UFOs FILMED BY PILOTS, ASTRONAUTS, LAW ENFORCEMENT, MILITARY AND SCIENTISTS

THE TWO INCIDENTS ABOVE SEEM TO HAVE SET THE STAGE AS AN EXCUSE FOR THE GOVERNMENT/MILITARY/NASA, ETC,TO KEEP 'CIVILIANS' IN THE DARK ABOUT UFO ORIGINS.
THIS IS A VERY EXPANSIVE TOPIC AND I WILL HAVE TO DIVIDE IT INTO AT LEAST TWO PARTS, THIS BEING THE FIRST PART.
'PART 1' IS TO SHOW YOU HOW WELL-DOCUMENTED MANY OF THESE ENCOUNTERS HAVE BEEN, BY WHAT CREDIBLE EYEWITNESSES, BY HOW MANY SAW THESE FACE-TO-FACE.

"At no time, when the astronauts were in space, were they alone: there was a constant surveillance by UFOs."   


WHY THE BIG COVER-UP?  
In earlier decades, such concerns were openly discussed among American citizens and government officials.
In 1960, for example, Representative Leonard G. Wolf of Iowa entered an "urgent warning" from former CIA Director Vice Admiral R.E. Hillenkoetter right into the Congressional Record that "certain dangers are linked with unidentified flying objects."

Wolf cited Gen. L.M. Chassin, NATO coordinator of Allied Air Service, warning that,
"if we persist in refusing to recognize the existence of the UFOs, we will end up, one fine day, by mistaking them for the guided missiles of an enemy - and the worst will be upon us."
Admiral Roscoe Hillenkoetter, was the third Director of Central Intelligence (DCI) from 1947 to 1950, and the first Director of the CIA, which was established in September 1947.

Hillenkoetter was one of the first intelligence chiefs to make public his conviction that UFO’s were real.”
On August 22, 1960, he stated, 
“I am aware that hundreds of military and airline pilots, airport personnel, astronomers, missile trackers and other competent observers have reported sightings . . . These UFOs are interplanetary devices systematically observing the earth, either manned or under remote control, or both.”

Such warnings, such talk, surely did NOT create panic then and likely would barely turn a head today, so why the continued denial until they're busted, as the Navy was recently?

In a recent interview, former Deputy Assistant Secretary of Defense for Intelligence, Christopher Mellon, has argued that UFOs are not something new and that the government has known about their existence for quite some time.

Mellon will participate in a new UFO series on the History channel called ‘Unidentified,’ which will look to build on several topics discussed in a recent New York Times article.

And he's been the subject of jokes and lambasting since he opened his mouth.

BUT NOBODY PANICKED! 


                 


Before the 3 videos from our own Navy pilots were shown publicly, FOX NEWS, JAN. 9, 2017, aired the above video by the Chilean Navy.

Chile has openly investigated UFO sightings for many years.

Russia and the U.K. have also both, at least partially, disclosed their searches for the explanation behind the thousands of sightings in each of those nations.

BUT THE DISCLOSURE BY THE NAVY SEEMS TO BE THE HOT TOPIC. 

Several U.S. Navy pilots spotted UFOs while training over the East Coast in 2014 and 2015,
And they had video proof of three such sightings.

[Note: The pilots' language gets a bit raunchy in places.]   

As you'll see below in the three Navy videos, National Geographic and a few of the major news media have also been convinced that "something's out there" due to the overwhelming evidence they saw for themselves across America.

But what is it...who is it? 








   
The pilots told the paper they saw “strange objects” with “no visible engine or infrared exhaust plumes” reaching at least 30,000 feet and flying at hypersonic speeds almost daily while training off the aircraft carrier Theodore Roosevelt.

“These things would be out there all day,” said Lt. Ryan Graves, an F/A-18 Super Hornet pilot who has been with the Navy for 10 years and who said he reported the sightings to the Pentagon and Congress.       

“Keeping an aircraft in the air requires a significant amount of energy. With the speeds we observed, 12 hours in the air is 11 hours longer than we’d expect.”     

