Chicago Board of Elections spokesman Jim Allen late Tuesday said 200,000 early voting ballots had yet to be counted, and a “potential universe” of another 70,000 mail-in ballots could arrive to be counted in the next two weeks.

“We’re going to be counting for another two weeks, easily,” Allen said.

Texas Official Arrested On Felony Election Fraud Charges, Could Face 99-Year Sentence.

On Wednesday afternoon, Texas Attorney General Ken Paxton announced the arrest of four people allegedly connected to a vote harvesting scheme in the state's 2018 Democratic primary election, including a Democratic 'victor' of that primary.

The four individuals—Charlie Burns, Dewayne Ward, Marlena Jackson and Jackson's husband Shannon Brown, a Democrat who was serving as Gregg County's Precinct 4 commissioner—collectively stand accused of 134 different felony charges of election fraud and ballot tampering.

If found guilty, each individual could face from six months in jail to 99 years in prison.

"The accused submitted these ballots without the voters' consent," Paxton said.

Brown 'won' the March 6, 2018 Democratic primary by just five votes. His victory was secured by 787 mail-in ballots cast in his precinct. Over one-third of those ballots were from individuals claiming a disability, The Longview News-Journal reported.

The high number of voters claiming a disability raised suspicions of fraud since only 2.5 percent of mail-in voters in the county's three other precincts claimed a disability on their own mailed ballots. The statewide average for people claiming a disability on mail-in ballots is 9 percent.  

"It is an unfortunate reality that elections can be stolen outright by mail ballot fraud," Paxton said in a statement. "Election fraud, particularly an organized mail ballot fraud scheme orchestrated by political operatives is an affront to democracy and results in voter disenfranchisement and corruption at the highest level."

OHIO
Nearly 50,000 voters in Ohio were mailed the wrong ballots.


PENNSYLVANIA

Nine mailed-in military ballots had been “discarded” by the local election office in a county of one of the most important presidential battleground states.

All of them were marked for President Donald Trump, it said. Then came another news release with key details changed—the presidential choice was unknown on two of the ballots because they had been resealed.

Donald Trump won Pennsylvania in 2016 by 44,292 votes out of more than 6,000,000 cast, a difference of 0.72% and the narrowest margin in a presidential election for the state in 176 years.

WEST VIRGINIA

Mail carrier charged after investigation into W.Va. absentee ballot fraud scheme

The Department of Justice announced a federal charge against 47-year-old Thomas Cooper for allegedly manipulating requests for absentee ballots in West Virginia.

On Wednesday, officials in Pendleton County told WHSV more about what alerted them to the attempted fraud.

Cooper, a mail carrier, has been charged with one count of “Attempt to Defraud the Residents of West Virginia of a Fair Election."


WISCONSIN


Trays of mail, including absentee ballots, found in ditch in Wisconsin

The Outagamie County Sheriff's Office discovered the trays in a ditch on Tuesday morning, near Appleton International Airport, according to WLUK. The mail was returned to the U.S. Postal Service, and an investigation is underway.

"The United States Postal Inspection Service immediately began investigating, and we reserve further comment on this matter until that is complete," USPS spokesman Bob Sheehan told WLUK.  

Amid the coronavirus pandemic, states have expanded eligibility for mail-in balloting. Thousands of ballots went uncounted during Wisconsin's primary because they were discovered on the day after the election.

A federal judge ordered the Postal Service to prioritize election mail on Monday.

"The right to vote is too vital a value in our democracy to be left in a state of suspense in the minds of voters weeks before a presidential election, raising doubts as to whether their votes will ultimately be counted," U.S. District Judge Victor Marrero said.

CHANGING THE RULES TO HELP BIDEN?

A federal judge recently ruled that absentee ballots in Wisconsin can be counted up to six days AFTER the Nov. 3 presidential election as long as they are postmarked by Election Day.

In the 2016 general election, Donald Trump 'unexpectedly' won Wisconsin by a narrow margin of 0.77%, with 47.22% of the total votes over the 46.45% of Hillary Clinton. 

Wisconsin was the tipping-point state of the 2016 election; that is, the closest state that both candidates had to win to win the election. If the mail-ins never make it to be counted, just maybe old Joe can win a state? 


NEW JERSEY

Judge invalidates Paterson, NJ, city council election after allegations of mail-in voter fraud. 
August 20, 2020   

The May 12 election for Paterson's Third Ward city council was "rife with mail in vote procedural violations," Judge Ernest Caposela said in his ruling, though he left the decision on whether there was voter fraud to the criminal courts.

