We humans like to think that we have free will, that the decisions we make and the thoughts we have are all our own. 

Our sense of identity, our own free choices, our individuality are part of what makes us each unique and are an integral part of our human existence.

But are we really as independent and possessed of free will as we like to think? 

The very thought that we could be under the influence of outside forces and subject to manipulation by subtle mind-control against our will seems a terrifying prospect, one that has been explored extensively in movies, science fiction, but what if it isn't fiction at all?
What if science has created ways to invade our minds...and is looking for new, better ways to do so every day?

What if we are being directly shaped, i.e. programmed, through the TV or movies we watch or the music we listen to, by 'friends' and trends on social media?  

What if there are devices that can be used from a distance to somehow bend our will, change our intentions, sway our thoughts or even cause us to do unthinkable things AGAINST our will?

According to some, this is exactly what's happening, and has been happening for decades.

The March 23, 1991 news-brief, "High-Tech Psychological Warfare Arrives in the Middle East", described a U.S. Psychological Operations (PsyOps) tactic directed against Iraqi troops in Kuwait during Operation Desert Storm.

The maneuver consisted of a system in which subliminal mind-altering technology was piggybacked onto standard radio frequency broadcasts.

The March 26, 1991 news-brief states that among the standard military planning groups in the center of U.S. war planning operations at Riyadh was "an unbelievable and highly classified PsyOps program utilizing ‘silent sound’ techniques".

The opportunity to use this method occurred when Saddam Hussein’s military command-and-control system was destroyed. The Iraqi troops were then forced to use commercial FM radio stations to carry encoded commands, which were broadcast on the 100 MHz frequency.

The U.S. PsyOps team set up its own portable FM transmitter, utilizing the same frequency, in the deserted city of Al Khafji.

This U.S. transmitter overpowered the local Iraqi station. Along with patriotic and religious music, PsyOps transmitted "vague, confusing and contradictory military orders (to surrender, which many did) and information".

Subliminally, a much more powerful technology was at work: a sophisticated electronic system to ‘speak’ directly to the mind of the listener, to alter and entrain his brainwaves, to manipulate his brain’s electroencephalograph i.e. (EEG) patterns and artificially implant negative emotional states-feelings of fear, anxiety, despair and hopelessness.

This subliminal system doesn’t just tell a person to feel an emotion, it makes them feel it; it implants that emotion in their minds.

WE COULD PERHAPS ATTRIBUTE THIS REPORT TO 'PROPAGANDA', EXCEPT FOR THIS..."While the British press made mention of subliminal PsyOps operations, this information was censored and suppressed in reports in the U.S. media..."

AND a statement by the head of a company that markets just such a product...

According to literature by Silent Sounds, Inc., it is now possible, using supercomputers, to analyze human emotional EEG patterns and replicate them, then store these "emotion signature clusters" on another computer and, at will, "silently induce and change the emotional state in a human being".

Silent Sounds, Inc. (which is actually a music company) states that it is interested only in positive emotions, but the military is not so limited. That this is a U.S. Department of Defense project is obvious.

Edward Tilton, President of Silent Sounds, Inc., says this about S-quad in a letter dated December 13, 1996:  (PDF)     
"All schematics, however, have been classified by the US Government and we are not allowed to reveal the exact details... ... we make tapes and CDs for the German Government, even the former Soviet Union countries.  All with the permission of the US State Department, of course... The system was used throughout Operation Desert Storm (Iraq) quite successfully."

The graphic illustration, "Induced Alpha to Theta Biofeedback Cluster Movement", which accompanies the company's literature, is labeled #AB 116-394-95 UNCLASSIFIED" and is an output from "the world’s most versatile and most sensitive electroencephalograph (EEG) machine".

"A technological invention that can apparently be used to reach out and subliminally influence us over the airwaves is called the Silent Sound Spread Spectrum (SSSS), sometimes called simply “S-quad” or “Squad,” which was developed and patented (yes, it apparently has a patent) by a Dr. Oliver Lowery of Norcross, Georgia, who calls it the “Silent Subliminal Presentation System.”

Clearly, if such a device employed covertly on Americans could result in “unwarranted influence” over a society, as Eisenhower warned, I submit the majority of Americans would be completely outraged and incensed, and rightfully so. 

Therefore, of course the technology would need to remain hidden away."

Eisenhower would now warn against the threats posed by this new military establishment, that they were hidden from society by deceit."

Pentagon sets sights on public opinion

"The Pentagon is steadily and dramatically increasing the money it spends to win what it calls "the human terrain" of world public opinion. In the process, it is raising concerns of spreading propaganda at home in violation of federal law. An Associated Press investigation found that over the past five years, the money the military spends on winning hearts and minds at home and abroad has grown by 63 percent, to at least $4.7 billion..."

The operations described in the document include a surprising range of military activities: public affairs officers who brief journalists, psychological operations troops who try to manipulate the thoughts and beliefs of an enemy, computer network attack specialists who seek to destroy enemy networks.   

The military's psychological operations, or Psyops, is finding its way onto the computer and television screens of ordinary Americans.

Vets Sue CIA Over Mind Control Tests 

"For two decades or more during the Cold War, the CIA and the military allegedly plied the unwitting with acid, weed, and dozens of psychoactive drugs, in a series of zany (and sometimes dangerous) mind-control experiments. Now, the Vietnam Veterans of America are suing the agency and the Pentagon for perceived abuses.  

The experiments allegedly included the insertion of septal implants in the brains of subjects in ... mind control experiments that went awry, leaving many civilian and military subjects with permanent disabilities."   

Subjects were tested without their consent, the veterans say. And when the trials were over, the government failed to "provide health care or compensation."   

