DTCC’s subsidiary DTC has completed the relocation of all physical certificates - previously located in its securities vault - to a secure location outside of 55 Water Street. Details of the new location will remain confidential for security purposes.

The certificate restoration process is now in progress. DTC will provide an assessment of the condition of the physical securities as soon as a thorough analysis of all certificates has been completed.

As announced earlier, significant flooding and water damage occurred throughout the facility. DTC has retained highly-recognized, well-respected disaster recovery and expert restoration firms who are carefully and diligently addressing the certificate damages caused by the storm. DTC maintains a robust, fully intact, certificate inventory file with ownership information that can be replicated from our multiple data centers.

Declaration of Unavailable Certificate(s) and Limited Indemnity (“Declaration”)
DTC recently agreed with the Securities Transfer Association (STA) on the protocol for the presentment of evidence of ownership in lieu of the original certificates which are currently inaccessible. As previously announced, the agreement balances the needs of the transfer agents, paying agents, and issuers, while facilitating DTC’s ability to efficiently continue physical processing on behalf of the industry while its vault inventory is inaccessible.>>

<<Since Hurricane Sandy struck the East coast several weeks ago, many things have been either under-reported, or not reported at all. In my opinion, the biggest piece of news being under-reported is CME Group declared a force majeure at one of its New York precious metals depositories yesterday, run by bullion dealer and major coin dealer Manfra, Tordella and Brooks (MTB), due to “operational limitations” posed by Hurricane Sandy.

MTB has “operational limitations” following Hurricane Sandy and can’t load gold bullion, platinum bullion or palladium bullion, CME Group Inc., the parent of the Comex and New York Mercantile Exchange, said today in a statement.

MTB must provide holders with metal at Brinks Inc. in New York to meet current outstanding warrants in relevant delivery periods with compensation for costs, Chicago-based CME said.

The CME said that MTB will not be able to deliver metal as the lower Manhattan company deals with “operational limitations” almost a month after the arrival of Hurricane Sandy.

MTB is one of five depositories licensed to deliver gold against CME’s benchmark 100-troy ounce gold contract, held 29,276 troy ounces of gold and 33,000 troy ounces of palladium as of Nov. 23, according to data from CME subsidiary Comex.”

Days after the terrorist attacks on Sept. 11, 2001, Tomas Young, then a 22-year-old from Kansas City, Mo., made a decision repeated by many other Americans around the country: He was going to enlist in the military in hopes of getting even with the enemies who had helped coordinate the deaths of nearly 3,000 men, women and children.

Less than three years later, Young's Army service placed him not in Afghanistan -- where then-President George W. Bush had told the nation the terrorist plot had originated -- but in Iraq. On April 4, 2004, just five days into his first tour, Young's convoy was attacked by insurgents. A bullet from an AK-47 severed his spine. Another struck his knee. Young would never walk again, and in fact, for the next nearly nine years, he would suffer a number of medical setbacks that allowed him to survive only with the help of extensive medical procedures and the care of his wife, Claudia.

The incident turned Young into one of the most vocal veteran critics of the Iraq War. He has, however, saved his most powerful criticism for what he claims will be his last. Young says he'll die soon, but not before writing a letter to Bush and former Vice President Cheney on the 10th anniversary of the Iraq War.

According to the Ridgefield Press, Young announced that he would stop taking all nourishment and life-extending medications at that time. He's since said that the deterioration to his body from the injury and ensuing complications would make it physically impossible for him to commit suicide in any other way.

"It's time," he told the audience over Skype, while seated beside his wife. "When I go I want be alert and aware."

I write this letter on behalf of the hundreds of thousands of veterans who have been wounded and on behalf of those whose wounds, physical and psychological, have destroyed their lives. I am one of those gravely wounded. I was paralyzed in an insurgent ambush in 2004 in Sadr City. My life is coming to an end. I am living under hospice care.

I write this letter on behalf of husbands and wives who have lost spouses, on behalf of children who have lost a parent, on behalf of the fathers and mothers who have lost sons and daughters and on behalf of those who care for the many thousands of my fellow veterans who have brain injuries. I write this letter on behalf of those veterans whose trauma and self-revulsion for what they have witnessed, endured and done in Iraq have led to suicide and on behalf of the active-duty soldiers and Marines who commit, on average, a suicide a day. I write this letter on behalf of the some 1 million Iraqi dead and on behalf of the countless Iraqi wounded. I write this letter on behalf of us all—the human detritus your war has left behind, those who will spend their lives in unending pain and grief.

