miraliev became Gruzdeva’s roommate, she said, helping her to pay the rent. On Wednesday, the two of them were on their way to visit her immigration officer when they were stopped by the police. “It was police cars, police cars, police cars. Undercover people they just stop us with five police cars.” They arrested Miraliev. “They told me he was in Orange County jail,” she said. “I don’t know why they took him.”

Gruzdeva told me she is waiting for immigration to process a work authorization form she has applied for. “After I have my work authorization and social security I will move to a different state,” she said. “Or maybe different city. Because I cannot be here anymore. It’s too much for me .… It’s really painful every day to wake up now in this house.”

Standard interrogation procedure involving a "person of interest" requires the person first be searched, placed in restraints if necessary then transported to a secure location and interrogated by a team of agents while other agents in an adjacent room act as witnesses -- view it on monitors, listening on stereo speakers; the entire interrogation recorded. To be legally valid.

All this happens after the person of interest has been advised that he is a suspect and has been read his Miranda rights -- advised that he has the right to remain silent and informed that anything he says can and will be used in a court of law at some future date and a lawyer will be provided him if he cannot afford one.
By the sound of it none of this was done.

Why wasn't any of this done?

<<ANOTHER COMMENT: At some future date I expect to read the full text of his "confession", the document this dead immigrant supposedly composed himself, without assistance; what he did in his own words. Were I an investigative reporter I would then compare that writing sample to some other examples of his writing: e-mails, personal letters, journals, blogs; If any. I'd like to see what English-language phrases and clauses he favored and whether these constructs appear in his "confession" -- anywhere, and how often; and if they are mirrored elsewhere -- or anywhere.

I'd also like to examine the agents' writing samples, those who assisted him preparing his "confession". I can't be certain, but I suspect we'll see more of them than him in his self-incriminating document; assuming he even knew it was that. Leaving aside, of course, the minor point that this man should be alive in the first place.

But there is a darker possibility: that Todashev was being pursued and pressured, and was ultimately killed by the FBI, because he had information about the elder Tsarnaev’s relationship with the FBI–information that at a minimum could have embarrassed the Bureau, or that might even have shown the FBI to have been involved in some kind of “sting” operation gone wrong in Boston. 
The FBI, after all, has had undercover agents or informants involved in some 40 purported “terror” plots that it has “disrupted” since September 11, 2001. 

Was the Boston bombing supposed to have been another?


Elena Teyer, Todashev’s mother-in-law, believes that McFarlane, a relatively inexperienced FBI agent who was dispatched from the Boston office to follow and question Todashev in Florida, was selected for the job precisely because of his police record of brutality and corruption, which she says meant he was “on the hook in order to save his job” at the FBI.

She says further evidence that there was a plan to kill her son-in-law was that the Bureau arranged for the arrest by the Immigration and Customs Enforcement agency (ICE), on a bogus charge of visa violation, of Todashev’s live-in girlfriend, visiting Russian college student Tatiana Gruzdeva a fews days prior to the killing, and that a second agent physically removed a witness from the area outside the apartment half an hour before the killing of Todashev. That witness, a Green Card-holding legal Chechen immigrant named Husain Taramov, was barred by the US from returning to the US after he returned to Russia for Todashev’s funeral. (With both Taramov and Gruzdeva, who was deported to Russia last fall, both removed permanently from the US, there were no witnesses for Ashton or the Justice Department to interview about the shooting except the agent who fired the shots and the Boston State Trooper who had been with him.)

Teyer, a Russian immigrant, US citizen, and retired veteran of the US Army, suggests the FBI wanted Todashev killed because he knew too much about Tsarnaev and his relationship with the “corrupted FBI.”

HE FULLY COOPERATED WHEN HE WAS DRAGGED IN FOR QUESTIONING.
HE TOOK HIMSELF IN THE FIRST TIME AND VOLUNTEERED INFORMATION! 


PART OF WHAT HE VOLUNTEERED WAS THIS: <<Tamerlan had said that he did not believe that Al Qa’ida was responsible because Al Qa’ida usually issues a statement accepting responsibility within two hours of an event, and had not made a statement about the bombing,” according to prosecutors.