The unidentified flying objects were seen performing maneuvers that were “beyond the physical limits of a human crew,” like stopping rapidly, turning instantly or immediately accelerating at hypersonic speeds, the pilots said.       

The sightings were reported to the Pentagon’s Advanced Aerospace Threat Identification Program (AATIP), which, as The Post exclusively reported earlier this month, confirmed it still investigates claimed sightings of alien spacecraft.

In late 2014, a Super Hornet pilot said he almost hit one of the objects — which he said looked like a sphere encasing a cube — and an official mishap report was filed.

Another pilot, Lt. Danny Accoin, said he could identify a flying object on his radar, missile system and infrared camera but couldn’t actually see it in his helmet camera.

“I knew I had it, I knew it was not a false hit,” Accoin said. But still, “I could not pick it up visually.”

A minute-long video included in the article appears to show two encounters with the enigmatic phenomena. In one of the clips, pilots appear confused by what they’re seeing on their radar screens.

“Look at that thing. It’s rotating,” one of them said.

At first the pilots interviewed in the report thought the objects were part of a top-secret drone program.

But after the near-collision, they changed their minds, reasoning that government officials knew there were fighter pilots in the area and would not send drones to get in the way.

Navy spokesman Joseph Gradisher said it’s unclear what caused the sightings detailed in the article.

Gradisher’s statement appears to mark the first time that the Navy has acknowledged that the objects in the videos are in fact real, the San Diego Union-Tribune reported Tuesday.

PEOPLE magazine also featured two of the three videos in an article on September 10 this year.

The Times report comes after the Navy, in April, sent out a new classified guidance for how to report the “unexplained aerial phenomena.”

“There were a number of different reports,” Gradisher said. "Some cases could have been commercial drones," he added.

But in other cases, “we don’t know who’s doing this, we don’t have enough data to track this. So the intent of the message to the fleet is to provide updated guidance on reporting procedures for suspected intrusions into our airspace.”

Neither Graves or the other pilots nor the Department of Defense would speculate on what the objects were.

“We’re here to do a job, with excellence, not make up myths,” one pilot said.

MEANWHILE, IN THE CIVILIAN WORLD... HERE ARE A FEW OF THE POSSIBLY THOUSANDS OF VIDEOS AVAILABLE FOR OUR SCRUTINY, THE FEW BELOW ARE WHAT MOST WOULD CONSIDER BETTER DOCUMENTED THAN MOST, MORE CREDIBLE. 

The policemen in the video below said about the same thing the Navy pilots said, just doing their jobs, no hype intended, no 'glory' sought. But they know what they all saw was NOT anything they'd seen before, just like those pilots said.

Police Confirmed UFO Sighting:   
FIVE police officers at five different locations in Illinois in one brief period of time in 2008. Many residents also called into their police stations to report this very strange object, which was described as "big as a football field" and completely noiseless.
At first, police mocked the 911 calls about the UFO sighting--but then they saw it too.

"Welsh police confirmed that one of their helicopter crews had spotted an "unusual aircraft" flying over Cardiff earlier this month.
An investigation into the sighting had been launched, they said.At the time of the incident, the helicopter with three men on board was waiting to land at the St. Athan RAF base near Cardiff.

Among some of the UFO cases the Project Blue Book Collection touches on are the "Exeter Incident," "the Kenneth Arnold sighting" from 1947 and "the Mantell crash," from 1948.
There are 'better' ones. 


The Mantell UFO incident was among the most publicized early UFO reports. The incident resulted in the crash and death of 25-year-old Kentucky Air National Guard pilot, Captain Thomas F. Mantell, on 7 January 1948, while in pursuit of a UFO.

On 7 January 1948, Godman Field at Fort Knox, Kentucky received a report from the Kentucky Highway Patrol of an unusual aerial object near Maysville, Kentucky. Reports of a westbound circular object, 250 feet (76 m) to 300 feet (91 m) in diameter, were received from Owensboro, Kentucky, and Irvington, Kentucky.