I write this letter, my last letter, to you, Mr. Bush and Mr. Cheney. I write not because I think you grasp the terrible human and moral consequences of your lies, manipulation and thirst for wealth and power. I write this letter because, before my own death, I want to make it clear that I, and hundreds of thousands of my fellow veterans, along with millions of my fellow citizens, along with hundreds of millions more in Iraq and the Middle East, know fully who you are and what you have done. You may evade justice but in our eyes you are each guilty of egregious war crimes, of plunder and, finally, of murder, including the murder of thousands of young Americans—my fellow veterans—whose future you stole.

Your positions of authority, your millions of dollars of personal wealth, your public relations consultants, your privilege and your power cannot mask the hollowness of your character. You sent us to fight and die in Iraq after you, Mr. Cheney, dodged the draft in Vietnam, and you, Mr. Bush, went AWOL from your National Guard unit. Your cowardice and selfishness were established decades ago. You were not willing to risk yourselves for our nation but you sent hundreds of thousands of young men and women to be sacrificed in a senseless war with no more thought than it takes to put out the garbage.

I joined the Army two days after the 9/11 attacks. I joined the Army because our country had been attacked. I wanted to strike back at those who had killed some 3,000 of my fellow citizens. I did not join the Army to go to Iraq, a country that had no part in the September 2001 attacks and did not pose a threat to its neighbors, much less to the United States. I did not join the Army to “liberate” Iraqis or to shut down mythical weapons-of-mass-destruction facilities or to implant what you cynically called “democracy” in Baghdad and the Middle East. I did not join the Army to rebuild Iraq, which at the time you told us could be paid for by Iraq’s oil revenues. Instead, this war has cost the United States over $3 trillion. I especially did not join the Army to carry out pre-emptive war. Pre-emptive war is illegal under international law. And as a soldier in Iraq I was, I now know, abetting your idiocy and your crimes. The Iraq War is the largest strategic blunder in U.S. history. It obliterated the balance of power in the Middle East. It installed a corrupt and brutal pro-Iranian government in Baghdad, one cemented in power through the use of torture, death squads and terror. And it has left Iran as the dominant force in the region. On every level—moral, strategic, military and economic—Iraq was a failure. And it was you, Mr. Bush and Mr. Cheney, who started this war. It is you who should pay the consequences.

I would not be writing this letter if I had been wounded fighting in Afghanistan against those forces that carried out the attacks of 9/11. Had I been wounded there I would still be miserable because of my physical deterioration and imminent death, but I would at least have the comfort of knowing that my injuries were a consequence of my own decision to defend the country I love. I would not have to lie in my bed, my body filled with painkillers, my life ebbing away, and deal with the fact that hundreds of thousands of human beings, including children, including myself, were sacrificed by you for little more than the greed of oil companies, for your alliance with the oil sheiks in Saudi Arabia, and your insane visions of empire.

I have, like many other disabled veterans, suffered from the inadequate and often inept care provided by the Veterans Administration. I have, like many other disabled veterans, come to realize that our mental and physical wounds are of no interest to you, perhaps of no interest to any politician. We were used. We were betrayed. And we have been abandoned. You, Mr. Bush, make much pretense of being a Christian. But isn’t lying a sin? Isn’t murder a sin? Aren’t theft and selfish ambition sins? I am not a Christian. But I believe in the Christian ideal. I believe that what you do to the least of your brothers you finally do to yourself, to your own soul.

My day of reckoning is upon me. Yours will come. I hope you will be put on trial. But mostly I hope, for your sakes, that you find the moral courage to face what you have done to me and to many, many others who deserved to live. I hope that before your time on earth ends, as mine is now ending, you will find the strength of character to stand before the American public and the world, and in particular the Iraqi people, and beg for forgiveness. >>

Although I highly doubt you will hear from Mr. Bush or Mr. Cheney, your letter deserves a genuine response. Since you won't hear it from them, I'll say it. As an American citizen, I'm sorry. As a former civil servant with Department of Veterans Affairs, I sincerely ask for your forgiveness. I don't say this out of guilt or pity, which does nothing for you, but out of recognition of my own complicity with the powers that led to your current condition.