From thereon after, realizing that “federal investigators were investigating the Tsarnaevs as the suspected Boston Marathon bombers,” and “would likely want to discuss with his friendship, contact, and communication” with Dzhokhar and Tamerlan, Matanov allegedly tried to discourage and impede that investigation by dodging officials, and deleting information and videos from his personal computer.

Matanov faces up to 20 years in prison if convicted of the charges, and eight years for each false statement count that was made to investigators. All four counts also carry a maximum of three years of supervised release and a fine of $250,000.>>

Around the time of the Watertown shootout and manhunt, Matanov reportedly came to the realization that his relationship with the Tsarnaevs could be problematic for him. On April 19, he went to the Braintree police and told them that he attended worship with the Tsarnaevs as well as played soccer with them. He said that he knew Tamerlan had a wife and child but he did not know where they lived.

Yesterday’s arrest of Matanov, a friend to Dzhokhar and his brother Tamerlan Tsarnaev, could give the U.S. Attorney’s Office a witness to the accused bomber’s state of mind. That’s if he gets a plea deal. And since Matanov is facing up to 44 years in prison on obstruction and other charges, that’s a real option.

“I would say there are two potential reasons that they waited so long to indict him: One could be to gather more information, and the other could be to strengthen the death penalty claim,” said Doug Sheff, president of the Massachusetts Bar Association, who isn’t involved in the case. “I think that may well be the second prong of what they’re doing. If the sentence scares the kid, a plea could be a way to try to get the death penalty.”
Defense lawyer Ed Hayden said yesterday that Matanov intends to plead not guilty. He also said his client is “definitely scared.”

Matanov has a lot to lose. And that should scare Dzhokhar Tsarnaev, too.

AMERICAN SUICIDE BOMBER IN SYRIA

ON MAY 25, An American blew himself up in an attack in Syria on Sunday. He has been identified by law enforcement officials as Moner Mohammad Abusalha, a man in his early 20s who grew up in Florida and traveled to Syria late last year.
The officials said they believed that Mr. Abusalha, who adopted the nom de guerre Abu Huraira al-Amriki, used a large truck in helping to carry out the bombing in the northern province of Idlib, where he had traveled after spending two months in a training camp of the militant group the Nusra Front in Aleppo. The officials said they thought it was the first time an American had been involved in a suicide attack in Syria.
It's unknown how many people al-Amriki killed in the bombing.

“When his turn came up” to carry out a suicide bombing, he “was very happy, because he will meet his God after that,” Abu Abdulrahman, the fighter, said via Facebook.

A statement posted online by the Nusra Front said that the American had been one of four suicide bombers sent to open a rebel assault on government forces near the city of Ariha in northern Syria. On Sunday morning, the statement said, the American drove a vehicle loaded with 16 tons of explosives to attack a mountaintop restaurant where government forces were based. He was followed by three other bombers. Two of them also blew themselves up, and one managed to park his vehicle and retreat before the explosives detonated.

U.S. DRONES IN CHAD TO FIND NIGERIAN SCHOOLGIRLS

THIS SOUNDS SO MUCH LIKE WHAT EISENHOWER DID WHEN HE PUT AMERICAN "ADVISORS" IN VIETNAM!

BUT THEN, ARE THESE "80 TROOPS" ACTUALLY "BOOTS ON THE GROUND" TROOPS OR DRONE WORKERS?
THEY ARE DRONE WORKERS, IT TURNS OUT.

President Obama on Wednesday deployed about 80 Armed Forces personnel to Chad to help find the Nigerian schoolgirls who have been missing since April.
However, the personnel, whose deployment Obama announced in a "War Powers Notification" letter that he sent to Speaker of the House John Boehner and the president pro tempore of the Senate Patrick Leahy, are not "boots on the ground." Their main priority is to work on drones — not walk through a forest to search for the missing girls.
“The military personnel sent to Chad are simply there to launch, recover, and maintain unmanned aerial systems; that’s their bailiwick, Lt. Col. Myles B. Caggins III, a Defense Department spokesman, tells Mashable. "I assure you their passion is simply ensuring the aircraft can spend maximum time searching for the abducted schoolgirls; these troops will remain at an airstrip in Chad.”
The news came as ABC reported that the U.S. had moved "additional unarmed Predator aircraft" into the country to fly longer surveillance missions over NE Nigeria.
Chad, which borders Nigeria's east, provides easy access from the skies to the region where officials suspect the Islamic militant group Boko Haram is keeping nearly 300 kidnapped girls.