The investigation began after the US Postal Inspection Service found hundreds of mail-in ballots in a mailbox in Paterson. Numerous additional ballots were found in another mailbox in nearby Haledon, according to a release from the attorney general. The May 12 elections in New Jersey were conducted by mail-in ballots due to the coronavirus pandemic.

Jackson, 48, is charged with fraud in casting a mail-in vote, unauthorized possession of ballots, tampering with public records and falsifying or tampering with records.
He allegedly violated state election laws as a candidate by approaching one or more Paterson voters in the district where he was running and collecting their official mail-in ballots, according to the release.
President Donald Trump's campaign and Republicans have grasped onto the election problems in Paterson as they argue against a plan from New Jersey's Democratic governor to have universal vote-by-mail. They say the fraud in the city race forebodes fraud in November.
Paterson's mayor heralded the ruling.



More Than 1,600 New Jersey Primary Ballots Found In ‘Mislabeled’ Bin 2 Months Later

County officials in New Jersey tallied more than 1,600 uncounted ballots from the state’s July primary after finding them in a bin last Thursday. The votes were reportedly placed in a “mislabeled” bin in a “secure area” of the county election office, according to the New Jersey Herald. Sussex County Board of Elections Administrator Marge McCabe maintained that the 1,666 extra votes did not change the outcome of the July 7 primary race. “The Board of Elections is confident that all ballots received have been processed and the security of all the ballots has remained in place,” she said. The Trump campaign has been tussling in court with New Jersey since August.  

 New Jersey was won by Hillary Clinton on November 8, 2016, with 55.5% of the vote over Donald Trump's 41.35%.


MICHIGAN

A Michigan court decision that will extend the deadline for postmarked mail-in ballots to be received up to 14 days after Election Day will also allow ballots to be submitted by third parties — a practice called “ballot harvesting” — during a specific 4-day period.

As reported earlier Friday, Michigan Court of Claims Judge Cynthia Stephens ruled that mail-in ballots postmarked by November 2 — the day before Election Day — will still be counted in Michigan in the 2020 election.

In addition, Judge Stephens said that strangers can return other people’s ballots — normally a felonybetween 5:01 p.m. on Friday, October 30, and 8:00 p.m. on November 3, the moment that polling places are supposed to close on Election Day.

Judge Stephens wrote:  
"This court enjoins MCL 168.932(f) in this election from 5:00 p.m. Friday October 30, 2020 until the close of the polls on November 3, 2020, in so far as it limits the class of persons who may render an absent voter assistance. As a result, a voter casting an absent voter ballot in the November 2020 general election may select any individual the voter chooses to render assistance in returning an absent voter ballot..."  

“Ballot harvesting” was legalized in California in 2016, and first used in the 2018 midterm elections. 

It allows anyone to drop off someone else’s mail-in ballot at a polling station. There is no process for vetting or verifying those delivering the ballots — no background checks or identification requirements. 

Democrats dropped hundreds of thousands of ballots off at polling stations in 2018 in California, helping flip seven Republican seats.

Speaker of the House Nancy Pelosi has sought to legalize ballot harvesting nationwide in her coronavirus relief legislation.  


MISSISSIPPI

NOXUBEE COUNTY, MISSISSIPPI


It worked like this. The ballot harvesters snatched mail ballots from the mailboxes of people they knew. They would then knock on their doors, ballots in hand, offering to “help” them vote. The harvesters would then fill in the ballots for their candidates, regardless of what the intended voters had told them.

The court ruling contains tragic testimony from one victim, Susan Wood. When asked why she allowed a harvester to fill out her ballot, Ms. Wood answered that the harvester “knows folks” better than she did — a classic case of trust betrayed.


BACK TO TEXAS

In the Rio Grande Valley, Texas, "politiquerias" roam "colonias", preying on the most vulnerable voters and voting their ballots for them. In Cameron County, Texas, nine politiquerias were charged with voter fraud related to mail ballots. It is most often the poor and the elderly who lose their votes to the ballot harvesters.

Mail-in ballot fraud long has been the most prevalent form of election fraud handled by the attorney general’s office. Records from the agency dating to the 2004 primary election show the agency opened 93 cases of election violations, with almost half involving violations of mail-in ballot procedures.


28 Million Mail-In Ballots Went Missing in the Last Four Elections

Between 2012 and 2018, 28.3 million mail-in ballots remain unaccounted for
, according to data from the federal Election Assistance Commission. 

The missing ballots amount to nearly one in five of all absentee ballots and ballots mailed to voters residing in states that do elections exclusively by mail.

