On August 14, 2016, The New York Times published a "bombshell" about what would become known as the “black ledger”—a handwritten document alleging millions of off-the-books payments to Manafort by the Party of Regions, led by his former client Viktor Yanukovych, the ousted pro-Russian president of Ukraine. The Times received the ledger from the National Anti-Corruption Bureau of Ukraine (NABU), an independent government agency.
Mr. Leshchenko said another source had provided the entire multiyear ledger to Viktor M. Trepak, a former deputy director of the domestic intelligence agency of Ukraine, the S.B.U., who passed it to the National Anti-Corruption Bureau.

The National Anti-Corruption Bureau of Ukraine (NABU) embarrasses Ukraine at top international grain conference says Mr. Alekszej Fedoricsev, Chairman of Fedcominvest.
NABU was created at the request of the International Monetary Fund and the European Commission in return for the relaxation of visa restrictions between Ukraine and the European Union. NABU's funding by the Ukrainian Government is mandated under US and European Union aid programs. NABU recently received funding from the UK Department for International Development (DFID) as part of the Good Governance Fund for Eastern Europe and the Western Balkans.
The NABU's detectives only started work in October 2015 and the bureau has already been the subject of allegations of corruption and ineffectiveness. In February 2017, the Head of the EU Delegation to Ukraine Hugues Mingarelli expressed concern about proposed amendments to the laws governing NABU and noted the EU Delegation was 'alarmed' at the state of anti-corruption efforts in Ukraine.
The Ukrainian Prosecutor General's office has strongly criticised NABU's impartiality and there is currently a parliamentary dispute about who should be appointed to the independent commission to audit NABU.

Ukraine ‘scoop’ implodes within hours of publication

Axios’ accompanying story, which mostly just repeats ABC’s original reporting, originally bore the headline, “Adviser to Ukraine's president says Biden case was precondition to Trump phone call.”
Sounds big.
ABC, for its part, published its original “scoop” earlier Wednesday, titled “Ukrainians understood Biden probe was condition for Trump-Zelenskiy phone call: Ukrainian adviser.”
The only problem with this story: The supposed adviser to the Ukrainian president is no longer an adviser. In fact, Leshchenko has been on the outside since even before the July 25 phone call, meaning he is (at best) just another guy who heard a thing from another guy.
ABC ISSUED A CORRECTION ON THAT ARTICLE.: "An earlier version of this article incorrectly described Serhiy Leshchenko as a current advisor to Ukraine’s president Volodymyr Zelenskiy. Leshchenko advised Zelenskiy’s transition team following his election in April but has since been distanced by the administration. He is no longer advising Zelenskiy."
Axios tweeted later in a note that has been shared only 373 times, “CORRECTION: We have updated the story to reflect that Serhiy Leschenko is no longer an adviser to the Ukrainian president as ABC News first reported.”
Good on ABC and Axios for including a correction, but, uh, their stories still cite Leshchenko as the source of the claim that a Biden investigation was a condition of the July 25 call.
Are we just going to ignore the part where the former adviser was distanced from the Zelensky administration months before the call even took place?
Are we going to continue to pass Leshchenko off as an in-the-know informant and not just another second-hand source of intel?
Are we also going to ignore the part where Miller reported that Leshchenko told him explicitly that he had not told ABC that the Biden investigation was a precondition for the phone call?

Ukraine’s leaders campaign against ‘pro-Putin’ Trump
"“The prospect of Mr Trump, who has praised Ukraine’s arch-enemy Vladimir Putin, becoming leader of the country’s biggest ally has spurred not just Mr Leshchenko but Kiev’s wider political leadership to do something they would never have attempted before: intervene, however indirectly, in a US election...”
Mr Leshchenko and Ukraine’s anti-corruption bureau published a secret ledger this month that authorities claim show millions of dollars of off-the-book cash payments to Paul Manafort, Mr Trump’s campaign director, while he was advising Mr Yanukovich’s Regions party from 2005.

He accused western media of “working in the interests of Hillary Clinton by trying to bring down Trump”.
Though most Ukrainians are disillusioned with the country’s current leadership for stalled reforms and lacklustre anti-corruption efforts, Mr Leshchenko said events of the past two years had locked Ukraine on to a pro-western course.

A Ukrainian-American operative who was consulting for the Democratic National Committee met with top officials in the Ukrainian Embassy in Washington in an effort to expose ties between Trump, top campaign aide Paul Manafort and Russia, according to people with direct knowledge of the situation.

"Ukranian courts ruled that releasing information to Manafort about the 2016 U.S. election was illegal interference.
“Both lawmakers asserted that, if the release of the slush fund information broke the law, then it should be viewed as an illegal effort to influence the United States presidential election in favor of Hillary Clinton by damaging the Trump campaign,” the New York Times reported.
In Ukraine, investigations into the payments marked for Mr. Manafort were halted for a time and never led to indictments.
Mr. Manafort’s conviction in the United States on financial fraud charges related to his work in Ukraine was not based on any known legal assistance from Ukraine.
The Kiev District Administrative Court, in a statement issued Wednesday, said that Artem Sytnik, the head of the National Anti-Corruption Bureau of Ukraine, the agency that had released information about the payments, had violated the law.
The court’s statement said this violation “resulted in meddling in the electoral process of the United States in 2016 and damaged the national interests of Ukraine.”