It's easy for me to point the finger and criticize morally bankrupt politicians/bureaucrats, yet take no direct action to curtail their abuses.
It's easy for me to say, "I didn't vote for them. Those insufferable, corrupt bastards should burn in a hell of their own greed-fueled making for what they did to you." Or I can argue with you about some of the political views in your letter as opposed to first and foremost acknowledging the crux of what I hear you communicating: you are among the many who were physically, emotionally, and spiritually wronged by the selfish actions of a powerful few and all you did was act on a very old and very profound sense of "greater love." >>

CYPRUS' BANKING CRISIS : RIOTS AND PROTESTS BEGIN

        CYPRUS BANKING CRISIS - PANIC SETS IN AS PEOPLE WITHDRAW CASH

The European Central Bank (ECB) threatened today to pull the plug on emergency support for Cyprus' banks if a deal is not agreed on by Monday.
The ECB confirmed it would not provide emergency liquidity assistance to the island's banking sector beyond 25 March. Without its support, Cyprus's two largest banks, Bank of Cyprus and Laiki, would probably collapse.

Whether this threat incited Cypriots to organize massive protests or not, people took to the streets.

Cypriot political leaders huddled in emergency talks on Thursday morning to find a way to raise the €6bn (£5.1bn) demanded by the IMF and EU in return for a €10bn bailout.

Interestingly, Cyprus has recently discovered significant offshore gas deposits, and major energy companies have shown an interest in tapping those resources.
As we have seen for decades, big oil and big money go hand-in-hand. One follows the other.
Dare we imagine that if Cyprus goes belly-up economically that the newly found gas deposits might sell very, very cheaply?

Banks will remain closed until next Tuesday to "give officials time to renegotiate the bailout deal".
It APPEARS that Cypriot lawmakers have voted down a bailout proposal on Tuesday that contained the controversial tax on bank deposits that I mentioned in the previous blog about this. Such a tax on citizens' funds had been "suggested" and negotiated with Cyprus’s European Union partners over the weekend.
It appears that the EU crowd sees this as the ONLY REAL WAY to guarantee funds to pay Cyprus' obligations.
HOWEVER, the government on Thursday was planning to propose NATIONALIZING PENSION FUNDS from state-run companies and conducting an emergency bond sale to help raise the €5.8 billion the indebted country needs to secure the bailout.
IT LOOKS LIKE THE WORKING CLASS IN CYPRUS AND THOSE WITH SAVINGS THERE MAY BE THE ONES THAT ARE CHOSEN TO BAIL OUT THE ISLAND NATION.

IF THIS STARTS A "TREND" WE WILL SEE AN ABYSMAL END TO IT ALL.

It was in 1993, when a group of twenty-four affected soldiers approached Professor Asav Durakovic, one of the world's leading experts in the effects of radiation, that the root of their illnesses came to light. Most Americans have no idea that depleted uranium munitions used by the U.S. military are causing one of the greatest environmental nightmares in the history of the world. In fact, most Americans have no idea what depleted uranium even is. But even as many Americans gobble down their burgers and french fries and pizza and enjoy the “good life” watching their big screen televisions, an entirely different story is being written on the other side of the world. In Iraq and Afghanistan today, there are some areas that have been so polluted by depleted uranium that they have literally become uninhabitable hellholes. Americans like to think of themselves as so “environmentally conscious”, but the truth is that one of the greatest environmental tragedies of all time is being caused by the U.S. military and yet nobody seems to care.
But now some of the victims are starting to fight back – at least in court. According to one Iraqi minister, Iraq’s Ministry for Human Rights will file a lawsuit against the United States and the United Kingdom over their use of depleted uranium munitions in Iraq.

Iraq’s Minister of Human Rights, Wijdan Mikhail Salim, reportedly told the Assabah newspaper that the lawsuit will be based on reports from the Iraqi ministries of science and the environment.  These reports allege that the U.S. and the U.K. used nearly 2,000 tons of depleted uranium bombs during the early years of the the Iraq war.

