"Soldiers barking orders at each other is so 20th Century. That's why the U.S. Army has just awarded a $4 million contract to begin developing "thought helmets" that would harness silent brain waves for secure communication among troops. Ultimately, the Army hopes the project will "lead to direct mental control of military systems by thought alone."
If this sounds insane, it would have been as recently as a few years ago. But improvements in computing power and a better understanding of how the brain works have scientists busy hunting for the distinctive neural fingerprints that flash through a brain when a person is talking to himself.
The Army's initial goal is to capture those brain waves with incredibly sophisticated software that then translates the waves into audible radio messages for other troops in the field. "It'd be radio without a microphone, " says Dr. Elmar Schmeisser, the Army neuroscientist overseeing the program. "Because soldiers are already trained to talk in clean, clear and formulaic ways, it would be a very small step to have them think that way."
"Having a soldier gain the ability to communicate without any overt movement would be invaluable both in the battlefield as well as in combat casualty care," the Army said in last year's contract solicitation. "It would provide a revolutionary technology for silent communication and orientation that is inherently immune to external environmental sound and light."

In early 2013 the United States Department of Veterans Affairs released a horrifying report of suicides of soldiers at epidemic levels, reflecting approximately 22 suicides a day.
There has been much talk and debate as to why so many veterans are committing suicide.
These suicides include both veterans that are 50 years or older, as well as younger veterans that serviced in Afghanistan, Iraq. The suicide rates of military or ex military personal is higher than the death rates while in combat.
- Alarmingly many of the psychiatry drugs are just given to soldiers while serving in the military, rather than having a paper trail via a prescription.
- Soldiers are diagnosed within as little as 10 minutes of sitting with a psychiatrist or psychologist. (another reflection of an inadequate diagnosis)
- Many soldiers were not given informed consent and advised of the side effects of these drugs – Nor were they monitored for side effects while on these drugs.

"Information is a powerful tool to influence, disrupt, corrupt, or usurp an adversary’s ability to make and share decisions.
The nation’s state and non-state adversaries are equally aware of the significance of this new technology, and will use information-related capabilities (IRCs) to gain advantages in the information environment, just as they would use more traditional military technologies to gain advantages in other operational environments.
These realities have transformed the information environment into a battlefield, which poses both a threat to the Department of Defense (DOD), combatant commands (CCMDs), and Service components and serves as a force multiplier when leveraged effectively. c. As the strategic environment continues to change, so does IO (Information Operations) .
Based on these changes, the Secretary of Defense now characterizes IO as the integrated employment, during military operations, of IRCs in concert with other lines of operation to influence, disrupt, corrupt, or usurp the decision making of adversaries and potential adversaries while protecting our own.
This revised characterization has led to a reassessment of how essential the information environment can be and how IRCs can be effectively integrated into joint operations to create effects and operationally exploitable conditions necessary for achieving the joint force commander’s (JFC’s) objectives.
The employment of IRCs is complemented by a set of capabilities such as operations security (OPSEC), information assurance (IA), counter-deception, physical security, electronic warfare (EW) support, and electronic protection. These capabilities are critical to enabling and protecting the JFC’s C2 of forces.
The first step in achieving an end(s) through use of the information-influence relational framework is to identify the TA. [TA HERE CAN MEAN TARGET ADVERSARY, TARGET ARMY]
Once the TA has been identified, it will be necessary to develop an understanding of how that TA perceives its environment, to include analysis of TA rules, norms, and beliefs. Once this analysis is complete, the application of means available to achieve the desired end(s) must be evaluated (see Figure I-3).
Such means may include (but are not limited to) diplomatic, informational, military, or economic actions, as well as academic, commercial, religious, or ethnic pronouncements.
When the specific means or combinations of means are determined, the next step is to identify the specific ways to create a desired effect. d. Influencing the behavior of TAs requires producing effects in ways that modify rules, norms, or beliefs. Effects can be created by means (e.g., governmental, academic, cultural, and private enterprise) using specific ways (i.e., IRCs) to affect how the TAs collect, process, perceive, disseminate, and act (or do not act) on information (see Figure I-4). e. Upon deciding to persuade or coerce a TA, the commander must then determine what IRCs it can apply to individuals, organizations, or systems in order to produce a desired effect(s) (see Figure I-5).
As stated, IRCs can be capabilities, techniques, or activities, but they do not necessarily have to be technology-based. Additionally, it is important to focus on the fact that IRCs may come from a wide variety of sources. Therefore, in IO, it is not the ownership of the capabilities and techniques that is important, but rather their integrated application in order to achieve a JFC’s end state.
CHAPTER II INFORMATION OPERATIONS