States and local authorities simply have no idea what happened to these ballots since they were mailed – and the figure of 28 million missing ballots is likely even higher because some areas in the country, notably Chicago, did not respond to the federal agency’s survey questions

This figure also does not include ballots that were spoiled, undeliverable, or came back for any reason.  

The Public Interest Legal Foundation, which compiled the public data provided from the Election Assistance Commission, says that the sheer volume of them raises serious doubts about election security.

These questions are particularly relevant as the COVID-19 pandemic is forcing states across the country to rapidly expand vote-by-mail operations in an election year.

Democratic Sens. Amy Klobuchar and Ron Wyden have proposed the Natural Disaster and Emergency Ballot Act of 2020, a bill that would allow every eligible voter the opportunity to vote by mail, regardless of state laws governing mail-in ballots.  

[WHY SNATCH AWAY STATES' RIGHTS? WHY VIOLATE THE CONSTITUTION IN SUCH A WAY AS TO IMPOSE FEDERAL WILL ON THE STATES UNLESS IT'S FOR TYRANNICAL REASONS?]  

The fact that millions of unused mail-in ballots are floating around in every election cycle “is not a secret type data here – it's sitting there on the Internet, and you're paying for the server cost,” notes Logan Churchwell, a spokesman for PILF.

“So what do people that really focus on the election process do about that? They go into ballot harvesting. If there's so many ballots out there in the wind unaccounted for by election officials, surely some manpower could be dedicated to go bring them in. And that's another part of the system where you have weaknesses and risk.”


To illustrate the risk, Churchwell notes that in 2016 Hillary Clinton won the popular vote by garnering over 2.8 million more votes than Donald Trump. 
But nearly 6 million unaccounted mail-in ballots were never counted in 2016, more than twice her margin in the popular vote. 

The potential to affect elections by chasing down unused mail-in ballots and make sure they get counted – using methods that may or may not be legal – is great.

There’s little doubt that as the number of mail-in ballots increases, so does fraud. 
A 2012 report in The New York Times noted that voter fraud involving mail-in ballots “is vastly more prevalent than the in-person voting fraud that has attracted far more attention, election administrators say. 

In Florida, absentee-ballot scandals seem to arrive like clockwork around election time.” 

According to a Wall Street Journal report on voter exploitation in Hispanic communities in Texas, mail-in ballots have “spawned a mini-industry of consultants who get out the absentee vote, sometimes using questionable techniques.” Poor, elderly, and minority communities are most likely to be preyed upon by so-called ballot “brokers.”

Concerns about fraud in mail-in ballots were serious enough that a 2008 report produced by the CalTech/MIT Voting Technology Project recommended that states “restrict or abolish on-demand absentee voting in favor of in-person early voting.”

“The convenience that on-demand absentees produces is bought at a significant cost to the real and perceived integrity of the voting process,” the report added. “On the face of it, early voting can provide nearly equal convenience with significantly greater controls against fraud and coercion.” 

Similarly, another academic study done in 2008 from Reed College flagged various concerns related to absentee voting and conceded there is a “great deal of literature on turnout” but when it comes to mail-in ballots there is “a dearth of research on campaign effects, election costs, ballot quality, and the risk of fraud.”

Despite these concerns, five states – Oregon, Washington, Colorado, Utah, and Hawaii – now do all elections exclusively by mail.  

AND ALL BUT UTAH VOTE EXCLUSIVELY ... DEMOCRAT. 


ALMOST A MILLION MISSING VOTES IN OREGON

Supporters point to smooth elections in these states as proof that it works. But PILF obtained voter data from Oregon, the first state to adopt voting by mail exclusively, for the 2012 and 2018 elections and checked it against census data. 

Of the 7 million ballots the state sent out in those two elections, some 871,000 ballots are totally unaccounted for.

Losing only one of eight ballots, as opposed to the national average of one in five, may be the result of Oregon having a more accurate listing of voters’ addresses than many other states, but that’s still a very high percentage of missing ballots, and Oregon would not reveal its data for the 2014 and 2016 elections for reasons the state would not disclose.

Regardless, U.S. Census data confirms that 11% of Americans move every year, and voters on the lower end of the economic scale are especially transient. 

Without implementing some extensive, and likely problematic, government surveillance program, there’s no way for election administrators to reliably get ballots to tens of millions of Americans every election cycle without a large percentage of ballots going to the wrong address. 

