1. Introduction The Fukushima Daiichi Nuclear Power Plant (FDNPP) accident has caused serious contamination in the environment from the atmospheric fallout and the direct discharges of highly radioactive liquid wastes.
In addition to the massive release of highly volatile fission products, such as 127m-Tellurium (Te) , 132-Te, 131-Iodine, 133-Xenon, 134-Cesium (Cs) , 136-Cs and 137-Cs, the possible release of non-volatile Plutonium isotopes attracted considerable public attention following the FDNPP accident.
It is known that Pu (Plutonium) isotopes present a large risk for internal radiation exposure via ingestions of contaminated agricultural crops, particularly for 241-Pu (a beta-emitter, T 1/2 (half life) = 14.4 years). As it decays, the ingrowth of 241-Am ( an alpha and gamma-emitter, T1/2 = 432.7 years) will present an additional radiation risk.
Plutonium is generally produced in reactor fuel as a mixture of isotopes. The predominant isotope, 239-Pu is produced by neutron capture by 238-U.
If a fuel element containing 239-Pu is left in a reactor for any length of time, further neutron capture can occur, yielding isotopes with higher mass such as 240-Pu, 241-Pu, and 242-Pu. In addition, small quantities of two other isotopes, 236-Pu and 238-Pu, are produced during the irradiation. To date, information on the release of Pu isotopes from the FDNPP accident into the environment is very limited. Several studies on the determination of Pu isotopes in environmental samples, such as soil, litter, sediment, seawater, and aerosols, CONFIRMED THE RELEASE OF PLUTONIUM ISOTOPES FROM THE FDNPP ACCIDENT.
Recently, core inventory calculation results of Pu isotopes within the FDNPP reactors using the ORIGEN model simulation HAVE BEEN REPORTED.
These studies suggest that the damaged reactors were the major contributor of Pu to the environment. However, the release of Pu from the spent fuel pools remains unknown. . It was found that... the inventories of Pu isotopes in the reactors in the Fukushima DNPP were ca. (about) 3.5 times higher than those in the Chernobyl reactor. Schwantes, et al, reported an estimation that roughly 2 X 10 to the third power % of the total plutonium inventory from Units 1 and 3WAS released into the environment, which is two orders of magnitude higher than those of Zheng et al, and Grambow and Poinssot. <end quote>
Plutonium 238, 239 and 240 are highly radioactive.
Plutonium has 15 isotopes. The longest-lived is plutonium 244, which
takes 80.8 million years to decay to half its level of radioactivity.
The most commonly-used isotopes -- and those found at Fukushima -- are
plutonium 238, with a half life of 88 years; plutonium 239, with a half
life of 24,000 years; and plutonium 240, with a half life of 6,500
years.
Around four tons of plutonium were released into the global environment before nuclear weapons atmospheric testing ended.
Where the Plutonium isotopes are most highly dangerous is when they are inhaled. Their radiation
causes DNA damage in tissue, which then boosts the risk of cancer. The
bone marrow and liver, where plutonium is transported through a blood
protein called transferring, are especially vulnerable. Just a dozen
milligrams of plutonium are lethal for a human, according to tests on
lab animals cited by France's Institute for Radiological Protection and
Nuclear Safety (IRSN).
Plutonium is only eliminated from the body very slowly, though
excretion. It takes around 50 years for plutonium to be biologically
removed from the skeleton and about 20 years for it be eliminated from
the liver, says the IRSN, all the while subjecting surrounding organs and tissues to a continual bombardment
of alpha radiation and greatly increasing the risk of
cancer, especially lung cancer, liver cancer and bone sarcoma.
Scientists say plutonium may be the worst of all the fission
byproducts that has entered the environment as a result of the Fukushima
nuclear disaster. That's why MOX fuel rods
that are piled up in spent fuel pools near the Unit 3 reactor, which
consist of a mix of plutonium and uranium isotopes, have become the
number one concern of workers at the plant.
Plutonium-239, the isotope found in the spent MOX fuel, is much more radioactive than the depleted Uranium-238 in the fuel. Alpha rays from Plutonium sent out from within cells cause somewhere between 10 and
1,000 times more chromosomal damage than beta or gamma rays.
Radioactive contaminants are dangerous for 10 to 20 times the length of
their half-lives, meaning that dangerous plutonium released to the
environment today will stick around for the next half a million years.