At about 1:45 p.m., Sgt Quinton Blackwell saw an object from his position in the control tower at Fort Knox. Two other witnesses in the tower also reported a white object in the distance. Base commander Colonel Guy Hix reported an object he described as "very white," and "about one fourth the size of the full moon ..
It remained stationary, seemingly, for one and a half hours." Observers at Clinton County Army Air Field in Ohio described the object "as having the appearance of a flaming red cone trailing a gaseous green mist" and observed the object for around 35 minutes. Another observer at Lockbourne Army Air Field in Ohio noted, "Just before leaving it came to very near the ground, staying down for about ten seconds, then climbed at a very fast rate back to its original altitude, 10,000 feet, leveling off and disappearing into the overcast heading 120 degrees. Its speed was greater than 500 mph in level flight."
Four P-51 Mustangs of C Flight, 165th Fighter Squadron Kentucky Air National Guard already in the air—one piloted by Mantell—were told to approach the object. Blackwell was in radio communication with the pilots throughout the event.

One pilot's Mustang was low on fuel, and he quickly abandoned his efforts. Air Force Captain Edward J. Ruppelt (the first head of Project Blue Book) notes that there was some disagreement amongst the air traffic controllers as to Mantell's words as he communicated with the tower: some sources reported that Mantell had described an object "[which] looks metallic and of tremendous size,"
Only one of Mantell's companions, Lt. Albert Clemmons, had an oxygen mask, and his oxygen was in low supply. Clemmons and a Lt. Hammond called off their pursuit at 22,500 feet (6,900 m). Mantell continued to climb, however.
According to the Air Force, once Mantell passed 25,000 feet (7,600 m) he supposedly blacked out from the lack of oxygen (hypoxia), and his plane began spiraling back towards the ground. A witness later reported Mantell's Mustang in a circling descent. His plane crashed at a farm south of Franklin, Kentucky, on the Tennessee-Kentucky state line.


Kecksburg, Pennsylvania, 1965   

The Kecksburg UFO incident occurred on December 9, 1965 at Kecksburg, Pennsylvania, USA. A large, brilliant fireball was seen by thousands in at least six U.S. states and Ontario, Canada. It streaked over the Detroit, Michigan/Windsor, Ontario area, reportedly dropped hot metal debris over Michigan and northern Ohio, starting some grass fires and caused sonic booms in Western Pennsylvania.
In a small town 40 miles North of Pittsburgh, residents saw a fiery object crash into the town's woods.
Others from Kecksburg, including local volunteer fire department members, reported finding an object in the shape of an acorn and about as large as a Volkswagon Beetle. Writing resembling Egyptian hieroglyphics was also said to be in a band around the base of the object.
Witnesses further reported that intense military presence, most notably the United States Army, secured the area, ordered civilians out, and then removed the object on a flatbed truck.
At the time, however, the military claimed they searched the woods and found "absolutely nothing". 
In December 2005, just before the 40th anniversary of the Kecksburg incident, NASA released a statement reporting that experts had examined metallic fragments from the area and determined they were from a Russian satellite that re-entered the atmosphere and broke up.
"The damaged spacecraft remained in orbit for 16 days and reentered the Earth's atmosphere on 9 December 1965."

NASA then changed that story and said the Russian satellite had reentered and burned earlier than the incident at Kecksburg.
In the end, NASA, in a letter to journalist Leslie Kean, said that TWO BOXES of their findings were lost in the 1990s. (IF IT WAS 'NOTHING BUT A METEOR, WHY 2 BOXES?) 

Kean had filed a Freedom of Information Act request in 2003 which was subsequently fought by the space agency.

That Freedom of Information Act lawsuit filed against NASA to turn over its Kecksburg investigations ended in 2009, according to SPACE.com.
As a result, the government did not force NASA to hand over any documents that would explain what became of the object removed from the Pennsylvania woods.