In a book published last year, former military psychiatrist James Ketchum describes an Army project – separate from the CIA's efforts – that took place at Edgewood Arsenal in Maryland. There, he saw test subjects "carry on conversations with various invisible people for as long as 2-3 days."

A VERY INTERESTING FACT: DARPA’s 'LifeLog project' was meant “to gather in a single place just about everything an individual says, sees or does: the phone calls made, the TV shows watched, the magazines read, the plane tickets bought, the e-mail sent and received.”
LifeLog was reportedly scrapped on February 4, 2004 — the very same day Facebook was launched — back when it was called TheFacebook.

A LONG HISTORY OF TARGETING THE MINDS OF THE MASSES

Technocracy
Technocracy is a movement that got started in the 1930s during the height of the Great Depression, when scientists and engineers got together to solve the nation's economic problems.

It looked like capitalism and free enterprise was going to die, so they decided to invent a new economic system from scratch.

They called this system "technocracy." It was to be a resource-based economic system. Rather than basing the economic system on pricing mechanisms such as supply and demand, this system is instead based on energy resources and social engineering.

In a nutshell, under this system, companies would be told what resources they're allowed to use, when, and for what, and consumers would be told what to buy.

'Technocracy is the science of social engineering. The scientific operation of the entire social mechanism, to produce and distribute goods and services to the entire population.'

Technocracy calls for the total dismantling of the political system, which includes the U.S. Constitution.

Nations are to be led by unelected leaders who decide which resources companies can use to make certain products, and which products consumers are ultimately allowed to buy

The Trilateral Commission is a key technocratic mastermind group that has dominated the American political system since Jimmy Carter
The only reason technocracy has not yet been able to overtake the U.S. — although they’re getting incredibly close — is because of our Constitution.

The technocrats "had this crazy idea that they were better than everybody else."


This philosophy and mindset can be traced back to Henri de Saint-Simon, a French philosopher from around 1800. Saint-Simon is considered the father of scientism, social sciences, transhumanism and technocracy.

He said in one of his essays, "A scientist … is a man who foresees. It is because science provides the means to predict, that it is useful, and the scientists are superior to all other men." This was the mindset of technocrats in the 1930s, and it's the same today. In essence, science is used to manipulate society and keep the economic engine running.


The Trilateral Commission's co-founder Zbigniew Brzezinski, a Columbia University professor, brought the concept of technocracy into the Commission in 1973, with the financial support of David Rockefeller.


"Brzezinski wrote this book called 'Between Two Ages — America's Role in the Technetronic Era.' It caught Rockefeller's eye. And so, Rockefeller and Brzezinski became like the beauty and the beast. They went on to form the Trilateral Commission, which declared, from Day 1, that they wanted to foster a new international economic order.


They said that clearly, openly, repeatedly in their literature. 

The Trilateral Commission more or less took over the Jimmy Carter administration and has dominated the political structure ever since. Regardless of their party affiliations, U.S. presidents have been members of the Trilateral Commission.

Carter, Ronald Reagan, George H.W. Bush and Bill Clinton were all members. Within two weeks of his inauguration, Barack Obama appointed 11 Trilateral Commission members to top-level positions in his administration, equivalent to 12% of the Commission's entire U.S. membership.

What the technocrats are doing is making an end run around national sovereignty. Rather than a frontal assault on the system, which has never been successful, they've simply eroded national sovereignty piece by piece.

James Risen, Pulitzer Prize winning journalist for The New York Times, wrote 'Pay Any Price: Greed, Power, and Endless War' , published 2014.
This book documents the collusion of the American Psychological Association with the CIA, the Pentagon, and the White House, bending the profession’s rules of ethics to permit torture.

In Sept. 2012, McGill University’s Daily student newspaper acknowledged its infamous role as:
“the cradle of modern torture. . . To the patients. . .our university was the site of months of seemingly unending torture disguised as medical experimentation — an experimentation that destroyed their lives and changed the course of psychological torture forever.”

“The experiments done at McGill were part of the larger MK-ULTRA project led by Sidney Gottlieb of the CIA.
 In 1963. . . the CIA compiled all the research into a torture manual called the Kubark Counterintelligence Interrogation Handbook. Yes, a “torture manual” that would eventually define the agency’s interrogation methods and training programs throughout the developing world.”

“The psychological paradigm taken by the CIA would not have been possible without [Dr. Donald] Hebb and [Dr. Donald Ewen] Cameron’s research on sensory deprivation and psychic driving.” (How McGill Pioneered Psychological Torture, McGill Daily (2012)


In 1973, tipped off about forthcoming investigations, CIA Director Richard Helms ordered the destruction of any MKULTRA records. 
In congressional testimony, Helms tried to put an altruistic spin on the destruction of documents that, more than anyone, incriminated him and Sydney Gottlieb:

"[Gottlieb] came to me and said that he was retiring and that I was retiring and he thought it would be a good idea if these files were destroyed. And I believe part of our reason for thinking this was advisable was there had been relationships with outsiders in government agencies and other organizations and that they would be sensitive in this kind of a thing but that since the program was over and finished and done with we thought we would just get rid of the files as well, so that anybody who has assisted us in the past would not be subject to follow up, or questions, embarrassment, if you will. (41, Richard Helms testimony, Sept. 11, 1975, p. 5)

Helms’ successor as CIA Director, James Schlesinger sought to quell the ever- escalating string of public scandals involving the CIA. He undertook a comprehensive organizational clean sweep and instructed current and former CIA staff to inform the Inspector General of any illegal or improper activities that were contrary to CIA’s charter.
In so doing, he opened Pandora’s Box containing CIA’s numerous closet skeletons, known as, the “Family Jewels.” Those “Jewels” were kept in the vault of Schlesinger’s successor, CIA director, William Colby.