A senior Obama administration official said the military personnel were deployed to Chad with the consent of that government. Some will maintain the unmanned aircraft involved in the mission and the rest will provide security for the group.
The girls were taken in April from a boarding school close to Nigeria's border with Cameroon, Niger and Chad in a sparsely populated region. Their whereabouts are unknown.

On 8 January 2007, the US launched the Battle of Ras Kamboni by bombing Ras Kamboni using AC-130 gunships.  

7 years ago, 6 February,2007, under the name "Operation Enduring Freedom", during the George W. Bush presidential term, American troops began "boots on the ground" in the horn of Africa.

The terrorist attacks of September 11, 2001 suddenly created a new demand for Hellfire-equipped Predators to hunt down terrorists in remote areas of Afghanistan and Pakistan. The Air Force put the weaponized Predator into immediate use in OEF and hit approximately 115 targets in Afghanistan during the first year of its combat operations. The CIA also began to use Predators to target al Qaeda operatives elsewhere in the Middle East. In November 2002, a Predator was credited with killing an al Qaeda operative in Yemen, who was thought to be responsible for the USS Cole bombing in October 2000.

The furor grew when the Times reported that the C.I.A. had turned to a private contractor to help with this highly sensitive operation: the controversial firm Blackwater, now known as Xe Services. Members of the Senate and House intelligence committees demanded investigations of the program, which, they said, had been hidden from them. And many legal experts argued that, had the program become fully operational, it would have violated a 1976 executive order, signed by President Gerald R. Ford, banning American intelligence forces from engaging in assassination.

Drones Over Africa: Yesterday, Today, Tomorrow

This week the New York Times reported that the US is planning to establish a new base for its drones in north-west Africa.  While the base is to be used initially to fly unarmed surveillance drones, according to the article the US does not rule out the possibility of using the base to launch drone strikes in the future.  One day after the NYT piece, Reuters reported the base would be established in Niger.  According to “a senior government source” says Reuters, “the U.S. ambassador to Niger, Bisa Williams, made the request at a meeting on Monday with President Mahamadou Issoufou, who immediately accepted it.” Mali will no-doubt be one of the initial targets of the US drones, bordering as it does on Niger.

In July, 2001, two months before Al Qaeda’s attacks on New York and Washington profoundly altered America’s mind-set, the U.S. denounced Israel’s use of targeted killing against Palestinian terrorists. The American Ambassador to Israel, Martin Indyk, said at the time, “The United States government is very clearly on record as against targeted assassinations. . . . They are extrajudicial killings, and we do not support that.”

Yet once America had suffered terrorist attacks on its own soil the agency’s posture changed, and it petitioned the White House for new authority.
Within days, President Bush had signed a secret Memorandum of Notification, giving the C.I.A. the right to kill members of Al Qaeda and their confederates virtually anywhere in the world. Congress endorsed this policy, passing a bill called the Authorization for Use of Military Force (AUMF).

Seven years later [THIS ARTICLE WAS WRITTEN IN 2009], there is no longer any doubt that targeted killing has become official U.S. policy.
IN 2008, G.W. BUSH WAS RECORDED LYING TO REPORTERS, SAYING, "' “I want to dispel the notion that all of a sudden America is, you know, bringing all kinds of military to Africa. It’s just simply not true,” WHEN HE HAD ALREADY ESTABLISHED BASES IN DJIBOUTI, ETHIOPIA, BURKINA FASO,  MAURITANIA, UGANDA, AND THE SEYCHELLES.
PLANS WERE ALSO IN THE WORKS FOR THE BASE IN THE SUDAN.


General Atomics Aeronautical Systems, the defense contractor that manufactures the Predator and its more heavily armed sibling, the Reaper, can barely keep up with the government’s demand. The Air Force’s fleet has grown from some fifty drones in 2001 to nearly two hundred; the C.I.A. will not divulge how many drones it operates. The government plans to commission hundreds more, including new generations of tiny “nano” drones, which can fly after their prey like a killer bee through an open window.