 
CHICAGO'S O'HARE UFO SIGHTING, NOV. 7, 2006  

   
At approximately 16:15 CST on Tuesday November 7, 2006, federal authorities at Chicago O'Hare International Airport received a report that a group of twelve airport employees were witnessing a metallic, saucer-shaped craft hovering over Gate C-17.

The object was first spotted by a ramp employee who was pushing back United Airlines Flight 446, which was departing Chicago for Charlotte, North Carolina. The employee apprised Flight 446's crew of the object above their aircraft. It is believed that both the pilot and co-pilot also witnessed the object.

Several independent witnesses outside of the airport also saw the object. One described a "blatant" disc shaped craft hovering over the airport which was "obviously not clouds." According to this witness, nearby observers gasped as the object shot through the clouds at high velocity, leaving a clear blue hole in the cloud layer. The hole reportedly seemed to close itself shortly afterward.

According to the Chicago Tribune's Jon Hilkevitch, "The disc was visible for approximately two minutes and was seen by close to a dozen United Airlines employees, ranging from pilots to supervisors, who heard chatter on the radio and raced out to view it." So far, no conclusive photographic evidence of the UFO has surfaced, although it was reported to Hilkevitch that one of the United Airlines pilots was in possession of a digital camera at the time of the sighting and may have photographed the event.

Both United Airlines and the Federal Aviation Administration (FAA) first denied that they had any information on the O'Hare UFO sighting until the Chicago Tribune, which was investigating the report, filed a Freedom of Information Act (FOIA) request.

The FAA then ordered an internal review of air-traffic communications tapes to comply with the Tribune FOIA request which subsequently uncovered a call by the United supervisor to an FAA manager in the airport tower concerning the UFO sighting.
On February 11, 2009 The History Channel aired an episode with the title Aliens at the Airport in which they reconstructed the incident.

THE HOLLOMAN LANDING: 1955 EISENHOWER MEETING WITH EXTRATERRESTRIALS AT HOLLOMAN AIR FORCE BASE
Holloman AFB is in New Mexico, about 120 miles from the well-known Roswell incident site.
The reports of Ike's meeting at Holloman are (or WERE) more detailed than the ones provided for the Edwards AFB meeting.       
Approximately 300 people saw Air Force One land at Holloman AFB and taxi back out to the end of the runway. Shortly after the plane landed, the pilot instructed the tower to turn off all radar while the president’s plane was on the tarmac. Shortly after Air Force One landed, and the radar was turned off, three round objects were seen in the sky. One landed about 200 feet in front of Air Force One, another hovered over the area as though keeping watch, and a third one disappeared from visibility.       
A man, presumed to be Eisenhower, descended the steps of Air Force One.     
He was seen shaking hands with a being at the door of the saucer, then entering the unusual saucer-shaped aircraft. Ike was in the saucer for about 45 minutes. 
When he left, he was not wearing a hat and was clearly visible to many observers. All witnesses recognized him as President Eisenhower.
In 1964 there was, allegedly, a second landing of another craft, and since then, locals and "UFOlogists" have reported sighting around Holloman of various UFOs.
In 1971, writer/composer Robert Emenegger was asked by some combination of the Air Force and/or DoD to produce a film about UFOS using only official DoD and NASA source material. He was allegedly promised footage of a 1964 landing at Holloman Air Force Base.
Even though they lied, Emenegger, with Rod Serling as narrator, produced the film "UFOs Past Present and Future".

THE ONLY MENTION OF HOLLOMAN  STARTS AT MINUTE 77:59, ENDS AT 81:26.
NOTHING ABOUT EISENHOWER. .

"Virtually all researchers who believe that there is official interaction with alien species, agree that an official landing took place on 24 april 1964 at Holloman AFB in New Mexico. Most refer to this event as the Holloman landing. What the researchers do not agree on is whether this was the first such official landing or not.

The majority, including the Serpo material, nowadays seems to think so. Others, including Val Valerian (who quotes a scientist claiming to have been present at the event), Bob Frissell and several sources in the Branton material, mention 20 February 1954 as the date of the first such landing, and Edwards AFB as its location. Timothy Good on the other hand refers to probably two meetings at Holloman AFB: a first one took place in Feb. 1955, and may have been followed by another one in April 1956.