There is an overwhelming body of evidence that confirms the existence of Mk-Ultra. More than 250 people who claim they were the victims of “brainwashing” by America’s Central Intelligence Agency were set to win a multi-million dollar legal battle for compensation. Nine already had each received $67,000 (£33,500) compensation from the spy agency, which had admitted to setting up an operation code-named MK-Ultra during the Cold War. THE "LRAD", Long Range Acoustic Device, sends messages and warning tones over longer distances or at higher volume than normal loudspeakers. LRAD systems are used for long-range communications in a variety of applications including as a means of non-lethal, non-kinetic crowd control.

Voice to Skull Technologies

Artificial microwave voice-to-skull transmission was successfully demonstrated by researcher Dr. Joseph Sharp in 1973, announced at a seminar at the University of Utah in 1974, and in the journal “American Psychologist” in the March 1975 issue, the article was titled “Microwaves and Behavior” by Dr. Don Justesen (1975).

In 2002, the US Air Force Research Laboratory patented precisely such a device: “a nonlethal weapon which includes (1) a neuro-electromagnetic device, which broadcast sound into the skull of persons or animals by way of pulse-modulated microwave radiation; and (2) a silent sound device, which can transmit ultrasound (above human hearing) into the skull of mammals.” NOTE: The sound modulation might be voice or audio subliminal messages.

1- The Long Range Acoustic Device (LRAD). It was originally developed in order to project commands over extremely long distances, especially out at sea. LRADs were also used on the ocean to deter piracy. Its other positive uses included alerting people in the case of an emergency and even preventing wildlife from getting too close to power generators. However, as beneficial as the LRAD can be, over time it became popular as a crowd control device.
A few years ago, it was turned on Occupy Wall Street protesters in order to make them disperse. More recently, it was a pivotal part of the police strategy against the Ferguson protesters.   

2- The Active Denial System sounds like something straight out of a comic book. This “sci-fi” weapon is a heat ray, and while that may seem utterly ridiculous, the truth is that the U.S. military has been carefully developing this device for many years now. The heat ray was developed for riot control purposes. 

Designed for military use against crowds, the heat ray is a way to disperse civilian rioters in a 'nonlethal' manner. Its inventors claim that you will not hear, see, or smell the weapon coming. Instead, you’ll feel an intense heat that causes you to feel like you are standing in front of a furnace.
There is the possibility that people in the back of a crowd could make it difficult for those near the front to escape, thus causing them to burn.

In a rare show of bipartisan agreement, members of the House Homeland Security Subcommittee on Counterterrorism and Intelligence held up a report by the Electronic Privacy Information Center (EPIC) as they questioned the chief privacy officer of the Department of Homeland Security.   

The hearing, titled “DHS Monitoring of Social Networking and Media: Enhancing Intelligence Gathering and Ensuring Privacy,” relied heavily on talking points from a recent EPIC report on nearly 3,000 pages of documents it obtained under a Freedom of Information Act lawsuit.

The records detail DHS’ online monitoring activities and include instructions to General Dynamics, the private company tasked with trolling the Internet for the agency, to analyze comments on DHS or other parts of the federal government.


Rep. Patrick Meehan (R-Pa.), subcommittee chairman, and Rep. Jackie Speier (D-Calif.), ranking Democrat on the panel, both questioned whether DHS was crossing the line between monitoring social media for the public good and trampling First Amendment rights of free speech.

“This should not be a political operation,” Speier said, adding that “capturing public reaction to major government proposals should not be part” of any homeland security monitoring operations.

In America and all across the globe, humans have become far more involved in a fake digital world and are not present enough in the real world.
People check their screens frequently (some say compulsively), even when they are sitting across from someone else, some REAL person. 

And that has consequences, according to one recent study, which found that the mere presence of cellphones during face-to-face conversations inhibits the development of closeness and trust, and reduces the amount of empathy we feel for REAL PEOPLE. 

People wind up not talking to their family members, their spouses, their children, but instead live in that make-believe, digitally-generated "other world" whose focus, they errantly believe, is on themselves. 

Many young people said they feel they have to compete for their parents' attention. “Adolescent men complain about how they used to love watching Sunday sports with their dads, but now dads are on their iPhones or laptops and they are completely sucked into the Internet.”

The kids are plenty distracted as well. According to a Kaiser Family Foundation study (PDF), young people ages 8 to 18 now spend nearly every waking moment when they are not in school using media — more than 7.5 hours a day.
According to a Pew Research Center survey, teens now text an average of 100 times a day.

Half of all Americans say they prefer to communicate digitally than talk in person, according to a Time Inc. study.

Boston University senior Ciera Wade says she can’t remember the last time she had a phone conversation with her parents. “It has entirely been text messages," Wade says. "In a text message, no one can hear your voice, so if I say 'I am great,' you believe it, but I might be crying as I am typing ‘I am great.' So texting allows me to mask.”

MIT’s study has found that many young people, so reliant on texts and tweets, are intimidated by in-person conversation. But as we ramp up our digital communication, we are “dumbing down” our conversations.         

Young people are losing the ability to interact face-to-face.Extended screen time can result in very real health ramifications like insomnia, eyestrain, and increased anxiety and depression.

Technology is leading us to unhealthy sedentary lifestyles. Fewer children play outside and fewer adults are getting proper exercise. 

A sedentary lifestyle leads to an increased risk of many conditions and diseases, including diabetes, cardiovascular disease, colon cancer, and obesity, according to the World Health Organization.

"According to WHO, 60% to 85% of people in the world — from both developed and developing countries — lead sedentary lifestyles, making it one of the more serious yet insufficiently addressed public health problems of our time," the organization noted.   