In fact, one official Iraqi study has found that more than 40 sites across Iraq are currently contaminated with high levels of radiation and dioxins.

So who is responsible for that?

WE ARE.

In areas where depleted uranium use was the highest, Iraqi doctors have reported a massive rise in the number of babies born with birth defects and they have seen the number of cancer cases among Iraqi citizens absolutely skyrocket.

In fact, what is happening to babies in the city of Fallujah is beyond horrifying.  Back in November, one major U.K. newspaper described the situation this way….

In September this year, say campaigners, 170 children were born at Fallujah General Hospital, 24 per cent of whom died within seven days. Three-quarters of these exhibited deformities, including “children born with two heads, no heads, a single eye in their foreheads, or missing limbs”. The comparable data for August 2002 – before the invasion – records 530 births, of whom six died and only one of whom was deformed.

So what exactly are depleted uranium munitions?

They are essentially “dirty bombs” made from nuclear waste.

Depleted Uranium is a waste product of the nuclear enrichment process. Despite claims that depleted uranium is much less radioactive than natural uranium, the truth is that it actually emits about 75% as much radioactivity as natural uranium.

This makes it highly toxic to humans.

When depleted uranium munitions impact a target, the uranium coating of these weapons becomes a powder which easily contaminates the surrounding air, soil and water.

Depleted uranium is both chemically toxic and highly radioactive. In laboratory tests it severely damages human cells, causes DNA mutations and has other carcinogenic effects.

Depleted uranium poisoning has been linked to a vast array of illnesses and diseases including severe skin rashes, intense muscle and joint pain, major birth defects, cardiovascular disease, diabetes, brain tumors and just about every type of cancer. Depleted uranium also replaces calcium in the body, thus destroying both teeth and bones.

As a result of the massive depleted uranium contamination in Iraq and Afghanistan, severe birth defects and cancer have dramatically increased not only among civilians living in the affected areas, but also among U.S. troops who served in areas where depleted uranium munitions were used.

Depleted uranium munitions are classified by the United Nations as ILLEGAL WEAPONS OF MASS DESTRUCTION , and yet the U.S. and the U.K. CONTINUE to use them.

The uranium used in depleted uranium munitions has a half-life of 4.5 billion years, so the environmental hell that the invading armies have caused in Iraq and Afghanistan will be a gift that keep on giving.

FOREVER.

But it is not just those in other nations who are suffering from the effects of depleted uranium.

Most Americans have no idea that thousands upon thousands of our own troops are getting sick and dying from depleted uranium exposure.

According to official (but unpublicized) U.S. government data, there have been over 70,000 deaths and over 1 million disabilities among U.S. troops as a result of America’s wars in the Middle East.

The truth is that we have been slowly nuking our own troops and most Americans don’t even realize it.

In her excellent article entitled “Death By Slow Burn:How America Nukes Its Own Troops”, Amy Worthington painted a very graphic picture of the effect that exposure to depleted uranium is having on U.S. and British troops….

U.S and British troops deployed to the area are the walking dead. Humans and animals, friends and foes in the fallout zone are destined to a long downhill spiral of chronic illness and disability.

Kidney dysfunction, lung damage, bloody stools, extreme fatigue, joint pain, unsteady gait, memory loss and rashes and, ultimately, cancer and premature death await those exposed to DU.

Award-winning journalist Will Thomas wrote: “As the last Gulf conflict so savagely demonstrated, GI immune systems reeling from multiple doses of experimental vaccines offer little defense against further exposure to chemical weapons, industrial toxins, stress, caffeine, insect repellent and radiation left over from the last war. This is a war even the victors will lose.”
When a DU shell is fired, it ignites upon impact. Uranium, plus traces of plutonium and americium, vaporize into tiny, ceramic particles of radioactive dust. Once inhaled, uranium oxides lodge in the body and emit radiation indefinitely.

A single particle of DU lodged in a lymph node can devastate the entire immune system according to British radiation expert Roger Coghill. The Royal Society of England published data showing that battlefield soldiers who inhale or swallow high levels of DU can suffer kidney failure within days. Any soldier now in Iraq who has not inhaled lethal radioactive dust is not breathing.