seizures, loss of consciousness, memory loss). Strontium (Sr89-90)
mimics calcium, goes to the bone and teeth, causes bone cancers and leukemia and is radioactive for 300 years. Along with the above, there
are many other radionuclides in the inventory of nuclear reactors: alpha
– thorium, radium, neptunium, curium 244, americium 241, californium,
polonium 210 (transuranic and actinides); gamma – Cobalt 60, Irridium
92, Barium 137, Iodine 131, Lanthanum 140; Beta – Tritium, Phosphorous,
Nickel, Carbon; Alpha and Beta – Strontium 90, Cadmium 113, Europium
155, Krypton 85, Tin 121 (Sn), Samarium 90; noble gases – Xenon and
Iodine 131. As the weight or chemical mass of a radionuclide causes most
damage to internal structures, when ingested, heavy alpha particles (PLUTONIUMS ESPECIALLY) are
even more destructive than beta and gamma emitters.>

NOWHERE TO RUN TO, NOWHERE TO HIDE
It is a nightmare of unimaginable proportions, and there is nowhere in
the northern hemisphere that you will be able to hide from it.
Harvey Wasserman: We are now [facing] what may be humankind’s most dangerous moment since the Cuban Missile Crisis. The clock is ticking. The hand of global nuclear disaster is painfully close to midnight. Even the tiniest mistakeduring this operation to extract over 1,300 fuel rods at the crippled Fukushima nuclear power plant in Japan could lead to a series of cascading failures with an apocalyptic outcome. The process of removing each rod will have to be repeated over 1,300 times without incident. The operation to begin removing fuel from such a severely damaged pool has never been attempted before. The rods are unwieldy and very heavy, each one weighing two-thirds of a ton. But it has to be done, unless there is some way to encase the entire building in concrete with the pool as it is. I don't know of anyone discussing that option, but it would seem much 'safer' than what they are about to attempt...but not without its own set of risks. Renowned theoretical physicist Michio Kaku stated in an interview a few weeks after the initial accident that “TEPCO is literally hanging on by their fingernails.” They still are, and always have been.

Michael Friedlander, a nuclear engineer and former U.S. power plant operator, told CNN in September that, "The thing that keeps me up late at night is that they’re getting ready to unload the spent fuel in unit 4. It has the potential if it doesn’t go well to create a very, very serious accident. Beyond the emergency response, TEPCO has demonstrated no long-term vision for dealing with the problem."
Arjun Makhijani, President of the US-based Institute for Energy and Environmental Research: [He] remained concerned about the positioning of the fuel rods in the pool after the initial tsunami and subsequent hydrogen explosions at the plant, and said he hoped the plan was based on more than just Tepco’s assessment. “I hope that there has been some level of independent scrutiny on the transfer operation, and on the way the spent fuel is sitting in the pool currently,” he told a Berkeley California radio station. “But the lack of independent outside advisors is very troubling.”
"We are extremely lucky that this apocalyptic scenario hasn't happened yet, considering the state of Reactor 4. But for many, it is already too late. The initial explosions and spent fuel pool fires may have already sealed the fate of millions of people. Time will tell. Anyone who tells you otherwise is not being honest, because there is just no way to know. "
Hiroaki Koide, a nuclear scientist working at the University of Kyoto: [H]e was very worried about an accident, given the magnitude of the task. “I’m worried about whether Tepco can treat all the 1,331 [spent-fuel] assemblies without any problem and how long it will take,” he said.
Thomas Cochran, Natural Resource Defense Council’s nuclear program senior scientist stated that a dropped fuel assembly was unlikely to cause wide spread contamination.