MANY YEARS AGO THERE WAS A VIDEO OF IKE MEETING ALIENS, BUT HE APPEARED EXTREMELY TENSE, SCARED ACTUALLY, AND CONTRARY TO REPORTS ON THAT FILM SINCE THEN, HE WASN'T SHOWN ENTERING THE ALIEN AIRCRAFT.
IF ANYONE HAS THAT OLD FILM, PERHAPS COPIED AND SAVED, PLEASE LEAVE A COMMENT AND SHARE IT WITH US.
I REGRET THAT I DIDN'T SAVE IT, BUT I DIDN'T REALLY BELIEVE IT WAS 'REAL'.

IT INTERESTED ME BECAUSE, AS A CHILD, I HEARD MY DAD AND RETIRED MILITARY UNCLE SPEAK ABOUT IKE'S BETRAYAL OF AMERICA IN THE 'TREATY' HE SIGNED THAT DAY, WHICH ALLEGEDLY, ALLOWED THEM TO COLLECT HUMANS AND ANIMALS FOR "RESEARCH" AND PROVIDE A LIST OF NAMES OF ANY HUMAN THEY TOOK. UNCLE SAID IKE PUT 'DAMNED TECHNOLOGY' ABOVE HUMAN LIFE.
I ASSUMED THEY WERE JOKING AND WASN'T CLEAR ON WHAT TECHNOLOGY REALLY MEANT.
THAT CONVERSATION WAS ALSO THE FIRST TIME I HEARD THE PHRASE "MAJIC 12" (MAJIC, NOT 'MAJESTIC', NOT "MJ-12", AND I ASSUMED THEY MEANT THE WORD 'MAGIC').
IN 1964, DAD GAVE ME HIS COPY OF 'PROJECT BLUE BOOK' AND TOLD ME TO READ. I DID.
(HAVE I MENTIONED I HAD A VERY STRANGE CHILDHOOD?) 
AFTERWARDS, THE UFO SIGHTINGS TOOK ON NEW MEANING, BUT IT WASN'T UNTIL ABOUT 1992 THAT I GAINED A BETTER UNDERSTANDING OF "MJ-12".
NOT SURE IF I BELIEVE THAT, YET.

STACKING THE DECK OF EVIDENCE 

When the Air Force finally made Blue Book's 'Special Report #14' public in late 1955, they claimed that the report scientifically proved that UFOs did not exist.
Others said that the report actually proved that the "unknowns" were distinctly different from the "knowns" at a much higher significance level.
The Air Force also incorrectly claimed that only 3% of the cases studied were unknowns, instead of the actual 22%. They further claimed that the 3% would likely disappear 'if more complete data were available'.
Critics countered that the Air Force had ignored the fact that the analysts had already thrown such cases into the category of "insufficient information", whereas both "knowns" and "unknowns" were deemed to have plenty of sufficient information to make a better determination. Also the "unknowns" appeared to represent higher quality cases, had better information and witnesses.
In short, the Air Force set Sign, Grudge and Blue Book up to FAIL. 

A 1979 French GEPAN report stated that about a quarter of over 1,600 closely studied UFO cases defied explanation, stating, in part, "These cases ... pose a real question."
France issued another report in 1999, the COMETA report, which stated that UFOs as alien technology was merely "quasi-certain", but urged studying what 'prospective scenarios for defense and security' we might employ in the event alien crafts were real.

When GEPAN's successor SEPRA closed in 2004, 5800 cases had been analyzed, and the percentage of inexplicable unknowns dropped to about 14%.
HOWEVER, the head of SEPRA, Dr. Jean-Jacques Velasco, found the evidence of extraterrestrial origins so convincing in those "unknowns", that he wrote a book about it in 2005.