In fact, the vast majority of veterans who have served in the Gulf War, Iraq or Afghanistan either have already developed incapacitating illnesses or they will eventually develop them as Worthington explained in her article….

The Gulf War Veterans Association reports that at least 300,000 Gulf War I vets have now developed incapacitating illnesses. To date, 209,000 vets have filed claims for disability benefits based on service-connected injuries and illnesses from combat in that war.

Dr. Asaf Durakovic, a professor of nuclear medicine at Georgetown University, is a former army medical expert. He told nuclear scientists in Paris last year that tens of thousands of sick British and American soldiers are now dying from radiation they encountered during Gulf War I. He found that 62 percent of sick vets tested have uranium isotopes in their organs, bones, brains and urine. Laboratories in Switzerland and Finland corroborated his findings.

In other studies, some sick vets were found to be expressing uranium in even their semen. Their sexual partners often complained of a burning sensation during intercourse, followed by their own debilitating illnesses.

How is [SIC] the world can we possibly do this to our own troops?

Is our government simply this cold?

The following is just one testimony from one of our soldiers who has had his life changed forever by depleted uranium….

In early September 2003, Army National Guard Spec. Gerard Darren Matthew was sent home from Iraq, stricken by a sudden illness.

One side of Matthew’s face would swell up each morning. He had constant migraine headaches, blurred vision, blackouts and a burning sensation whenever he urinated.
The Army transferred him to Walter Reed Army Medical Center in Washington for further tests, but doctors there could not explain what was wrong.
Shortly after his return, his wife, Janice, became pregnant. On June 29, she gave birth to a baby girl, Victoria Claudette. The baby was missing three fingers and most of her right hand.
Matthew and his wife believe Victoria’s shocking deformity has something to do with her father’s illness and the war — especially since there is no history of birth defects in either of their families.
They have seen photos of Iraqi babies born with deformities that are eerily similar.
In June, Matthew contacted the Daily News and asked us to arrange independent laboratory screening for his urine. This was after The News had reported that four of seven soldiers from another National Guard unit, the 442nd Military Police, had tested positive for depleted uranium (DU).

The independent test of Matthew’s urine found him positive for DU – low-level radioactive waste produced in nuclear plants during the enrichment of natural uranium.

WHAT HAVE WE DONE?

This is one of the greatest environmental tragedies imaginable, and yet nobody is talking about it.

What does it say about us when we live in a world where we can knowingly create this kind of environmental nightmare and nobody seems to care?

The truth is that we owe the world an apology of unprecedented magnitude for using depleted uranium munitions.  This is one of the biggest environmental crimes in the history of the planet, and it must stop NOW.

Dr. Rokke’s team was one of the first assigned to try to clean up some of the depleted uranium contamination in Iraq.  Of the 100 people on Dr. Rokke’s decontamination team, 30 have already dropped dead.

Dr. Rokke is seriously ill himself with radiation damage to his lungs and kidneys.  He also has severe brain lesions, skin pustules, chronic fatigue, continual wheezing and painful fibromyalgia.  He is not just an expert on depleted uranium, he is also living through the horror of DU poisoning….

The stories of U.S. military veterans who have had their lives destroyed by depleted uranium exposure could literally fill a phone book.  We have turned Iraq, Afghanistan and a number of other areas across the globe (including Puerto Rico) into environmental wastelands.

And yet the U.S. military continues to use depleted uranium and continues to insist that there is nothing wrong with it.

Depleted uranium needs to become one of the top priorities for every environmental advocacy organizations in the entire world.  The environmental damage that is being caused by these weapons is of an unprecedented magnitude and it will never be able to be cleaned up.

It is time to wake up and start making this an issue.  Now that you know the truth, you can be part of the solution.

The Open Bank Resolution policy is a tool for responding to a bank failure. It allows the bank to be open for full-scale or limited business on the next business day after being placed under statutory management (as a result of, for example, an insolvency event). This means that customers will be able to gain full or partial access to their accounts and other bank services, whilst an appropriate long-term solution to the bank’s failure is identified.
The Reserve Bank will undertake an initial assessment of the health of a troubled bank. Following this initial assessment it may make a recommendation to the Minister of Finance that the bank be placed under statutory management.