If a fuel rod is dropped, breaks or becomes entangled while being removed, possible worst case scenarios include a big explosion, a meltdown in the pool, a large fire. This is literally a matter of national security – another mistake by TEPCO could have incredibly costly, even fatal, consequences for Japan.
Richard Tanter, expert on nuclear power issues and professor of international relations at the University of Melbourne:" Well, the first one, and the most immediate one, is the news that the Reactor Unit 4, the one which has a very large amount of stored fuel in its fuel storage pool, that is sinking. According to former prime Minister Kan Naoto, that has sunk some 31 inches in places and it’s not uneven. This is really not surprising given what’s happened in terms of pumping of water, the aftermath of the earthquake and the tsunami, the continuing infusions of water into the groundwater area. This is an immediate problem, and if it is not resolved there is an extraordinary possibility we really could be back at March 2011 again because of the possibility of a fission accident in that spent fuel pond in Unit No. 4."
At any time, following any of these possible events, or even all by itself, nuclear fuel in reactor 4's pool could become critical, mostly because it will heat up the pool to a point where water will burn off and the zirconium cladding will catch fire when it is exposed to air.
Once the integrity of the pool is compromised that will likely lead to more criticalities, which then can spread to other fuel. The heat from this reaction would weaken the structure further, which could then collapse and the contents of the pool end up in a pile of rubble on the ground. This would release an enormous amount of radioactivity, which Arnie Gundersen has referred to as a “Gamma Shine Event” without precedence, and Dr. Christopher Busby has deemed an “Open-air super reactor spectacular.”

After much international pressure, Tepco had collected data from 522
workers last December and announced that 178 of them had suffered
radiation as high as 11,800 millisieverts . The safe limit is 100
millisieverts. This finding was submitted to the World Health Organization and revealed last December.

Just how profound the effect will be on down-winders in North America, or the entire northern hemisphere for that matter, will literally depend on where the wind blows and where the rain falls, the duration and extent of a nuclear fire or chain-reaction event, and whether or not that reaction becomes self-sustaining. At least the northern half of Japan would be uninhabitable, and some researchers have argued that it already is.
There is no example historically to draw from on a scale of this magnitude. Everything is theory. But anyone who says this can't happen is not being truthful, because nobody really knows how bad things could get.
The most disturbing part of all of this is that Fukushima has been this dangerous, and precarious, since the second week of March 2011. The ante will definitely be upped once the fuel removal starts.

Every single day, 300 tons of radioactive water from Fukushima enters the Pacific Ocean. An initial offer of zeolite absorbent from Rosatom, the Russian nuclear
power corporation, in the first few months after the explosions,
repeated in August 2013, was rebuffed by TEPCO.
Contaminated water and soil storage reached the maximum space available THIS MONTH!
The adoption of the [SHODDY, NON-EXISTENT] decontamination method without planning the logistics
for permanent storage facilities at the NPP, suggests that eventual
discharge of contaminated water into the ocean or air has been and
remains anticipated by TEPCO.
THEY KNEW BETTER, BUT DID NOTHING TO PREPARE FOR THIS.
The post facto raising of safety limits for radiation exposure on 19
April 2011 (from 1 to 20mSv) and reduction of the evacuation zone to
less than 30 km from the NPP, driven by an unapologetic ‘logic’ of
optimal growth, ignored the passage of radioactive concentrations beyond
the official concentric circles emanating from the crippled plant.
These were to denote the 20km mandatory exclusion zone (greater than
50mSv) and the 30km voluntary exclusion zone (20-50mSv).
The continued dispersal of radioactive contaminant from the stricken and
leaking NPP, waste incineration, the relaxation of food testing and
re-circulation of irradiated fish from the Fukushima coast (Sōma,
Iwaki), and re-use of contaminated areas by fast food chains for cheap
food production, for example, contributes to the creation
of a surplus population of humans and other living beings through the bio-accumulation of radioactive materials.
This means that due to
institutional policies adopted with regard to the hazard of radiation, a
certain portion of the population has been factored in as part of the
‘costs’ of maintaining nuclear power in Japan.

While funds for new military hardware, technological innovation, public
works and public relations operations seem to be readily available to
the Abe administration, it shrinks from the costs required to return the
water, food and air to a ‘safe’ legal radiation limit (1 mSvy).
Despite being an advanced industrial nation, its government seems
incapable of taking appropriate measures to protect people. ABE REFUSES to close all
schools which measure above 1 mSvy in affected areas, REFUSES to assist all
citizens that wish to be evacuated from areas within a 80km radius from
the NPP with sufficient subventions for their moving, living and
schooling costs, ABE REFUSES to prevent the consumption of contaminated foods
nationally and internationally, providing a nationalised course of
medical treatment commensurate with the actual danger posed by the
toxicity of radiation exposure, and storing radiation contaminated
materials.
The abstraction of material conditions to justify the protection of and
maintain the confidence in sovereign assets and illusory growth, is
incurring real and mounting costs in human and non-human life. If
unchecked, this system will continue to do so into the future until
exhaustion and potential collapse. Either way, the
situation is likely to get worse before significant change is achieved,
which depends on the ability of people in Japan and the international
community to grasp the urgency of the crisis and to demand an end to
delay in preventing further contamination of the ocean and regenerating
one of the most vital structures supporting life on the planet. In the
short-term, the formula for measuring the risk posed by nuclear power
must be re-adjusted to reflect the health of living beings in the
biosphere as a non-negotiable factor. This will have immediate effects
on public health, food safety and evacuation from contaminated areas. In
the long term, while the debate over the choice of energy sources is
critical, the systemic and astigmatic prioritization of profit has to be
revised, so that state-corporate interests can no longer hijack the
core values which sustain life.