"DIGITAL WORLD" DEHUMANIZES US 

Digital communication, MIT professor and psychologist Sherry Turkle says, “is not so good for the sort of nuanced understanding and relationship-building you get when you are present with your friends — for sharing intimacies, for sharing difficult news, for saying you are sorry, for really getting to know someone. 

It gives us that [false] sense of connection without the demands of intimacy and the responsibilities of intimacy."

The psychiatric world is still debating whether so-called “Internet addiction” qualifies as a true mental disorder, similar to other addiction disorders. The new version of the DSM, the psychiatric diagnostic manual, has selected "Internet-use disorder" for the proposed revision of the DSM, known as DSM-V1.

The American Psychological Association has listed this particular disorder as a psychological disorder for years.

 What they found was all but one were using third-party trackers to collect data about the user.
Most were using more than one tracker, the average being four per app.

Everything from music streaming and weather apps, through to news and storage apps are doing it.

Political scientist Diana Mutz:
"There's very little evidence that ads make much of a difference in a presidential campaign," she says. "Most people are shocked when they learn about what the likely effects are relative to the huge amount of campaign resources that gets poured into advertising.  

"It's shockingly small bang for the buck when it comes down to it."  

POLITICAL "CAMPAIGNS" ARE A WASTE OF MONEY. 
"A carefully crafted study conducted by two California political scientists concludes that, essentially, political campaigning has no effect on election outcomes.

Specifically, the researchers found that outreach activity by campaigns, including door to door canvassing, phone banking, robocalls, and even direct-mail advertising has basically no effect on voters’ choice of candidate in general elections.

The bottom line is that blind partisanship among the electorate has become so intense that campaign efforts affect only about one out of 800 voters in a general.   
The academic study included 49 experiments conducted in the field, typically with cooperation and full access from the campaigns that were being observed. It involved comparing the political views and votes cast by voters who were targeted by a spirited offensive versus those who received little attention.

The new study’s authors, University of California-Berkeley’s Joshua Kalla and Stanford’s David Broockman, conclude that undecided voters and those identified as voters who can be flipped were not persuaded by any of the traditional game plans."

You may not realize that there are psychological theories regarding 'electoral behavior', but they drive, or did for a long time, how political ads and propaganda are presented in order to sway the voting public, "We, the People'.

But it did not have the data to make its new products work."   

"Mr. Nix and his colleagues courted Mr. Mercer, who believed a sophisticated data company could make him a kingmaker in Republican politics, and his daughter Rebekah, who shared his conservative views."

Today, as Cambridge Analytica seeks to expand its business in the United States and overseas, Mr. Nix has mentioned some questionable practices.

This January, in undercover footage filmed by Channel 4 News in Britain and viewed by The Times, he boasted of employing front companies and former spies on behalf of political clients around the world, and even suggested ways to entrap politicians in compromising situations.

In the meantime, Mr. Nix is seeking to take psychographics to the commercial advertising market. He has repositioned himself as a guru for the digital ad age — a “Math Man,” as he puts it. In the United States last year, a former employee said, Cambridge pitched Mercedes-Benz, MetLife and the brewer AB InBev, but has not signed them on. 

Aleksandr Kogan harvested data from users via a personality quiz on Facebook and, through his company Global Science Research (GSR), had shared it with Cambridge Analytica. Since then, there have been more revelations about both firms and about the way consumers’ data is used.   

What have the main developments been?

A linked investigation by undercover reporters at Channel 4 News revealed the head of Cambridge Analytica, Alexander Nix, boasting of using dirty tricks to swing elections. Speaking to someone who he believed wanted to use the firm for work in Sri Lanka, he talked about creating sex scandals and using fake news to swing votes.

SCL Elections, an affiliate, worked with Facebook to ensure it (Facebook) was satisfied no terms had been "knowingly breached" and provided a signed statement that all data and derivatives had been deleted, the spokesman said."

SCL Group, the shadowy psychological marketing data conglomerate involved in both the Donald Trump and Brexit victories, has recently been awarded a defense contract with the U.S. State Department’s newest propaganda unit, aided by the recent lobbying and advisement of the disgraced former National Security Adviser and now-registered foreign agent Michael Flynn.  
[BUT FLYNN HAS "ALMOST" BEEN EXONERATED]    SCL Group is still owned by its parent company SCL Elections. 

Their “behavioral microtargeting” has been becoming relatively standard for advertisers, as it is a direct extension of the essential underpinning of all marketing theory...

SCL Group, which shares personnel with Cambridge Analytica, has a history of involvement across the globe in military operations, training NATO forces, marketing databases, and election rigging. 

It became known for alleged involvement "in military disinformation campaigns to social media branding and voter targeting". 

In 2005, "with a glitzy exhibit" at Defence and Security Equipment International (DSEI), "the United Kingdom's largest showcase for military technology", SCL demonstrated its capacity in "influence operations": "to help orchestrate a sophisticated campaign of mass deception" on the public of a big city like London.
 According to its website, SCL has participated in over 25 international political and electoral campaigns since 1994.

SCL's involvement in the political world has been primarily in the developing world where it has been used by the military and politicians to study and manipulate public opinion and political will. It uses what have been called "psy ops" to provide insight into the thinking of the target audience.  
    
SCL has claimed to be able to help foment coups.   
  
According to its website (accessed now only by internet archives), SCL has influenced elections in Italy, Latvia, Ukraine, Albania, Romania, South Africa, Nigeria, Kenya, Mauritius, India, Indonesia, The Philippines, Thailand, Taiwan, Colombia, Antigua, St. Vincent & the Grenadines, St. Kitts & Nevis, and Trinidad & Tobago.   
While the company initially got involved in elections in the United Kingdom, it ceased to do so after 1997 because staff members did not exhibit the same "aloof sensibility" as with projects abroad.   

