<<On Aug. 14, as Cairo erupted in the worst mass killings of Egypt's modern history, 150 miles south in the city of Minya, a man with a megaphone stepped out from Khodeiry Mosque and entered Palace Square, a few blocks from the governorate's security headquarters.

Shouting into the microphone, witnesses said, he began to deliver a simple and chilling message: The bloodshed being unleashed on supporters of ousted President Mohamed Morsi -- who had been encamped in the capital's Rabaa el-Adaweya square for six weeks -- was the fault of Egypt's Christian minority.

In the days-long wave of sectarian violence that followed -- unprecedented in its scope and apparent coordination -- mobs torched and ransacked Christian establishments across Egypt, claiming to be avenging state violence against Morsi supporters.

While the military-backed interim government has been keen to use the violence against Christians to discredit the Islamists with the West, Christians here say the attacks were foreseeable, that the state did little or nothing to protect them, and that there is little evidence anything will change.

By the time the violence ebbed, 65 churches and monasteries, 22 buildings associated with Christian ministries, and more than 100 Christian shops and houses had come under attack, according to a list published online by Bishop Ermia, the president of the Coptic Orthodox Cultural Center in Cairo. Coptic activists said five Christians had been killed, and while the exact number of casualties was unknown, Minya's Coptic bishop, Abba Makarios, said two Muslims had died defending a church there.>>

Anti-Christian attacks have swept through Egypt since Islamist leader Mohamed Morsi was ousted. Christian properties have been desecrated and reduced to rubble.
As the attacks happened, police did little or nothing to stop them.
For some Christians, the trouble didn't stop when the flames died down. A few days after their church was torched, a neighbor relayed an anonymous threat to Said Botros Attallah and his wife Sahar Atteya Saadallah: Pay 500 Egyptian pounds, or their house would be burned down – with them inside.
The couple's church was one of at least 45 attacked or burned across Egypt on Aug. 14, when security forces broke up two Cairo protest camps full of supporters of ousted leader Mr. Morsi, the former Muslim Brotherhood leader and first freely elected president in Egypt who was deposed by the military on July 3.
Though they started with bulldozers and tear gas, police quickly turned to live ammunition against the protesters after some of them opened fire at security forces. The police continued shooting for hours, killing hundreds of people.
Hours after security forces moved in Cairo, attacks on churches began, in many places following a similar pattern. Mobs attacked police stations first, then moved on to churches, Christian institutions, and Christian-owned properties. Witnesses said some mosques broadcast calls for Muslims to gather and take revenge for the assault in Cairo. At least 16 churches in Minya province alone were damaged or destroyed, along with 100 other buildings, according to a church official.
As in most attacks, the mob looted the church before burning it. Several days after the attack, a neighbor brought Atallah and Saadallah's a brass incense lamp, one of the looted objects, saying others wanted the lamp returned to the church.

Samir Lamei Sakr, a lawyer who focuses on human rights, has already seen his home burned down in the village of Delja, in Minya province. He says there is no going back. He fled to Cairo with his immediate and extended family after mobs attacked their houses, and killed his cousin, dragging his body through the streets behind a vehicle, Mr. Sakr says.
“Every boy, girl, mother and father is living in terror,” he says. “And not only the Christians are living in fear, but the moderate Muslims are also. Terrorism and thuggery are the only laws now.”

Church member Magdy Shafiq Saad stated, “They will always try to burn churches, whether in power or not. But in power, they increased the discrimination and the humiliation of Christians.”

The security director in Minya refused a request for an interview, and the Ministry of Interior in Cairo, which controls the police, did not respond to multiple requests for interviews. But government officials have defended the police's failure to protect churches and properties under attack on Aug. 14 by pointing out that police stations also came under attack, often first, keeping police from responding to the dozens of other attacks.>>

<< Leaders of the Muslim Brotherhood, the Islamist party that propelled Mr. Morsi to power, encouraged or tolerated incitement against Christians at their sit-ins, but they have started belatedly to condemn the attacks. And the military-backed government, which has done little to protect Christians, is trying to capitalize on the church burnings to paint the Brotherhood as terrorists.

Nazla and other Egyptian villages and cities have been left to cope with the war between the Islamists and the military, as politics rekindles sectarian violence that has long troubled the country. And Egypt’s Coptic Christians — discriminated against and marginalized under President Hosni Mubarak, and alarmed as Islamists have won elections over the last two years — have suddenly found themselves more threatened than before.

The Rev. Maged Wadie Riyad, the pastor of an evangelical church in the nearby village of Zerby, which was also looted last week, said Mr. Morsi’s government had intensified decades of tensions between Egypt’s Muslim majority and Christians, who make up roughly 10 percent of the population. >>

<<The State Department’s program to preserve overseas cultural landmarks started funding projects under President Bush in 2001.
The program was created by Congress in late 2000 under President Bill Clinton, and the first grants were announced under President George W. Bush in 2001. The State Department says that, in total, the fund has contributed nearly $26 million to approximately 640 cultural heritage sites in more than 100 countries

When we searched the State Department’s database and lists of 2009 and 2010 projects for "mosque" and "minaret," we found that 30 mosques or minaret restoration projects had received funding under Bush, and seven such sites had been funded under Obama.
An Atlanta television news station, WSB-TV, reported in November that "the State Department is sending hundreds of millions of dollars to save mosques overseas." News anchor Justin Farmer said that the State Department’s Agency for International Development gave money to mosques in Cairo, Cyprus, Tajikistan and Mali. He said that the money given to the Cairo mosque was "part of" a $770 million program to fix the city’s sewer system.
We spoke with a USAID official, who told us that the Cairo sewer project, which did total about $770 million, began in 1984 and ended in 2006. It was a major undertaking that wasn’t specifically directed to the mosque, though about $2.3 million was used "to help lower the groundwater at the mosque area, replacing the old sewage collector, and providing a healthier environment for people living in the area," the official, who would not be identified by name, said.
The USAID site includes information on the $2.3 million spent on the 1,000-year-old mosque, as well as more than $15 million allocated by USAID and the Egyptian government to restore a 1,300-year-old mosque, along with a Roman tower, a Greek Orthodox church and other buildings.
In Cyprus, $5 million was given to restore a mosque and a Greek Orthodox monastery, a project that ended in 2006. >>