Since 2004, Philip Alston, an Australian human-rights lawyer who has served as the United Nations Special Rapporteur on Extrajudicial, Summary, or Arbitrary Executions, has repeatedly tried, but failed, to get a response to basic questions about the C.I.A.’s program—first from the Bush Administration, and now from Obama’s.

When he asked, in formal correspondence, for the C.I.A.’s legal justifications for targeted killings, he says, “they blew me off.” (A C.I.A. spokesperson told me that the agency “uses lawful, highly accurate, and effective tools and tactics to take the fight to Al Qaeda and its violent allies. That careful, precise approach has brought major success against a very dangerous and deadly enemy.”) Alston then presented a critical report on the drone program to the U.N. Human Rights Council, but, he says, the U.S. representatives ignored his concerns.
Alston describes the C.I.A. program as operating in “an accountability void,” adding, “It’s a lot like the torture issue. You start by saying we’ll just go after the handful of 9/11 masterminds. But, once you’ve put the regimen for waterboarding and other techniques in place, you use it much more indiscriminately. It becomes standard operating procedure. It becomes all too easy. Planners start saying, ‘Let’s use drones in a broader context.’ Once you use targeting less stringently, it can become indiscriminate.”

NOTE FROM: ROBERT MCFARLANE SUBJECT: Current Events Having been out of town for two days and maintaining the no comment line, I returned today to find that Don Regan has backgrounded the weeklies and laid the entire problem at my feet; my idea, my management, a strict arms for hostages deal, no larger agenda in mind, etc. I was told this not by a journalist but by my closest friend who had been getting calls all day to the effect that "Bud is being hung out to dry by Don Regan." I stillhave not commented to anyone.
But I must tell you that if this is true, I will be quite mad. This will be the second lie Don Regan has sowed against my character and I won't stand for it.
It might be useful to review just what the truth is.

You will recall that when the Israelis first approached us in June '85, I presented the idea of engaging in a dialogue with the Iranians--no mention at all of any arms exchanges at all--and he approved it.

We then heard nothing until August when the Israelis introduced the requirement for TOWs. I told Kimche no.
They went ahead on their own but then asked that we replace the TOWS and after checking with the President, we agreed. Weir was released as a consequence of their action.
My next involvement was to go to London where I presented our willingness to open a political dialogue but that we could not participate in an arms transfer for hostages. Gorbanifar ranted and raved but we did not change our position.

I returned to the States and debriefed the President (with Cap present, and Regan) that we had taken the position of being open to a political dialogue once our hostages were released but not before and ruled out an arms transfer. I also said that Gorbanifar was not to be trusted and recomended that we no longer carry on business with him. You were present John. I then left the government.

Some dialogue must have continued with Gorbanifar between New Year's and April, notwithstanding my recommendation. In April you contacted me to go to Iran to open the political dialogue. I did so. Once there, faced with bad faith on their part (not having released our people and without meetings with the decision makers) I aborted the mission. Ollie can verify all this.

Upon my return, I debriefed the trip and once more recommended against carrying on the arms connection but waiting them out on the political dialogue.
Now this is a far cry from the way Regan is supposed to be reporting it John. I have supported the idea of the political dialogue but time and again, have registered my opposition to the arms deal. You know that.

If any of these reports of what Regan is saying are true--they are supposed to be in Time and Newsweek on Monday--it will be cause for a libel suit by me.

I am perfectly willing to carry on the no comment approach; that seems to me to best serve the hope of preserving the position of Rafsanjani et al. But I won't tolerate lies from Don Regan. John,itmight be useful for you to try to find out from Don or by asking the mags directly, just what are they running with. I have made no comment (other than the "fanciful and fictitious" line in my Cleveland Q&A) and will not.

Fully agree that if the current effort fails to achieve release then such a mission should be considered. You will recall that we have not had much sucess with this kind of endeavor in the past, however. After CIA took so long to organize and then botched the Kilburn effort. Copp undertook to see what could be done thru one of the earlier DEA developed Druze contacts. Dick has been working with Nir on this and now has three people in Beirut and a 40 man Druze force working "for" us. Dick rates the possibility of success on this operation as 30%, but that's better than nothing.