WHY SHOULD WE CARE? HOW DOES CYPRUS OR NEW ZEALAND AFFECT US?
IT'S CALLED BANK INTERDEPENDENCE.
The scope of interdependence of U.S. and European banks is way beyond what anyone may have  initially believed. A "condition" has evolved in which European banks have leveraged their portfolios off of bad debt from sovereign entities and our banks in turn have leveraged our debt off of those SAME entities. The likely result will be a "contagion", a "financial virus" which NO ONE can contain. In other words, the FHFA (Federal Housing Finance Agency) and the federal government MUST realize that the “too big to fail” policy will HAVE to extend to banks all over the world due to this mind-blowing interdependence.
THAT WILL CREATE A FINANCIAL ARMAGEDDON!
It's the proverbial "domino effect"...the fall of one causes the fall of the next...until all have fallen.
This INTERDEPENDENCY that connects American banks, to all other banks acts to accelerate our already out-of-control deficit in America, will lead to higher unemployment, a Gross Domestic Product that drops like an anvil off a high cliff, and will bring on American 'austerity' (a state of greatly reduced spending). Many austerity measures have been announced since the global recession in 2008 and the Eurozone crisis in 2009.
Some nations have implemented a few steps at trying to stop the economic bleeding-out, to try to "fix things".
Both France and the UK realized they had to INCREASE taxes (especially on their richest citizens) AND cut spending to work themselves out of the mess they were in.
DOING JUST ONE, AND NOT THE OTHER, IS FINANCIAL STUPIDITY REDEFINED!
What may work for them will not even be considered by the "conservative party" in America, however.
They'd rather sell their mothers for tallow than tax their rich campaign contributors and the mega-corporations that buy Congressmen daily!

According to the statement they issued, these 450-plus economists believed that the 2003 Bush tax cuts would increase financial inequality AND the budget deficit, decrease the ability of the U.S. government to fund essential services, AND FAIL TO PRODUCE ECONOMIC GROWTH. On September 3, 2011, Bank of America , JP Morgan,Citigroup, Goldman Sachs and 17 other banks were sued in federal court by the Federal Housing Finance Agency (FHFA) on behalf of Fannie Mae and Freddie Mac in an attempt to recover $196 billion dollars. At the core of this massive lawsuit is the FHFA accusing said banks of misleading Fannie Mae and Freddy Mac about the soundness of the mortgages underlying the securities. In other words, they are accusing the biggest banks in the country of lying to the United States Government.
Their catastrophic mistake was made in 2008, AND THEY HAD BEEN MAKING THE SAME MISTAKE FOR YEARS BEFORE THAT, so why did it take the FHFA (Federal Housing Finance Agency) THIS LONG to file suit?
Well, first, after giving failing financial institutions "over 1 trillion dollars" (THAT'S A LIE, BY THE WAY. IT WAS CLOSER TO $3 TRILLION, AND THAT DIDN'T COUNT THE NEARLY $9 TRILLION THE FED "LOANED" TO FOREIGN BANKS IN JUST ONE YEAR TO "SAVE" THEM!)  through programs like TARP in which the U.S. Government assumed responsibility for the bad debts and made them a liability of the tax payer (THAT MEANS ME AND YOU!) , they have come to the realization that the economy has NOT improved AT ALL as a result of pumping trillions into saving those dear banks. They are recognizing that “banks survived and the rest of the economy is still suffering”. DUHHH! You think? HIGH SCHOOL ECONOMICS CLASSES ALL OVER AMERICA HAD FIGURED THAT ONE OUT BEFORE 2008!

Mr. DeMarco has held the position at the head of the F.H.F.A for more than three years. In the last year, especially, he has clashed with the administration over the issue of write-downs, also called principal forgiveness.
Fannie and Freddie have already required tens of billions of dollars of taxpayer aid.
The administration has frequently criticized Mr. DeMarco’s decision. “F.H.F.A. is an independent federal agency, and I recognize that, as its acting director, you have the sole legal authority to make this decision,” Timothy F. Geithner, who stepped down as Treasury secretary in January, wrote to Mr. DeMarco last year. “However, I do not believe it is the best decision for the country.” >>