Dr. J. Allen Hynek, a science consultant to Blue Book, was the only scientist involved with government/military UFO studies from the beginning to the end. He was well aware of Project Sign, Project Grudge, and Blue Book.
Project Sign was first disclosed to the public in 1956 by the book The Report on Unidentified Flying Objects by retired Air Force Captain Edward J. Ruppelt, who had headed 'Grudge', then Blue Book. Hynek liked Ruppelt, considered him'honest'.
We're told that ALL files for Sign were declassified in 1961.
Who can say that with certainty? 

But many snubbed Hynek, called him a nutcase, etc.
He held a Ph.D. in astrophysics, was a noted astronomer at the Smithsonian Astrophysical Observatory.
He was among the first to conduct scientific analysis of UFO reports, especially of trace evidence purportedly left by UFOs. He also coined the phrase "close encounters".

In April 1953, Hynek wrote a report for the Journal of the Optical Society of America titled "Unusual Aerial Phenomena," which contained one of his best-known statements:

"Ridicule is not part of the scientific method, and people should not be taught that it is. The steady flow of reports, often made in concert by reliable observers, raises questions of scientific obligation and responsibility. Is there ... any residue that is worthy of scientific attention? Or, if there isn't, does not an obligation exist to say so to the public—not in words of open ridicule but seriously, to keep faith with the trust the public places in science and scientists?"
In Hynek and Vallee's 1975 book 'The Edge of Reality', Hynek published a stereoscopic photograph of a UFO he took during a flight. According to the book, the object stayed in sight long enough for Hynek to unpack his camera from his luggage and take two exposures.

HE NAILED IT ON RIDICULE, BUT SOME STILL TRIED TO DISCREDIT HIM. WHY? 
The Mysterious UFO Incident above Gosford, Australia in 1994        

On early Christmas morning near the city of Gosford, Australia, the first sighting occurred. According to testimony from former Air Traffic Controller Lindsay Carter, it was a quiet morning as he headed north from Sydney.

Peering out his front windshield, Carter saw about a half-mile away, a silver, metallic object in the sky. The object was crossing from South to North.

Another eyewitness to the object was housewife June O'Hare, who saw the UFO move over the water. The object was surrounded by lights.

By New Year's Eve, numerous calls were made to local authorities reporting a UFO, according to Sgt. Bob Wenning. All of the callers reported a huge, ball-shaped object with bright lights on the bottom. Witnesses observed the UFO sucking up water from the lake.

Other witnesses claimed to have watched the unknown object move over the waters for as long as 15 minutes.
The appearance of the UFO near Gosford has never been explained.
TOO MANY WITNESSES? 


THE TWINING MEMO 

FOLLOWING THE ROSWELL INCIDENT, a letter was sent out from Air Material Commands (AMC) in response to a request from Brigadier General George Francis Schulgen. As a result of the opinions expressed by Twining, Gen Schulgen issued his now famous Collection Memorandum.

Gen. Twining requested that investigations be conducted that might shed some light on the recent rash of Flying Saucer sightings. In response to the Schugen Collection Memorandum, The Walker Memo was sent to see what field offices could find.

Some proponents view this letter as proof that the Air Force knows that extraterrestrial UFOs exist. The closest the the letter comes to considering alien origin is the opinion that [there is] "The possibility that some foreign nation has a form of propulsion possibly nuclear, which is outside of our domestic knowledge." However, the proponents tend to ignore, or dismiss as an "obvious lie" dictated by the Super Secret Roswell Conspiracy, the instruction that his commanders should consider: "The lack of physical evidence in the shape of crash recovered exhibits which would undeniably prove the existence of these subjects." 