In regard to U.S. military rescue ops, JCS has steadfastly refused to go beyond the initial thinking stage unless we can develop some hard intelligence on their whereabouts. We already have [Deleted, (b)(1)(s) exemption] one ISA officer in Beirut but no effort has been made to insert personnel since we withdrew the military mission to the LAF?. My days in Frankfurt made me quite security conscious. I feel safe on post because I doubt terrorists would risk targetting the house. They don't have a good opportunity to recon it and the constant MP patrolling makes it silly for them to do so. My vulnerability is just after leaving post in the morning.) It's too hard to vary the time much in the morning but varying the route covers that threat. I had an alarmed house when I lived at Ft McNair earlier this year. Pain in the neck. The Iran-Contra Scandal: The Declassified History provides the 101 most important documents on the policy decisions, covert operations, and subsequent cover-up that created the most serious constitutional crisis of modern times.


On October 31, 1996
, the Washington Post ran a follow up story to the San Jose Mercury News series titled "CIA, Contras and Drugs: Questions on Links Linger." The story drew on court testimony in 1990 of Fabio Ernesto Carrasco, a pilot for a major Columbian drug smuggler named George Morales. As a witness in a drug trial, Carrasco testified that in 1984 and 1985, he piloted planes loaded with weapons for contras operating in Costa Rica. The weapons were offloaded, and then drugs stored in military bags were put on the planes which flew to the United States. "I participated in two [flights] which involved weapons and cocaine at the same time," he told the court.

Carrasco also testified that Morales provided "several million dollars" to Octaviano Cesar and Adolfo "Popo" Chamorro, two rebel leaders working with the head of the contras' southern front, Eden Pastora. The Washington Post reported that Chamorro said he had called his CIA control officer to ask if the contras could accept money and arms from Morales, who was at the time under indictment for cocaine smuggling. "They said [Morales] was fine," Chamorro told the Post.

    The National Security Archive obtained the hand-written notebooks of Oliver North, the National Security Council aide who helped run the contra war and other Reagan administration covert operations, through a Freedom of Information Act lawsuit filed in 1989. The notebooks, as well as declassified memos sent to North, record that North was repeatedly informed of contra ties to drug trafficking. 

    In his entry for August 9, 1985, North summarizes a meeting with Robert Owen ("Rob"), his liaison with the contras. They discuss a plane used by Mario Calero, brother of Adolfo Calero, head of the FDN, to transport supplies from New Orleans to contras in Honduras. North writes: "Honduran DC-6 which is being used for runs out of New Orleans is probably being used for drug runs into U.S." As Lorraine Adams reported in the October 22, 1994 Washington Post, there are no records that corroborate North's later assertion that he passed this intelligence on drug trafficking to the U.S. Drug Enforcement Administration.

    In a July 12, 1985 entry, North noted a call from retired Air Force general Richard Secord in which the two discussed a Honduran arms warehouse from which the contras planned to purchase weapons. (The contras did eventually buy the arms, using money the Reagan administration secretly raised from Saudi Arabia.) According to the notebook, Secord told North that "14 M to finance [the arms in the warehouse] came from drugs."

    On February 10, 1986, Owen ("TC") wrote North (this time as "BG," for "Blood and Guts") regarding a plane being used to carry "humanitarian aid" to the contras that was previously used to transport drugs. The plane belongs to the Miami-based company Vortex, which is run by Michael Palmer, one of the largest marijuana traffickers in the United States. Despite Palmer's long history of drug smuggling, which would soon lead to a Michigan indictment on drug charges, Palmer receives over $300,000.00 from the Nicaraguan Humanitarian Aid Office (NHAO) -- an office overseen by Oliver North, Assistant Secretary of State for Inter-American Affairs Elliott Abrams, and CIA officer Alan Fiers -- to ferry supplies to the contras.

    State Department contracts from February 1986 detail Palmer's work to transport material to the contras on behalf of the NHAO.

    In 1987, the Senate Subcommittee on Narcotics, Terrorism and International Operations, led by Senator John Kerry, launched an investigation of allegations arising from reports, more than a decade ago, of contra-drug links. One of the incidents examined by the "Kerry Committee" was an effort to divert drug money from a counter-narcotics operation to the contra war.