As was stated on SCL's site, "SCL Elections has an unrivalled track record in election campaign management. We have never lost an election campaign, which we have managed."


Campaign Intervention Strategy

"The Campaign Intervention Strategy Phase involves the final selection of the group-Behaviour Pair(s), the Campaign Target Group(s) and the target Audience(s) that will be the focus of the Influence Campaign, and the design and testing of the Campaign Plan."  
SCL claims that its methodology has been approved or endorsed by agencies of the Government of the United Kingdom and the Federal government of the United States, among others.    

Based in the UK, SCL carries a Secret clearance as a ‘List X’ contractor for the British Ministry of Defence; has worked for private contractors in Iran, Libya, and Syria; and though they had conducted surveys in Iran and Yemen for the Pentagon in the past, they’re now 'legit bigly players'.

IF these tools — intrinsically linked as they are to the social media providers that near-exclusively inform the opinions of the entire world — were to somehow be honed & deployed as part of a military-grade campaign using systems designed to identify, track, and suppress individual dissenters around the globe, we could be looking at a nightmare scenario en route to dystopia.                

In 2005, SLATE wrote an article on how SLC could use fear to control a city the size of London and feasibly fool its residents.

"Of course, the idea of deluding an entire city seems, well, a bit like propaganda.

“If your definition of propaganda is framing communications to do something that’s going to save lives, that’s fine,” says Mark Broughton, SCL’s public affairs director. “That’s not a word I would use for that.”

Then again, it’s hard to know exactly what else to call it. (Company literature describes SCL’s niche specialties as “psychological warfare,” “public diplomacy,” and “influence operations.”)

SCL AT THE PENTAGON
According to the Washington Post, SCL has successfully secured a contract with the US State Department’s Global Engagement Center (GEC). Formerly known as the Center for Strategic Counterterrorism Communications (CSCC) — first established via President Obama’s Executive Order 13584 in 2011 — it was rechristened as the GEC by President Obama in 2016, first via Executive Order 13721 on 14 March and then as part of the Congress-passed 2017 NDAA (National Defense Authorization Act) on 23 December. Obama’s executive order also merged with the Countering Foreign Propaganda and Disinformation Act on the way into the NDAA’s final version.

SCL (fka Strategic Communication Laboratories Ltd) emerged in a Washington Post article which contained a buried item of enormously timely interest: Michael Flynn  served as an advisor to SCL Group in its quest for Pentagon contracts.

According to the Central Intelligence Agency’s Fact Book, the United States has carried on foreign intelligence activities since the days of George Washington, but only since World War II have they been coordinated on a government-wide basis. Under the provisions of the National Security Act of 1947, the NSC (National Security Council) and the CIA were established.       

Just five months after the CIA’s creation, the NSC held its first meeting.
James Forrestal, the Secretary of Defense, pushed for the CIA to begin a ‘secret war’ against the Soviets. 

Forrestal’s initiative led to the execution of psychological warfare operations (psy-ops) in Europe.

It was decided that the communist threat took priority over constitutional rights.

A Presidential Secret Order by Truman directly after WW2, by Ike in 1960, more recent ones by Obama in 2016 and by Trump in 2018, all had the effect of greatly increasing the CIA’s powers, powers it was never supposed to have inside the borders of the USA. 

In 1949, Congress enacted provisions permitting the Agency [CIA] to use confidential fiscal and administrative procedures, and exempting the CIA from many of the usual limitations on the expenditure of federal funds.

They exempted the CIA from having to disclose its “functions, names, officials, titles, salaries, or number of personnel employed.”  


One of the first and main areas to be investigated by the CIA was mind control. Many other branches of the government took part in the study of this area.

Officially, MKULTRA was established on 13 April 1953, at Richard Helms’ suggestion as “ultra sensitive work.” The focal point of MKULTRA was the use of humans as unwitting subjects [without their knowledge].

The Senate’s Church Committee did find some records during its investigation in 1976. However it noted that the practice of MKULTRA was “to maintain no records of the planning and approval of test programs.”
Miles Copeland, a former CIA officer of some rank, said, “The congressional sub-committee which went into this got only the barest glimpse. 

”In 1963 a CIA Inspector General’s report on MKULTRA stated that the program was “concerned with research and development of chemical, biological, and radiological materials capable of employment in clandestine operations to control human behavior” and that radiation was one of the additional “avenues to control the human behavior.”

Diligent citizen use of the Freedom of Information Act (FOIA) in the U.S. helps cast light on the advances that have been made in controlling the way people think and act – and how it's possible to sap their human will to resist.

The FOIA allows the most humble citizen to demand the disclosure of documents, although inevitably some will be heavily censored or not released at all.

"The NSA Has Found a New Way to Categorically Deny FOIA Requests"

The notoriously secretive National Security Agency is raising “security concerns” to justify an apparent new policy of pre-emptively denying Freedom of Information Act requests about the agency’s contractors.

The policy was cited by John R. Chapman, the agency’s chief FOIA public liaison officer, UNDER OBAMA in a letter to Gizmodo on January 17, 2017, three days before Donald Trump’s inauguration.

In explaining that the agency had declined to even conduct a search for records about the company called SCL Group, Chapman wrote, “Please be advised that due to changing security concerns, this is now our standard response to all requests where we reasonably believe acquisition records are being sought on a contract or contract-related activity.”

The response appears to indicate that the NSA will no longer release—or even search for—any records pertaining to the private contractors it works with.

THIS INDICATES THEY ARE TRYING TO KEEP A VERY BIG SECRET.

Several FOIA experts contacted by Gizmodo said they had never heard of such a denial before.