FROM THAT MEMO: 

"It is the opinion that:

a. The phenomenon is something real and not visionary or fictitious.
b. There are objects probably approximating the shape of a disc, of such appreciable size as to appear to be as large as man-made aircraft.
c. There is a possibility that some of the incidents may be caused by natural phenomena, such as meteors.
d. The reported operating characteristics such as extreme rates of climb, maneuverability (particularly in roll), and motion which must be considered evasive when sighted or contacted by friendly aircraft and radar, lend belief to the possibility that some of the objects are controlled either manually, automatically or remotely.
e. The apparent common description is as follows:-

(1) Metallic or light reflecting surface.
(2) Absence of trail, except in a few instances where the object apparently was operating under high performance conditions.
(3) Circular or elliptical in shape, flat on bottom and domed on top.
(4) Several reports of well kept formation flights varying from three to nine objects.
(5) Normally no associated sound, except in three instances a substantial rumbling roar was noted.
(6) Level flight speeds normally above 300 knots are estimated."
It is recommended that:-

a. Headquarters, Army Air Forces issue a directive assigning a priority, security classification and Code name for a detailed study of this matter to include the preparation of complete sets of all available and pertinent data which will then be made available to the Army, Navy, Atomic Energy Commission, JRDB, the Air Force Scientific Advisory Group, NACA, and the RAND and NEPA projects for comments and recommendations, with a preliminary report to be forwarded within 15 days of receipt of the data and a detailed report thereafter every 30 days as the investigation develops. A complete interchange of data should be affected.

Proposed Studies on the Implications of Peaceful Space Activities for Human Affairs

INTRODUCTION: GOALS AND METHODS  

1. In November 1959 the National Aeronautics and Space Administration contracted with the Brookings Institution to “undertake... the design of a comprehensive and long-term program of research and study regarding the social, economic, political, legal, and international implications of the use of space for peaceful and scientific purposes.”

2. The long-term program of research set out in the report (and briefly outlined in this Summary) includes:

a. Sufficient description and evaluation of speculations on the implications of space activities to provide a basis for judging which implications may have sufficient impact on human affairs to merit research.

b. Specification of criteria for selection of high priority research.

c. Specification, when feasible of high priority research areas for initiating a long-range research program; specification of other research areas which will extend the utility of the initial research; and specification of research which may become central under later circumstances.

d. Suggestions as to methods, persons, and organizations that might assist the conduct of research. (The suggestions are made chiefly through footnote citations of pertinent publications and projects and are therefore not included in this Summary, which carries no footnotes.)

e. Suggestions on the organization and function of a NASA research capability to implement the program (Chapter 2).

VI. IMPLICATIONS FOR GOVERNMENT OPERATIONS AND PERSONNEL USE

3. If space activities expand and some development and launching facilities are established independently of military reservations, state regulations regarding siting and control of dangerous space operations or health hazards may affect space activity planning. States may promote testing, launching, and research facilities for space activities to attract and retain academic personnel and bring good students to the universities, and as inducement to industry.
All of these possibilities may present federal­-state regulation and control problems as well as opportunities to expand space activities; study should be undertaken to anticipate and resolve the problems.    
 
IX. ATTITUDES AND VALUES

The general public

1. As with other matters not central to day-to-day living, the public, considered as a whole, is probably only selectively attentive to and knowledgeable about space activities. The relationship between the impact of events on indifferent or only occasionally interested people and their attitudes and values is but partly understood and needs further study.

2. It has been alleged that the “public” is optimistic about space activities. If this is so and if the optimism is widespread, the present support it generates for the space program may not be lasting if the difficulties inherent in space efforts have not been appreciated enough to make the failure of specific projects understandable. The resulting disillusionment may be a serious factor in reducing public support as space efforts become more grandiose, the consequences of payoff more exciting, and the losses from failure more dramatic. On the other hand, this optimism, if it exists, may produce a state of mind tolerant of failures. The factors affecting optimism, realism, and tolerance of frustration need more study as an aid in preparing for this situation. The roles of the promoter spokesman and the mass media in encouraging expectations of great and imminent accomplishments are integral to this problem area and would benefit from research.  

3. The conviction that space activities will broaden man's horizons are presently based on the perspectives and special interests of a relatively few people in western societies. The claim may be justified, but there is need for research to assist understanding of the conditions under which innovations broaden or narrow perspectives in various cultures.