    On July 28, 1988, two DEA agents testified before the House Subcommittee on Crime regarding a sting operation conducted against the Medellin Cartel. The two agents said that in 1985 Oliver North had wanted to take $1.5 million in Cartel bribe money that was carried by a DEA informant and give it to the contras. DEA officials rejected the idea.
    The Kerry Committee report concluded that "senior U.S. policy makers were not immune to the idea that drug money was a perfect solution to the Contras' funding problems."


    U.S. Officials and Major Traffickers

    Manuel Noriega 


    In June, 1986, the New York Times published articles detailing years of Panamanian leader Manuel Noriega's collaboration with Colombian drug traffickers. Reporter Seymour Hersh wrote that Noriega "is extensively involved in illicit money laundering and drug activities," and that an unnamed White House official "said the most significant drug running in Panama was being directed by General Noriega." In August, Noriega, a long-standing U.S. intelligence asset, sent an emissary to Washington to seek assistance from the Reagan administration in rehabilitating his drug-stained reputation.

    Oliver North, who met with Noriega's representative, described the meeting in an August 23, 1986 e-mail message to Reagan national security advisor John Poindexter. "You will recall that over the years Manuel Noriega in Panama and I have developed a fairly good relationship," North writes before explaining Noriega's proposal. If U.S. officials can "help clean up his image" and lift the ban on arms sales to the Panamanian Defense Force, Noriega will "'take care of' the Sandinista leadership for us."
    North tells Poindexter that Noriega can assist with sabotage against the Sandinistas, and suggests paying Noriega a million dollars -- from "Project Democracy" funds raised from the sale of U.S. arms to Iran -- for the Panamanian leader's help in destroying Nicaraguan economic installations.

    On the following day, August 24, North's notebook records a meeting with CIA official Duane "Dewey" Clarridge on Noriega's overture. They decided, according to this entry, to "send word back to Noriega to meet in Europe or Israel."

    The CIA's Alan Fiers later recalls North's involvement with the Noriega sabotage proposal.
    In testimony at the 1992 trial of former CIA official Clair George, Fiers describes North's plan as it was discussed at a meeting of the Reagan administration's Restricted Interagency Group: "[North] made a very strong suggestion that . . . there needed to be a resistance presence in the western part of Nicaragua, where the resistance did not operate. And he said, 'I can arrange to have General Noriega execute some insurgent -- some operations there -- sabotage operations in that area. It will cost us about $1 million. Do we want to do it?'
    And there was significant silence at the table.
     And then I recall I said, 'No. We don't want to do that.'"

    STILL THINK REAGAN WAS KEPT IN THE DARK AND KNEW NOTHING?

    Reagan administration officials interceded on behalf of José Bueso Rosa, a Honduran general who was heavily involved with the CIA's contra operations and faced trial for his role in a massive drug shipment to the United States. In 1984 Bueso and co-conspirators hatched a plan to assassinate Honduran President Roberto Suazo Córdoba; the plot was to be financed with a $40 million cocaine shipment to the United States, which the FBI intercepted in Florida.

    Declassified e-mail messages indicate that Oliver North led the behind-the-scenes effort to seek leniency for Bueso . The messages record the efforts of U.S. officials to "cabal quietly" to get Bueso off the hook, be it by "pardon, clemency, deportation, [or] reduced sentence." Eventually they succeeded in getting Bueso a short sentence in "Club Fed," a white collar prison in Florida.

    The Kerry Committee report reviewed the case, and noted that the man Reagan officials aided was involved in a conspiracy that the Justice Department deemed the "most significant case of narco-terrorism yet discovered."

    A DEA report of February 6, 1984 indicates that a central figure in the San Jose Mercury News series was being tracked by U.S. law enforcement officials as early as 1976, when a DEA agent "identified Norwin MENESES-Canterero as a cocaine source of supply in Managua, Nicaragua." Meneses, an associate of dictator Anastasio Somoza who moved to California after the Nicaraguan revolution in 1979, was an FDN backer and large-scale cocaine trafficker.