“They’re clamping down across the board,” Moss said. “There is clearly a determined and deliberate attempt to plug any gap” that might allow the public to see how the national security apparatus actually works. The apparently new standard hasn’t been reflected in the regulations that govern the NSA’s FOIA practices, and no rules or proposed rules have been recorded in the Federal Register that might illuminate the issue.

Any decision by the NSA to pre-emptively deny requests for contractor-related records would be a major departure for the agency; in 2008 it produced a 22-page internal guidebook for responding to just such requests.

Michael Vickers, a former CIA paramilitary operations officer, senior adviser to the Secretary of Defense for the 2005 Quadrennial Defense Review, Under Secretary of Defense for Intelligence under Obama and principal strategist for the largest covert action program in the CIA’s history, testified on the importance of black operations:

“U.S. Special Operations Command’s (SOCOM) emphasis after 9/11 has been to make white Special Operations Forces (SOF) more gray and black SOF more black. It is imperative, however, that white and black SOF be integrated fully from a strategic perspective.”

The money involved in the non-lethal weapons industry is growing and military contractors are reaping the profits. According to Defense Industry Daily reports in the past...

--SAIC received a $49 million in November 2004 to develop High Power Microwave and other directed energy systems

--Fiore Industries received a $16.35 million contract for similar technologyFiore Industries received a $7.1 million for High Power Microwave Research and Experiment Program as early as 1994.

--The same year Hughes Missile Systems Company received a $6.6 million contract for High Power Microwave Suppression of Enemy Air Defense Technology.
--ITT received a $7.85 million contract for the same in 2000.

--Lockheed Martin secured a deal with DARPA in 2005 to continue the development of the Space Based Radar Antenna Technology in a $19.5 million contract.
According to the Lockheed press release, the technology, “could significantly increase global persistent surveillance coverage”

--In May of 2006, the Air Force issued $24 million in contracts for “Electro Magnetic Effects Research and Development” to Northrup Gruman, Voss Scientific, Lockheed Martin, Electro Magnetic Applications, and SAIC among others.

The DOD viewed electromagnetic research and development as a key component in future wars as early as the 1990s.

Emmett Paige Jr., Assistant Secretary of Defense for Command, Control, Communications and Intelligence declared in 1996 that,

“Well over a decade ago, a Soviet general reportedly said something like ‘to prevail in the next conflict, one must control the electromagnetic spectrum.’

The Department of Defense is committed to ensuring that 'in the next conflict it is America  who will control that spectrum. We know its value. Increasingly, the value of non lethal weapons continues to rise as they produce fewer images of death in the media than traditional weapons.”

In addition to DOD contractors, the realm of non-lethal weapons extends into the universities with millions of dollars in scholarships and research fellowships annually.

Pennsylvania State University sponsors the Institute for Non-Lethal Defense Technologies (INLDT); the University of Medicine and Dentistry of New Jersey has the Stress and Motivated Behavior Institute; University of New Hampshire houses the Non-lethal Technology Innovation Center, and many U.S. military schools have classes directly related to non-lethal weapons technology.

There are also numerous conferences each year hosted by the Department of Defense, contractors and universities.

The business of non-lethal weapons is expanding and will only continue to grow.

--General Michael Hayden, USAF, (Ret.)

General Michael Hayden is a retired Air Force four-star general who was confirmed by the U.S. Senate and served as the director of the Central Intelligence Agency (2006-2009) and the National Security Agency (1999-2005), two multi-billion dollar enterprises.
In addition to leading CIA and NSA, General Hayden was the country’s first principal deputy director of national intelligence and the highest-ranking military intelligence officer in the country.   

Hayden also served as commander of the Air Intelligence Agency and Director of the Joint Command and Control Warfare Center and served in senior staff positions at the Pentagon, at U.S. European Command, at the National Security Council, and the U.S. Embassy in Bulgaria. He was deputy chief of staff for the United Nations Command and U.S. Forces in South Korea.  He retired in 2008 after 41 years of service. Hayden is currently a principal at the Chertoff Group and a distinguished visiting professor at George Mason University’s Schar School of Policy and Government.


--Honorable Ellen O. Tauscher

The Honorable Ellen O. Tauscher served from January 1997 to June 2009 as a member of the U.S. House of Representatives from California’s 10th Congressional District.
In March 2009, she was nominated by President Obama and subsequently confirmed in June 2009 as Under Secretary of State for Arms Control and International Security where she served until February 2012.

Additionally, Ms. Tauscher served as Special Envoy for Strategic Stability and Missile Defense at the U.S. State Department from February 2012 to August 2012.

He served in multiple staff assignments including air campaign analyst for the Air Force Studies and Analysis Agency, and division chief for the Joint Chiefs of Staff for European security issues.
Additionally, he was the senior military adviser to the U.S. Mission Vienna, Austria for the Organization for Security and Cooperation Europe (OSCE). Wheeler earned a degree in Industrial Engineering from the University of Wisconsin and was commissioned in the United States Air Force in 1984. He went on to become a combat pilot in the B-52 and B-2 with more than 5,000 hours and seven operational commands including Wing Commands in the two largest bomber wings in the U.S. Air Force.

Officials from 24 states gathered for a recent training held by a Harvard-affiliated democracy project: They are the linchpins in efforts to defend U.S. elections from an attack by Russia, China or other foreign threats, and developing a military mindset will help them protect the integrity of the vote. 

This was part of the Defending Digital Democracy project based at the Belfer Center for Science and International Affairs at the Harvard Kennedy School.

The group has been working actively with former and current military, national security, political and communications experts — many of whom dedicate their time after work and on weekends — to develop training and manuals for state and local election officials. Those involved with leading the training asked for anonymity because of their sensitive positions.