Information Operations and the Information-Influence Relational Framework Influence is at the heart of diplomacy and military operations, with integration of IRCs providing a powerful means for influence. The relational framework describes the application, integration, and synchronization of IRCs to influence, disrupt, corrupt, or usurp the decision making of TAs to create a desired effect to support achievement of an objective. Using this description, the following example illustrates how IRCs can be employed to create a specific effect against an adversary or potential adversary.
APPLICATION OF INFORMATION-RELATED CAPABILITIES TO THE INFORMATION AND INFLUENCE RELATIONAL FRAMEWORK
This example provides insight as to how information-related capabilities (IRCs) can be used to create lethal and nonlethal effects to support achievement of the objectives to reach the desired end state. The integration and synchronization of these IRCs require participation from not just information operations planners, but also organizations across multiple lines of operation and lines of effort. They may also include input from or coordination with national ministries, provincial governments, local authorities, and cultural and religious leaders to create the desired effect.
Situation: An adversary is attempting to overthrow the government of Country X using both lethal and nonlethal means to demonstrate to the citizens that the government is not fit to support and protect its people.
Joint Force Commander’s Objective: Protect government of Country X from being overthrown.
Desired Effects: 1. Citizens have confidence in ability of government to support and protect its people. 2. Adversary is unable to overthrow government of Country X.
Potential Target Audience(s): 1. Adversary leadership (adversary). 2. Country X indigenous population (friendly, neutral, and potential adversary).
Potential Means available to achieve the commander’s objective: Diplomatic action (e.g., demarche, public diplomacy) Informational assets (e.g., strategic communication, media) Military forces (e.g., security force assistance, combat operations, military information support operations, public affairs, military deception)
Economic resources (e.g., sanctions against the adversary, infusion of capital to Country X for nation building)
Commercial, cultural, or other private enterprise assets
Potential Ways (persuasive communications or coercive force):
Targeted radio and television broadcasts
Blockaded adversary ports
Government/commercially operated Web sites
Key leadership engagement.
Regardless of the means and ways employed by the players within the information environment, the reality is that the strategic advantage rests with whoever applies their means and ways most efficiently.

Space Operations.
Space capabilities are a significant force multiplier when integrated with joint operations. Space operations support IO through the space force enhancement functions of intelligence, surveillance, and reconnaissance; missile warning; environmental monitoring; satellite communications; and space-based positioning, navigation, and timing. The IO cell is a key place for coordinating and deconflicting the space force enhancement functions with other IRCs.
Military Deception
One of the oldest IRCs used to influence an adversary’s perceptions is MILDEC (Military Deception).
MILDEC can be characterized as actions executed to deliberately mislead adversary decision makers, creating conditions that will contribute to the accomplishment of the friendly mission.
While MILDEC requires a thorough knowledge of an adversary or potential adversary’s decision-making processes, it is important to remember that it is focused on desired behavior.
It is not enough to simply mislead the adversary or potential adversary; MILDEC is designed to cause them to behave in a manner advantageous to the friendly mission, such as misallocation of resources, attacking at a time and place advantageous to friendly forces, or avoid taking action at all.
MILDEC differs from other IRCs in several ways. Due to the sensitive nature of MILDEC plans, goals, and objectives, a strict need-to-know should be enforced.
Joint Electromagnetic Spectrum Operations (JEMSO) (a) All information-related mission areas increasingly depend on the electromagnetic spectrum (EMS). JEMSO, consisting of EW and joint EMS management operations, enable EMS-dependent systems to function in their intended operational environment. EW is the mission area ultimately responsible for securing and maintaining freedom of action in the EMS for friendly forces while exploiting or denying it to adversaries.

CHAPTER III AUTHORITIES, RESPONSIBILITIES, AND LEGAL CONSIDERATIONS
This chapter describes the JFC’s authority for the conduct of IO; delineates various roles and responsibilities established in DODD 3600.01, Information Operations; and addresses legal considerations in the planning and execution of IO.
The authority to employ IRCs is rooted foremost in Title 10, United States Code (USC). While Title 10, USC, does not specify IO separately, it does provide the legal basis for the roles, missions, and organization of DOD and the Services. Title 10, USC, Section 164, gives command authority over assigned forces to the CCDR, which provides that individual with the authority to organize and employ commands and forces, assign tasks, designate objectives, and provide authoritative direction over all aspects of military operations.
Joint Information Operations Warfare Center (JIOWC).
The JIOWC is a CJCS controlled activity reporting to the operations directorate of a joint staff (J-3) via J-39 DDGO. The JIOWC supports the Joint Staff by ensuring operational integration of IRCs in support of IO, improving DOD’s ability to meet CCMD IRC requirements, as well as developing and refining IRCs for use in support of IO across DOD.