It is becoming clear that the consequences of the Fukushima nuclear disaster could be catastrophic because the system protecting the more that 11,000 spent fuel rods that must be constantly cooled has been jeopardized. Just one curie can be fatal and there is a total of 336 million curies of energy in these rods; 134 million is in the form of cesium 137.
Last
year, scientists from the National Oceanic and Atmospheric
Administration's (NOAA) Pacific Marine Environmental Laboratory and 3
scientists from the GEOMAR Research Center for Marine Geosciences showed
that radiation on the West Coast of North America could end up being 10 times higher than in Japan:
'This is somewhere between 10 and 85 times what happened in Chernobyl. Almost no cleanup has been done and none is planned that we know about. '

C-137 is a radioactive isotope of caesium which is formed as one of the more common fission products by the nuclear fission of uranium-235 and other fissionable isotopes in nuclear reactors and nuclear weapons. It is among the most problematic of the short-to-medium-lifetime fission products because it easily moves and spreads in nature due to the high water solubility of caesium's most common chemical compounds, which are salts.

A record high level of 710,000 becquerels PER LITER of beta-ray
sources, such as radioactive strontium, was detected per liter of water
in an observation well at the crippled Fukushima No. 1 nuclear plant.
The previous high reading of 550,000 becquerels per liter was found in water sampled Nov. 9 at the same well. TEPCO detected 400,000 becquerels per liter at the same well on Oct. 17. The level has been rising in recent days.