The project's latest playbook focuses on bringing military best practices to running Election Day operations, encouraging state and local election officials to adopt a "battle staff" command structure with clear responsibilities and standard operating procedures for dealing with minor issues.
The project is also providing officials with a free state-of-the-art incident tracking system.

“[It’s] the importance of communications, the importance of having standard operating procedures in place so all the i‘s are dotted and the t‘s crossed ahead of time and you are prepared for the unknown.”

On November 8, 2010, Durham closed the investigation without recommending any criminal charges be filed. 
Durham's final report remains secret but was the subject of an unsuccessful lawsuit under the Freedom of Information Act filed by The New York Times reporter Charlie Savage.

On October 22, 2010, nearly 400,000 secret United States Army field reports and war logs, detailing torture, summary executions and war crimes, were passed on to the British paper, The Guardian, and several other international media organizations through the whistle-blowing website WikiLeaks.    

Among other things, the logs detail how U.S. authorities failed to investigate hundreds of reports of abuse, torture, rape, and even murder by Iraqi police and soldiers, whose conduct appeared to be systematic and normally unpunished, and that U.S. troops abused prisoners for years even after the Abu Ghraib scandal. 

A criminal investigation into the deaths of two detainees, Gul Rahman in Afghanistan and Manadel al-Jamadi in Iraq, was opened in 2011. 

It was closed in 2012, again with no charges filed. 


LET'S LOOK AT A.G. WILLIAM BARR's RECORD. 

While attending graduate school and law school, Barr worked for the Central Intelligence Agency.

In October 1992, Barr appointed then retired New Jersey federal judge Frederick B. Lacey to investigate the Department of Justice and the Central Intelligence Agency handling of the Banca Nazionale del Lavoro (BNL) Iraqgate scandal. that supplied Saddam Hussein with biological weapons and funding during the Reagan and then the G.W.H. Bush regimes.

The appointment came after Democrats called for a special prosecutor during the scandal fearing a "cover-up" by the administration. House Banking Committee Chairman Henry B. González called for Barr's resignation, citing "repeated, clear failures and obstruction" by the Department of Justice in allegedly delaying an investigation of the BNL-Iraqgate case.

Also in 1992, Barr launched a surveillance program to gather records of innocent Americans' international phone calls. 
The DoJ inspector general concluded that this program had been launched without a review of its legality.   

According to USA Today, the program "provided a blueprint for far broader phone-data surveillance the government launched after the terrorist attacks of Sept. 11, 2001."

On December 24, 1992, during his final month in office, Bush, on the advice of Barr, pardoned Caspar Weinberger, along with five other administration officials who had been found guilty on charges relating to the Iran–Contra affair

Whitey Bulger, the former organized crime boss, wrote of his experience as an inmate test subject in MK-Ultra. “Eight convicts in a panic and paranoid state,” Bulger said of the 1957 tests at the Atlanta penitentiary where he was serving time. “Total loss of appetite. Hallucinating. The room would change shape. Hours of paranoia and feeling violent. We experienced horrible periods of living nightmares and even blood coming out of the walls. Guys turning to skeletons in front of me. I saw a camera change into the head of a dog. I felt like I was going insane.”

OTHER FAKE NEWS BY MAJOR NEWS MEDIACBS News admitted to a "mistake" on Monday after airing footage of an overcrowded hospital room that was allegedly in New York City but was actually from a hospital in Italy.


ABC News made a similar "mistake" last fall when it aired footage from a Kentucky gun range while falsely claiming it depicted a fierce battle between Syrian Kurds and Turkish forces.

The network aired the footage framing it as battlefield video, when, in fact, it's from a night gun demonstration at the Knob Creek Gun Range in West Point, Ky.
ABC News issued a correction and apologized for the "error".

Politico’s Glenn Thrush also emailed Podesta periodically. On Monday, a newly-released email revealed a particularly humiliating incident where Thrush sent Podesta a passage from an upcoming article for his personal approval.

Increased demand for resources, the erosion of middle classes, undeclared wars, increasing poverty and environmental disasters are historically factors leading to social uprisings and infiltration of political borders.

As governments reinforce the threat of terrorist attacks, people increasingly turn to their governments for protection.

The U.S. has a long history of human rights violations through harassment, telephone tapping, video surveillance, behavior manipulation, torture, drug-induced states of conscience and psychological control. Congress’s passage of the Military Commission Act of 2006 put universal human rights outside the scope of U.S. policy.

Today, the U.S. government is using the most technologically advanced forms of surveillance and control, along with the propaganda of fear and intimidation
against its citizens. The US engages in covert torture, covert imprisonment, increased censorship and the massive secret classification of government documents.


A prominent neuroscientist, Francis Crick stated in 1994, that,

“your joys and your sorrows, your memories and your ambitions, your sense of personal identity and free will, are in fact no more than the behavior of a vast assembly of nerve cells and their associated molecules.”

WE BECAME HUMAN GUINEA PIGS 

The US government has performed potentially dangerous biological weapons tests on its own citizens, without any intention of ever telling them about it.

The first known tests were conducted near San Francisco in the 1950s, and they were meant to see how well biological agents could be dispersed in fog. At this time, the government only released two kinds of bacteria they believed to be fairly harmless, but the success of this test spurred them on to “greater” heights.

Over the next couple decades (before the projects were finally exposed and presumably stopped), they performed 239 tests of biological agents against their own people. Many of these tests took place in major population centers, like the New York subway system, for maximum effect. Critics have pointed out that these tests broke many rules of warfare, making the U.S. extremely hypocritical.



CROWD CONTROL MEANS US  

The U.S. Joint Non-Lethal Weapons Directorate released a paper in 2004 which presents “Crowd Control Modeling and Simulation.”
This report discusses behavioral changes human populations.