This problem is compounded by states that mail ballots automatically. (The author of this piece is from Oregon, where ballots with his name on them were sent to his parents’ address for years after he graduated from college and moved out of state -- despite repeated contacts with the county clerk telling them he had moved.)

The inherent problems of mail-in voting are being widely ignored, however. 

Use of mail-in ballots more than doubled from 24.9 million in 2004 to 57.2 million in 2016, and around 40% of U.S. votes are now done by mail. 

Along with this dramatic increase there have been virtually no new safeguards, scrutiny, or additional research on the risks of vote by mail. 

If the current pandemic is going to force the issue during a presidential election, proponents of voting by mail may have to address obvious risks that come with proposing that more than 200 million ballots be mailed out this fall.

“I really think the only reason vote-by-mail problems are not getting more attention on a regular basis, is that it's kind of an embarrassing problem and people just aren’t paying attention,” says Churchwell. 
“These numbers of missing ballots demonstrate large voter list maintenance failures and security gaps within the broader mail voting process.”

    Do an internet search for each of these and see which one is most common.
    It is NOT in-person voting.

    Fraudulent Use Of Absentee Ballots
    Requesting absentee ballots and voting without the knowledge of the actual voter; or obtaining the absentee ballot from a voter and either filling it in directly and forging the voter’s signature or illegally telling the voter who to vote for.

    Ineligible Voting
    Illegal registration and voting by individuals who are not U.S. citizens, are convicted felons, or are otherwise not eligible to vote.

    Impersonation Fraud At The Polls
    Voting in the name of other legitimate voters and voters who have died, moved away, or lost their right to vote because they are felons, but remain registered.

    Buying Votes
    Paying voters to cast either an in-person or absentee ballot for a particular candidate.

    Ballot Petition Fraud
    Forging the signatures of registered voters on the ballot petitions that must be filed with election officials in some states for a candidate or issue to be listed on the official ballot

    Duplicate Voting
    Registering in multiple locations and voting in the same election in more than one jurisdiction or state.

    False Registrations
    Voting under fraudulent voter registrations that either use a phony name and a real or fake address or claim residence in a particular jurisdiction where the registered voter does not actually live and is not entitled to vote.

    Altering The Vote Count
    Changing the actual vote count either in a precinct or at the central location where votes are counted.

    Illegal "Assistance" At The Polls
    Forcing or intimidating voters—particularly the elderly, disabled, illiterate, and those for whom English is a second language—to vote for particular candidates while supposedly providing them with “assistance.”

  3. Lawsuit: 1,600 Dead People Registered to Vote in Pittsburgh, Pennsylvania.
    The Public Interest Legal Foundation filed suit against Allegheny County, where Pittsburgh is located, for their alleged ineffectiveness in cleaning up their voter rolls. The lawsuit claims there are about 1,583 dead people STILL on the county voter rolls.
    Similarly, the lawsuit claims there are close t0 7,500 voter registrations that have been flagged as duplicates but that remain on the voter rolls. In one case, the lawsuit claims, an individual registered to vote up to seven times in one day while out of state.

    Other individuals, the lawsuit claims, have registered to vote three to four times. Likewise, the lawsuit alleges that there are 1,523 registered voters who claim to be 100-years-old and over — nearly 50 of which have listed the 1800s as their birth years.

  4. A severed fiber optic cable shut down Virginia's online voter registration system Tuesday, Oct. 13 the last day to register before the November general election. The Virginia Department of Elections said in statement on Twitter that a “fiber cut” was affecting connectivity for multiple agencies, including the citizen portal and registrar's offices, and technicians were working to repair the problem.     Six hours later, the Department of Elections issued a statement saying the portal was back online. But the fallout led to concerns that voters were being disenfranchised at a crucial moment.

    Voting advocates said the accident couldn’t have come at a worse time and lambasted state officials for the technological failure. The day of the deadline is when many Virginians decide to register, particularly after being reminded on social media and in the news.

    The Lawyers’ Committee for Civil Rights Under Law filed a lawsuit Tuesday night saying voter registration must be extended for 48 hours and that the state should make “a significant effort” to tell the public about the change. Named as defendants in the lawsuit are the Virginia Department of Elections; the Virginia State Board of Elections; elections board chairman Robert H. Brink and vice chairman John O’Bannon; Christopher Piper, commissioner of the Department of Elections; and Jamilah D. Lecruise, secretary of the board of elections.

    “Absent relief, voters who attempted to register to vote through the online portal on October 13, 2020, but were unable through no fault of their own, will be absolutely disenfranchised in the upcoming elections,” the lawsuit said.