The danger of C-137 is deceptively profound. Its true lethality is very much a function of its AGGREGATION
-- in quantities of water, in food, and, most perilously, in the human
body, which is manifestly UNABLE to expel C-137 (except in cases where
Prussian Blue has been administered in a timely fashion, which is
clearly NOT taking place -- or even being seriously discussed, insofar
as I can tell -- here in the U.S., or, for that matter, anywhere, NOT EVEN IN FUKUSHIMA PREFECTURE.)
PLEASE
NOTE: The U.S. Nuclear Regulatory Commission still requires plants to
report radiation releases in rem, while the rest of the world uses
sieverts. For the record, one rem is equivalent to one-hundredth of a
sievert.
WHY NOT REPORT LIKE THE REST OF THE WORLD REPORTS?
Just
six days after the disastrous meltdowns struck four reactors at
Fukushima on March 11, 2011, scientists detected the plume of toxic
fallout had arrived over American shores. Subsequent measurements by
the U.S. Environmental Protection Agency (EPA) found levels of radiation
in air, water, and milk hundreds of times above normal across the U.S.
The highest detected levels of Iodine-131 in precipitation in the U.S.
were as follows (normal is about 2 picocuries I-131 per liter of
water): Boise, ID (390); Kansas City (200); Salt Lake City (190);
Jacksonville, FL (150); Olympia, WA (125); and Boston, MA (92).
“Fukushima
fallout appeared to affect all areas of the U.S., and was especially
large in some, mostly in the western part of the nation,” wrote
researchers with the Radiation and Public Health Project in their
peer-reviewed paper published in Open Journal of Pediatrics.
An
interesting fact for people living on the US west coast is also
included in the UNSCEAR [United Nations Scientific Committee on the
Effects of Atomic Radiation] report: only about 5% of the directly
discharged radiation was deposited within a radius of 80 km from the
Fukushima Dai-ichi nuclear power station. The rest , 95%, was
distributed in the Pacific Ocean.
3-D simulations had already been
carried out for the Pacific basin, showing that the emissions would
reach the North American coastline, with uncertain consequences for food
safety and health of the local population. BUT OUR GOVERNMENT SOUNDED NO REAL ALARMS!!! WHY NOT?
Last
year, scientists from the National Oceanic and Atmospheric
Administration's (NOAA) Pacific Marine Environmental Laboratory and 3
scientists from the GEOMAR Research Center for Marine Geosciences showed
that radiation on the West Coast of North America could end up being 10 times higher than in Japan: AMERICA WILL BE 10 TIMES AS POLLUTED AS JAPAN !!! PLEASE UNDERSTAND THAT.
(ii) The subsequent pace of dilution is strongly reduced, owing to the eastward advection of the main tracer cloud towards the much less energetic areas of the central and eastern North Pacific. (iii) The magnitude of additional peak radioactivity should drop to values comparable to the pre-Fukushima levels after 6–9 years (i.e. total peak concentrations would then have declined below twice pre-Fukushima levels). The half life of cesium-137 is so long that it produces more damage to humans. Figure 4 gives the examples of the distribution of the impact strength of Cesium-137 at year 1.5 (panel (a)), year 3.5 (panel (b)), and year 4 (panel (c)). It is worth noting that [because] the current near the shore cannot be well reconstructed by the global ocean reanalysis, some nuclear pollutant particulate tracers may come to rest in near shore areas, which may result in additional uncertainty in the estimation of the impact strength.
< If the radiation leaves the air and enters a person, animal, or
object, the units switch again. The raw amount of radiation that an
object absorbs is expressed in either rad (customary) or gray (SI). As with sieverts and rem, one gray equals 100 rad.
So where do sieverts and rems fit into this whole picture? They
provide a measure of the potential harm caused by radiation in a sample
of living tissue. That's different from measuring the amount of energy
or rate of emission, because different types of radiation affect the
body in different ways. Alpha particles, for example, are 20times more dangerous
to human tissue than gamma rays at the same dosage level. And certain
tissue types are more sensitive to radiation than others. A blast of
radiation to the spleen, for example, will cause more damage than the
same dose to the brain, because splenic tissue divides and multiplies
much faster. Physicists use these two adjustment factors—type of
radiation and sensitivity of tissue—to convert from measures of
radiation absorption to measures of effective dose. Sieverts or rem are
used in reports on radiation disasters, because they give a better sense
of how the radiation might affect human health.
While effective dose is a great step forward from the days when we
simply measured the quantity of radiation absorbed by a patient, it's
still a rather inexact science. Researchers can't perform randomized
trials on the effects of radiation, because it's unethical to give
people cancer. As a result, the tables health physicists use to convert
between gray and sieverts (or between rad and rem) are constantly
changing to reflect new data. >