For example, sufficient emphasis on space as the proper expression of man's highest aspirations may result in the evolution of a broadly based belief that this is so. But whether or not this is likely to be the case cannot now be decided in view of our limited understanding of how new ideas disseminate through societies. If and as horizons were broadened as a result of space activities, other aspirations would compete with them for attention and resources, and continuous study would be required to evaluate the appropriate position of space in this competition.   

4. Though intelligent or semi-intelligent life conceivably exists elsewhere in our solar system, if intelligent extraterrestrial life is discovered in the next twenty years, it will very probably be by radio telescope from other solar systems. Evidences of its existence might also be found in artifacts left on the moon or other planets.

The consequences for attitudes and values are unpredictable, but would vary profoundly in different cultures and between groups within complex societies; a crucial factor would be the nature of the communication between us and the other beings. Whether or not earth would be inspired to an all-out space effort by such a discovery is moot: societies sure of their own place in the universe have disintegrated when confronted by a superior society, and others have survived even though changed. Clearly, the better we can come to understand the factors involved in responding to such crises the better prepared we may be.     

5. Man-in-space programs in their early days will confront some groups with value conflicts over the proper circumstances for risking life, family integrity, etc. Arguments are already intense on the merits, or lack of them, of investing heavily in man-in-space efforts. Later efforts may expose astronauts to living conditions with which many of the public cannot, or will be reluctant to identify.

The threat and isolation of space thus emphasized may repel many people, especially as urban living becomes ever more the life pattern, and support for these efforts, therefore, might be less forthcoming. In some people, however, the adventures of the astronauts may fire a latent pioneer spirit; support for man-in-space programs might be strong among this group -- but it also might be displaced by their newly stirred personal pioneer aspirations. There may be possibly profound effects on attitudes and values if through the astronaut experiences it is found that the extraordinary abilities sometimes displayed under conditions of extreme physical or emotional stress can be made available to man for use in-more normal circumstances.

However, it should be kept in mind that intense solar radiation and heavy-particle cosmic rays may make more than an occasional manned essay into deep space too dangerous to be practical during the time period under examination. If so, the consequences for attitudes and values are not clear. Understanding of the impact of the man-in-space program on attitudes and values in general, and on those toward the program itself in particular would benefit from a series of studies of public expectations and beliefs as these change over time.

Since commitment of effort to competing programs for social betterment fundamentally depends on attitudes and values about their relative merits, a research area with potentially profound implications for society and space activities, which is also urgent for policy purposes, concerns the development of:

Systematic methods for assigning priorities between competing scientific and social efforts (where competition may be over the long term and involve personnel, money, public support, and conflicting attitudes and values).

A variety of more specific studies on public opinion and values as affected by space activities will depend on research providing trend data describing:

• The state of knowledge, values, and attitudes regarding space activities, both on-going and contemplated; and what assumptions, expectations, and values underlie the attitudes and interpretations of this knowledge. What are the effects over time of new knowledge and events on attitudes toward space activities, and what are the effects of the sources of information on the acceptability of the information?
         
In view of the conflicting attitudes and values so far expressed about the Mercury program, and in view of the possible favorable and unfavorable consequences of astronaut launchings, it is urgent to plan studies that would provide information on what the public needs to know and would assist in interpreting public reactions by determining:

• Present public knowledge and expectations about and underlying attitudes toward, the Mercury program and the astronauts. These should be continuing studies so that the impact of events can be anticipated, evaluated, and planned for.

While the discovery of intelligent life in other parts of the universe is not likely in the immediate future, it could nevertheless happen at any time. Whenever it does occur its consequences for earth attitudes and values may be profound. Hence a long-term research effort, which would aid in preparing for this possibility, could usefully begin with:

A continuing determination of emotional and intellectual understanding and attitudes regarding the possibility and consequences of discovering intelligent extraterrestrial life.


SO, PEOPLE OF EARTH, IT'S NOT JUST THAT WE MAY PANIC, IT'S THAT WE NEED A LITTLE MANIPULATION TO MAKE SURE WE HAVE 'THE RIGHT ATTITUDE'.