At any rate, the pool of human beings regarded as expendable by the United States Government (which we refer to as the ECCS) has grown even larger due to the insatiable demands of senior administration officials for ever spicier reports and videotapes of torture and murder.
The March 1, 2001 press conference on the first offensive microwave weapon to be disclosed (which resulted in the March 2 report in the New York Times) also resulted in a lengthy report in Defense News of March 12, 2001 (page 30).
This report dwells on the possible adverse consequences of the new weapon and the extensive human testing which accompanied its development.
The Joint Non-lethal Weapons Directorate was finally forced to admit that the Vehicle Mounted Active Denial System (VMADS) was designed for two or three second bursts. "If misused, it could be harmful".

At the beginning of the 105th Congress, Senator John Glenn introduced a bill "to provide protections to individuals who are the human subject of research". It was assigned the identifier S.193, by which we will henceforth refer to this bill. S.193 was specifically designed to deal with all human research including even that which is classified, and requires that the human subject of classified research be given the identity of the Federal Agency providing the funding, a statement that the research contains classified information, and an unclassified description of the purpose of the research.
With that, Senator Glenn left for Houston, Texas to resume his career as an astronaut at age 76 while continuing to collect his salary as a Senator.

The process employed by such ELF technology are described in various U. S. Defense Department publications, including one entitled, " The Electromagnetic Spectrum and Low Intensity Conflict," by Captain Paul E. Tyler, Medical Commandant, U. S. Navy, which is included in a collection entitled, "Low Intensity Conflict and Modern Technology Edict," by Lt. Col David G. Dean, USAF.
The paper was delivered in 1984 and the collection published 1986 by Air University Press, Maxwell Air Force Base, Alabama.
In his book, "The Body Electric," Nobel Prize nominee Robert Baker describes a series of experiments conducted in the early 1960s by Allen Frie where this phenomena was demonstrated as well as later experiments conducted in 1973 at the Walter Reed Army Institute of Research by Dr. Joseph C. Sharp who personally underwent tests in which he proved he could hear and understand messages delivered to him in an echo-free isolation chamber via a pulsed microwave audiogram which is an analog of the word's sound vibration beamed into his brain.
Baker then goes on to state, "Such a device has obvious application for covert operations designed to drive a target crazy with unknown voices or deliver undetectable instructions to a programmed assassin."
In the December 1980 edition of the U. S. Army Journal, called the Military Review, a column by Lt. Col John B. Alexander, entitled, "The New Mental Battlefield: Beam Me Up, Spock," provides further insight into the technical capabilities at the disposal of the comptroller.
He writes, "Several examples will demonstrate areas in which progress have been made.
The transference of energy from one organism to another; the ability to heal or cause disease to be transmitted over a distance, thus inducing illness or death from no apparent cause; telepathic behavior modification which includes the ability to induce hypnotic states up to a distance of 1,000 kilometers have been reported. The use of telepathic hypnosis also holds great potential. This capability could allow agents to be deeply planted with no conscious knowledge of their programming. In movie terms, the Manchurian Candidate lives, and does not even require a telephone call.
"Other mind-to-mind induction techniques are being considered. If perfected this capability could allow the direct transference of thought via telepathy from one mind or group of minds to a select target audience. The unique factor is that the recipient will not be aware that thought has been implanted from an external source. He or she will believe the thoughts are original."
Lt. Col Alexander's article continues: "If it is possible to feed artificial thought into the multigenic field via satellite, the mind control of the entire planet is now possible.
An individual's only resistance would be to constantly question the motivation behind their thoughts and not act upon thoughts which they consider to be outside their own ideological, religious and moral boundaries."
Once again, it is wise to consider how television, advertising, modern education and various types of social pressure are used to manipulate those boundaries.
Lt. Col Alexander said, in the summary of his Military Review article, "The information on those kinds of technologies presented here would be considered by some to be ridiculous since it does not conform to their view of reality.
But some people still believe the world is flat."

Certainly, with development, these weapons would be able to induce illness or death at little or no risk to the operator. Range may be a present problem, but this will probably be overcome if it has not been already. Inventor Robert Pavlita claims that no special psychic ability is necessary to charge the generator. The psychotronic weapon would be silent, difficult to detect and would require only a human operator as a power source.
The impact that psychotronic weaponry and other paranormal applications will have in the future is difficult to determine at this time. It has been suggested that whoever makes the first major breakthrough in this field will have a quantum lead over his opponent, an advantage similar to sole possession of nuclear weapons.
Clearly, advances in any of the aforementioned areas will add new dimensions to the battlefield."