That the Department of Defense calls for new weapons systems designed to work on the psychological underpinnings of a population should give human rights activists great cause for alarm. 

THEY ARE NOT DEFENDING US! 

The use of electromagnetic weapons to alter the emotional state, hamper the ability of an enemy or US citizens, to think clearly, and result in chaos and pain are morally problematic for a number of reasons:

Creating fear, anxiety, confusion and irrational behavior within an individual or a population is counterproductive to the operations of a free society and to the execution of warfare.
Chaos only breeds the need for greater and greater means of physical repression; irrational behavior is by definition unpredictable and as such provides significant difficulty when the task is to secure an area.

These weapons leave no tell tale clues. There are no bullet holes or gross damage (with the exception of those designed to maim, burn or explode targets).

They are operated from a great distance, meaning that the operator has no feedback as to the effects of his or her actions. This provides us with a very dangerous circumstance very similar to Millgram’s experiment where we can predict with certainty gross abuses of power.


VIOLATED

Any device that invades a persons mind, either through induction of “evoked potentials” through electromagnetic means or through the various “crazy-making” tactics employed in both information warfare and psychological operations, is a violation of human rights and cognitive liberty.

In terms of authorizing and administering tests of radioactive substances and other tests on unsuspecting members of the public, history shows that people without ethical standards can rise and have risen to positions of great responsibility and power and, once ensconced in such positions of trust, produce the most horrifying abuses without fear of reprisal.
When layers of secrecy overlay the activities of otherwise rational and intelligent men, the failings of their hearts more readily show.


In the case of actually attempting to control human behavior through both overt and covert means our departments of defense and intelligence agencies, both subordinate to the executive branch of government have historically proven incapable of protecting the public and undeserving of the trust given them to perform their functions for the public good.As reported in 2001, a statement by Dr. Eldon Byrd should be considered with great weight:

“A medical engineer, Eldon Byrd, reported a case that illustrates this point. After working on the Polaris submarine, which carried long-range nuclear weapons, Byrd developed non-lethal weapons with reversible effects. He regarded this as a humanitarian alternative to ‘punching holes in people and having their blood leak out’ in battle. His inventions used magnetic fields at biologically active wave frequencies to affect brain function. 

Byrd could put animals to sleep at a distance and influence their movements.
When the success of his research became evident, suddenly he was pulled off the project and it went “black.”

He believes that the electromagnetic resonance weapons he developed have been used for psychological control of civilians rather than for exigencies in battle.

That is, to ensure his participation, he was uninformed about the true nature of the project.

Byrd’s case also illustrates how morally tolerable operations may transition to morally intolerable operations, or at least rise above the atrocity line.”

Manadel Al-Jamadi was captured [JURIST report] by US Navy SEALs on November 4, 2003 and held in Abu Ghraib prison as a “ghost detainee,” or unregistered prisoner, for his suspected involvement in the bombing of a Red Cross center in Baghdad that killed 12 people. Ninety minutes after entering Central Intelligence Agency (CIA) [official website] custody he was dead and his body was preserved in ice, allegedly to cover up the circumstances of his death. Al-Jamadi’s death at the detention center was ruled a homicide [JURIST report] and the US military never revealed the exact circumstances, though reports show he died while suspended by his wrists, which were handcuffed behind his back. Federal prosecutor John Durham is leading [AP report] the torture and war crimes investigation.


**IRAQGATE
"Defense attorneys for the Teledyne employees argued that the CIA, as part of a secret operation that has come to be known as "Iraqgate," had authorized the shipments--a claim that the Reagan/Bush administration had long denied. Since taking office in 1993, the Clinton team has continued that GOP position, stating as recently as Jan. 16 that the administration "did not find evidence that U.S. agencies or officials illegally armed Iraq."

"But on Jan. 31, this bipartisan dike finally sprang a leak. Howard Teicher, who served on Reagan's National Security Council staff, offered an affidavit in the Teledyne case that declared that CIA director William J. Casey and his deputy, Robert M. Gates, "authorized, approved and assisted" delivery of cluster bombs to Iraq through Cardoen (In These Times, 3/6/95).

"Teicher also described a still-secret National Security Decision Directive signed by President Reagan in June 1982 that set forth a U.S. policy of preventing Iraq from losing its war with Iran. "CIA Director Casey personally spearheaded the effort to ensure that Iraq had sufficient military weapons, ammunition and vehicles to avoid losing the Iran-Iraq war," Teicher stated..."

In the weeks following the atomic attacks on Hiroshima and Nagasaki, U.S. authorities seized and suppressed film shot in the bombed cities by U.S. military crews and Japanese newsreel teams to prevent Americans from seeing the full extent of devastation wrought by the new weapons.   

It remained hidden until the early 1980s and has never been fully aired. "Although there are clearly huge differences with Iraq, there are also some similarities," said Mitchell, co-author of "Hiroshima in America" and editor of Editor & Publisher. 

"The chief similarity is that Americans are still being kept at a distance from images of death, whether of their own soldiers or Iraqi civilians." The Los Angeles Times released a survey of six months of media coverage of the Iraq war in six prominent U.S. newspapers and two news magazines -- a period during which 559 coalition forces, the vast majority American, were killed. It found they had run almost no photographs of Americans killed in action. 

"So much of the media is owned by big corporations and they would much rather focus on making money than setting themselves up for criticism from the White House and Congress," said Ralph Begleiter, a former CNN correspondent. In 1945, U.S. policymakers wanted to be able to continue to develop and test atomic and eventually nuclear weapons without an outcry of public opinion. "They succeeded but the subject is still a raw nerve."