Epidemiologist Joseph Mangano and internist/toxicologist Janette Sherman have published a peer reviewed study
- primarily of infants - in the U.S. in the first 14 weeks after the
Fukushima Daiichi mass meltdowns, explosions and fires in the December
2011 edition of the International Journal of Health Services.
The
authors say the statistically significant increase in deaths is
comparable to the 16,500 excess deaths recorded in the U.S. in the 17
weeks following the Chernobyl accident in 1986.
The authors
issued an early alert back in April about what they were finding after
just a few weeks of beginning the study, which was dismissed by the
usual suspects as mere statistical anomalies that had nothing to do with
levels of iodine-131 (and cesium-134, cesium-137 and strontium-90) in
contamination plumes from northeastern Japan. Yet the EPA, during its
few weeks of monitoring of fallout as the plumes transversed North
America, found high levels in air, water and milk in many places. For
instance, iodine-131 was detected in precipitation falling on Boise,
Idaho at nearly 200 times 'normal'.
"Deaths are seen across all ages,
but we continue to find that infants are hardest hit because their
tissues are rapidly multiplying, they have undeveloped immune systems,
and the doses of radioisotopes are proportionally greater than for
adults."
Dr. Sherman, an adjunct professor at Western Michigan
University, was a contributing editor of 'Chernobyl - Consequences of
the Catastrophe for People and the Environment', published by the NY Academy of Sciences in 2009.
Venerated Canadian scientist David Suzuki recently issued perhaps the most ominous warning yet about Fukushima's contamination of the planet.
“Fukushima is the most terrifying situation I can imagine,” he said. “You have a government that is in total collusion with TEPCO, the energy company. They're lying through their teeth.” “They don't know what to do The Japanese government has too much pride to admit that.”
Suzuki cited Tokyo University research pegging the chance of another 7+ magnitude earthquake by 2016 at 70 percent.
“If, in fact, the fourth plant goes under an earthquake, and those rods are exposed, it's bye-bye Japan,” he warned, “and everybody on the west coast of North America should evacuate. Now if that isn't terrifying, I don't know what is.”
Australian physician Dr. Helen Caldicott says that the nuclear industry has friends in high places and a vested interest in distorting the facts.
“I
don't care if they criticize us,” she told me. “David (Suzuki) has
hesitated to get into the whole nuclear debate, but he's a careful
scientist.
“TEPCO is trying to move those damaged rods by crane
manually, which has never, ever been done before; usually fuel rods are
moved by computer control. If two fuel rods happened to touch, there
could be a fission reaction releasing huge amounts of radioactive gases.
This would be a catastrophe. The radiation would circle the Northern
Hemisphere.”
“Pro-nuclear advocates... make guesses about radiation
exposure using OLD data, not the newest scientific information we have.
They underestimate it grossly to keep their industry going. The predictions are so dire that no one wants to face them. They want to practice psychic numbing.”
Dr. John Apsley reported
on increased deaths in North America that he believes are associated
with the Fukushima catastrophe, and the leaking of radiation. Dr.Apsley
has long spoken about the effects of radioactive iodine exposure on
thyroid function. Once radioactive iodine hits the thyroid its function
is permanently impaired which in turn suppresses the immune system, he
explained. CDC data shows a significant increase in death rates
attributable to radioactive iodine given off by the Fukushima disaster,
he added.
Apsley is concerned that moving unit 4 may cause another criticality event involving radioactive iodine. 'Should
this happen the West Coast will be hit in six days followed by the East
Coast within nine days, he cautioned, noting that increase deaths in
infants and the elderly will follow wherever rain dumps the radioactive
iodine.'
At least 14,000 Deaths Suspected Due to Radiation From Fukushima.
There
was a spike in infant mortality rates within the first 10 weeks of the
catastrophe in cities across the US, and the radiation contamination
likely came through rainfall, he said, adding that infants were
particularly susceptible because of their reduced thyroid function.
It's
in the rain and in the wind...it will continue to be in the rain and
wind because the contamination just keeps leaking into our atmosphere,
our ocean, getting into our food chain.
Because of the
prevailing winds at the time of the Fukushima incident, the west coast
of the United States has been exposed to serious levels of radioactive
fall-out. Hardest hit were Colorado and Wyoming. Surprisingly,
Jacksonville, Florida falls into this category, too, due to wind
currents.
One of the hardest hit states in the nation is Pennsylvania
because of the intense rainfall they had in the area approximately 3
weeks after the explosion. This rainfall carried tremendous amounts of
radiation into the area.
Vancouver, Canada has also experienced a 60% increase in infant death rates.
The radiation that's made its way to North America is settling into the ground and being absorbed into the food we eat.
THE OCEAN DOES NOT DILUTE RADIATION OF THIS LEVEL!!!
While
many people assume that the ocean will dilute the Fukushima radiation, a
1955 U.S. government report concluded that the ocean does NOT
adequately dilute radiation from nuclear accidents, and there could be
“pockets” and “streams” of highly-concentrated radiation.
CITING THAT FINDING, nuclear expert Robert Alvarez – senior
policy adviser to the Energy Department’s secretary and deputy
assistant secretary for national security and the environment from 1993
to 1999 – wrote yesterday:
"'According to a
previously secret 1955 memo from the U.S. Atomic Energy Commission
regarding concerns of the British government over contaminated tuna,
“dissipation of radioactive fall-out in ocean waters is not a gradual
spreading out of the activity from the region with the highest
concentration to uncontaminated regions, but that the process results in
scattered pockets and streams of higher radioactive materials in the
Pacific. We can speculate that tuna which now show radioactivity from
ingested materials [this is in 1955, not today's exact same findings]
have been living in or have passed through, such pockets; or have been
feeding on plant and animal life which has been exposed in those
areas.'”
Because
of the huge amounts of radioactive water Tepco is dumping into the
Pacific Ocean EVERY SINGLE DAY, NON-STOP, and the FACT that the current
pushes water from Japan to the West Coast of North America, at least
some of these radioactive “streams” or “hot spots” WILL, WITHOUT ANY
DOUBT, end up impacting the West Coast...OVER AND OVER AND OVER AGAIN.
IT WILL ALSO CONTINUE TO SHOW UP IN OUR RAIN AND IN THE JET STREAM OVER NORTH AMERICA.
NOTHING ANY "EXPERT" CAN SAY WILL MAKE THAT GO AWAY. FUKUSHIMA CONTINUES CONTAMINATING ALL OF US EVERY DAY!
THERE IS NOTHING 'NATURAL' ABOUT THIS MUCH RADIATION, NOR IS ANY LIVING ORGANISM "EVOLVED' TO HANDLE THESE LEVELS.