    Washington D.C., November 25, 2011 – President Ronald Reagan was briefed in advance about every weapons shipment in the Iran arms-for-hostages deals in 1985-86, and Vice President George H. W. Bush chaired a committee that recommended the mining of the harbors of Nicaragua in 1983, according to previously secret Independent Counsel assessments of "criminal liability" on the part of the two former leaders posted today by the National Security Archive.


    Twenty-Five years after the advent of the "Iran-Contra affair," the two comprehensive "Memoranda on Criminal Liability of Former President Reagan and of President Bush" provide a roadmap of historical, though not legal, culpability of the nation's two top elected officials during the scandal from the perspective of a senior attorney in the Office of Independent Counsel Lawrence Walsh. The documents were obtained pursuant to a Freedom of Information Act (FOIA) request filed by the National Security Archive for the files compiled during Walsh's six-year investigation from 1987-1993.

    The criminal liability studies were drafted in March 1991 by a lawyer on Walsh's staff, Christian J. Mixter (now a partner in the Washington law firm of Morgan Lewis), and represented preliminary conclusions on whether to prosecute both Reagan and Bush for various crimes ranging from conspiracy to perjury.

    On Reagan, Mixter reported that the President was "briefed in advance" on each of the illicit sales of missiles to Iran. The criminality of the arms sales to Iran "involves a number of close legal calls," Mixter wrote. He found that it would be difficult to prosecute Reagan for violating the Arms Export Control Act (AECA) which mandates advising Congress about arms transfers through a third country-the U.S. missiles were transferred to Iran from Israel during the first phase of the operation in 1985-because Attorney General Meese had told the president the 1947 National Security Act could be invoked to supersede the AECA.
    As the Iran operations went forward, some of Reagan's own top officials certainly believed that the violation of the AECA as well as the failure to notify Congress of these covert operations were illegal-and prosecutable. 

    In a dramatic meeting on December 7, 1985, Secretary of Defense Caspar Weinberger told the President that "washing [the] transaction thru Israel wouldn't make it legal." When Reagan responded that "he could answer charges of illegality but he couldn't answer charge that 'big strong President Reagan passed up a chance to free hostages," Weinberger suggested they might all end up in jail. "Visiting hours are on Thursdays," Weinberger stated. As the scandal unfolded a year later, Reagan and his top aides gathered in the White House Situation Room the day before the November 25 press conference to work out a way to protect the president from impeachment proceedings.


    SO, AT LAST WE CAN SEE WHAT REALLY HAPPENED, WELL, PARTIALLY SEE, BECAUSE THE TRUTH IS STILL HIDDEN IN "CLASSIFIED DOCUMENTS" AND VERBAL EXCHANGES OF FACTS MAY NEVER ALL COME TO LIGHT.

      NEW MEXICO'S ONE-OF-A-KIND NUCLEAR WASTE DISPOSAL SITE CAN'T DISPOSE OF POTENTIALLY EXPLOSIVE WASTE DRUMS.
    THERE IS AN "ANOMALY" IN THE WASTE STACK AND THERE ARE STILL RADIATION LEAKS THERE.

    JUST A FEW OF THE NEWS ITEMS OUT THERE, BUT NOT MUCH ON MAINSTREAM MEDIA...YET.

They’re not upright… and also they look like they’ve been disturbed and don’t necessarily look like the material is contained in the bags… this bag has been grossly disturbed… the material on the outside of the bag looks almost like it’s been disintegrated or destroyed and you’re seeing the magnesium oxide sitting there without the bag around it… It looks like the material on the bag is no longer intact… It tells us that something has disturbed these bags, something has degraded the material on the outside… The roof of the mine looks good… we’re still not ruling out any possibilities at this point.

    WIPP announced Monday night that photos taken over the weekend showed evidence of melted plastic and rubber on 55-gallon drums, indicating that the production of heat likely occurred in the underground area where waste is stored, according to a news release.
    Jim Conca, who worked with WIPP from 2000 to 2010, said last week he believes a chemical reaction involving the kitty litter caused a small explosion inside a waste drum. New Mexico Environment Department Secretary Ryan Flynn confirmed on Monday that he has heard Department of Energy officials discuss the possibility that kitty litter may have been to blame for the radiation leak. Flynn said it is just one of many theories the DOE is exploring and nothing is certain at this time.