Under the Marine Mammal Protection Act of 1972 (as amended), an Unusual Mortality Event (UME) has been declared for California sea lions in California from January 2013 through the present.
Elevated strandings of California sea lion pups have been observed in Southern California in the following counties:

Ventura County
Los Angeles County
Orange County
San Diego County

2~ Sea turtles are washing up dead on the PACIFIC beaches of Central America and scientists don't know why.
In one area of El Salvador's coast, dogs that started eating dead turtles stopped breathing and died almost instantly.
Fertility is yet another issue: in September scientists in Honduras said turtles on one beach laid 40 per cent fewer eggs.

“We’ve never seen anything like this in all these years I’ve done this. I’ve asked the elders and they have never seen anything like this at all.” [said Chief Wilf Adam] Mel Kotyk, North Coast area director for the Department said department scientists don’t know why the return numbers are so low…. “When they went out to sea they seemed to be very strong and healthy and in good numbers, so we think something happened in the ocean.”
The Globe and Mail, Aug 13, 2013 : Independent fisheries scientist Alexandra Morton is raising concerns about a disease she says is spreading through Pacific herring causing fish to hemorrhage. “Two days ago I did a beach seine on Malcolm Island [near Port McNeill on northern Vancouver Island] and I got approximately 100 of these little herring and they were not only bleeding from their fins, but their bellies, their chins, their eyeballs. “It was 100 per cent … I couldn’t find any that weren’t bleeding to some degree. "
Vancouver 24 hrs, Aug 11, 2013: [Morton] says Fisheries and Oceans Canada [FOC] is ignoring the problem. According to emails from FOC, the federal authority had asked the marine biologist to send in 20 to 30 herring in September 2011, saying that would be “more than sufficient for the lab to look for clinical signs of disease and provide sufficient diagnostics.” She did, and hasn’t heard back since. FOC officials did not respond to a request for comment by the 24 hours presstime.
5~ Major news outlets have reported that large numbers of sea stars living off of the west coast of North America appear to be "melting"…
Divers were out in Puget Sound waters Saturday to see if they can help solve a mystery. Scientists are trying to figure out what’s causing one species of starfish to die in parts of Puget Sound and the waters off of Canada.
Seattle Aquarium biologists Jeff Christiansen and Joel Hollander suited up in scuba gear in their search for answers. “We’re going to look for both healthy and potentially diseased sea stars,” Christiansen explained. “We’ve got some sea stars that look like they’re melting on the bottom.”
The same thing is happening in the waters near Canada and nobody’s sure why.
6~ KILLER WHALE POPULATIONS DYING
Something is also causing a huge spike in the death rate for killer whales living off of the coast of British Columbia…
A Vancouver Aquarium researcher is sounding the alarm over “puzzling” changes he’s observed in the killer whale pods that live off the southern British Columbia coast.
Dr. Lance Barrett-Lennard says he fears changes in the ocean environment are prompting odd behaviour and an unusually high mortality rate.
Barrett-Lennard says the southern resident orca pod, which is found in the Salish Sea between Vancouver Island and the B.C. mainland, has lost seven matriarchs over the past two years, and he’s noticed a lack of vocalizations from the normally chatty mammals.
Once again, scientists do not know why this is happening.
7~ LARGE SEA MAMMALS FOUND WITH SKIN LESIONS AND MISSING FUR IN ALARMING NUMBERS
-Polar bears, seals and walruses along the Alaska coastline are suffering from fur loss and open sores…
Wildlife experts are studying whether fur loss and open sores detected in polar bears in recent weeks is widespread and related to similar incidents among seals and walruses.
The bears were among 33 spotted near Barrow, Alaska, during routine survey work along the Arctic coastline. Tests showed they had “alopecia, or loss of fur, and other skin lesions,” the U.S. Geological Survey said in a statement.
WALRUSES RECENTLY CROWDED ONTO A SMALL ISLAND AND STOPPED FEEDING RATHER THAN SWIM IN THE PACIFIC.