    Reuters, May 16, 2014: An official with the New Mexico city near [WIPP] urged managers of the facility to remove improperly packaged drums of toxic debris to prevent another accident like a leak in February that released high levels of radiation. John Heaton [...] pressed officials [...] to remove potentially hazardous drums of refuse stored there. “Are we going to play footsie for another three months?” Heaton asked [...] “How much longer before you make a decision to go get a forklift and go get those drums?” [...] More containers of improperly packaged waste from Los Alamos pose potential hazards that should be addressed, Heaton said.

    Albuquerque Journal,May 9, 2014: The head of the recovery effort at the federal government’s nuclear waste repository in southern New Mexico said Thursday it could be up to three years before full operations resume at the underground facility. [...] the focus has turned to a set of waste drums that came from Los Alamos National Laboratory. Officials at the meeting reiterated the possibility that there may have been a chemical reaction inside the drums. [...] New Mexico Environment Secretary Ryan Flynn said the theory of a chemical reaction is based on limited knowledge, and he urged officials during the meeting not to withhold any information.     Radiation leak at nuclear waste dump raises questions New York Post, May 16, 2014 ALBUQUERQUE, N.M. — A radiation leak at the government’s troubled nuclear waste dump has been linked to a waste container shipped from Los Alamos National Laboratory, officials said Friday, raising questions about the safety of other barrels being stored on the lab’s northern New Mexico campus and at a temporary site in West Texas…….. watchdog Don Hancock of the Southwest Research and Information Center in Albuquerque said that until more is known about the breach, “we can’t have assurances.”
    In a statement, the U.S. Department of Energy said pictures from the latest entry into the half-mile deep Waste Isolation Pilot Plant (WIPP) near Carlsbad in southeastern New Mexico confirm that a container from Los Alamos has a cracked lid and evidence of heat damage.
    Officials last week zeroed in on the containers from Los Alamos, prompting officials to suspend shipments of waste from Los Alamos to the temporary site in West Texas. In a statement, the U.S. Department of Energy said pictures from the latest entry into the half-mile deep Waste Isolation Pilot Plant (WIPP) near Carlsbad in southeastern New Mexico confirm that a container from Los Alamos has a cracked lid and evidence of heat damage.

    WIPP: NM Environment Secretary Ryan Flynn calls for immediate closure of waste panels [Current-Argus News]

    EIGHTY-FOUR DAYS HAVE PASSED SINCE THE FEBRUARY RADIATION LEAK AT THE WASTE ISOLATION PILOT PLANT AND COMMUNITY LEADERS IN CARLSBAD AND NEW MEXICO GOVERNMENT OFFICIALS HAVE BEGUN TO REVEAL THEIR IRRITATIONS.
    New Mexico Environment Department Secretary Ryan Flynn capped the weekly WIPP town hall with a fiery speech about the Department of Energy’s latest theory of what caused the Feb. 14 accident in Panel 7 of the underground nuclear waste facility located 26 miles east of Carlsbad. Flynn called for the immediate closure of all waste panels except Panel 7 at WIPP, as well as complete public transparency.
    “I agree that these panels need to be closed and they need to be closed immediately,” Flynn said.
    Seven panels have been mined underground at WIPP for nuclear waste storage and three of them remain opened, including Panel 7 where the DOE believes the radiation leak originated. According to the contractual obligations, DOE must now close all open panels where the radiation leak is not suspected to have occurred.
    The DOE halted shipments of nuclear waste containers from Los Alamos National Laboratory to the Waste Control Specialists private facility in Andrews County, Texas last week after investigators narrowed the likely cause to the waste makeup from LANL.
    Nuclear Waste Partnership Recovery Manager Jim Blankenhorn announced on Thursday that WIPP officials believe the radiation leak was likely caused by nuclear waste that contained nitrate salt which gave off some sort of a chemical reaction. The waste with nitrate salt matched waste stored in drums that originated from three separate waste streams: two of the waste streams originated from LANL and the source of the other was unknown because DOE and NWP refused to name the source. WIPP has stored waste streams from LANL, Savannah River, and Idaho National Laboratory in the past