Is it really so unreasonable to wonder if Fukushima could be causing ALL of this? According to the New York Times, the latest releases from Fukushima contain “much more contaminated water than before”, and the flow of contaminated water will not stop until 2015 at the earliest…
"The latest releases appear to be carrying much more contaminated water than before into the Pacific. And that flow may not slow until at least 2015, when an ice wall around the damaged reactors is supposed to be completed."
And that same article explained that cesium-137 is entering the Pacific at a rate that is “about three times as high” as last year…
The magnitude of the recent spike in radiation, and the amounts of groundwater involved, have led Michio Aoyama, an oceanographer at a government research institute who is considered an authority on radiation in the sea, to conclude that radioactive cesium 137 may now be leaking into the Pacific at a rate of about 30 billion becquerels per year, or about three times as high as last year. He estimates that strontium 90 may be entering the Pacific at a similar rate.

A recent report explains that the Japanese government deceived and withheld pertinent information from the mayor of a city 12 miles downwind of the nuclear plant — the mayor literally had to take matters into his own hands and bravely urge an evacuation of his city just last night for the people’s own protection — and he did this in direct opposition to the official government position
Mayor Katsunobu Sakurai, Mayor of Minamisoma, population 71,000, says that immediately after the earthquake and tsunami, government officials ignored his calls asking for advice on how to handle the situation. Minamisoma, which sits a mere 12 miles downwind from the Fukushima plant, was devastated by the tsunami, and many of its residents are still missing, according to a recent report in the UK Daily Mail.
Japanese doctors who have been treating those afflicted by the massive radiation released when the plant was damaged by a major earthquake-caused tsunami on March 11, 2011, know that their patients have radiation sickness, but they are being prevented from discussing it publicly.

What is really happening when radiation damages the body, in large or small doses, is a very complex microscopic assault on living tissue. Certain elements concentrate in certain organs: Iodine in the thyroid, strontium in bones, astatine in the brain, etc.. If the percentage of radioactive strontium isotopes goes up compared to non-radioactive strontium isotopes (as it is in Japan today), the radioactive strontium will concentrate in bones and teeth. And, sometime in the future, the incidence of bone cancer and leukemia will increase.

"The $52.6 billion “black budget” for fiscal 2013, obtained by The Washington Post from former intelligence contractor Edward Snowden,
maps a bureaucratic and operational landscape that has never been
subject to public scrutiny. Although the government has annually
released its overall level of intelligence spending since 2007, it has
not divulged how it uses the money or how it performs against the goals
set by the president and Congress.
Director of National Intelligence James R. Clapper Jr. wrote in response to inquiries from The Post.
“Our budgets are classified as they could provide insight for
foreign intelligence services to discern our top national priorities,
capabilities and sources and methods that allow us to obtain information
to counter threats,” he said.

developments in this era of deficit reduction and budget slashing,
top-secret phantoms have emerged from the rubble of the Cold War to
perpetuate an impenetrable, unaccountable and mystifying $30 billion
shroud: the Pentagon's black budget.
This budget, both a cover for vital
national secrets and a wasteful proving ground for theoretical world
wars, conceals hundreds of programs, many of which propel the economic
engines of Silicon Valley.
The black budget operates without constitutional authority or broad
congressional oversight and is a hive of absurdly speculative and
astonishingly expensive hallucinations, including the notion of
"winning" a full-tilt, six-month nuclear war synchronized by a satellite
network that charts the progress of the apocalypse.
"The immediate problem with secret budgets is that you lose a great
degree of oversight and accountability," says Steve Aftergood, director
of the Project on Government Secrecy for the Federation of American
Scientists. "In the best of cases you end up wasting money. In the worst
of cases you have abuses of power."
Similar concerns inspired Article 1, Section 9, Clause 7 of the United
States Constitution, which states, "No money shall be drawn from the
Treasury, but in consequence of appropriations made by law; and a
regular statement and account of the receipts and expenditures of all
public money shall be published from time to time." "If
you look back to the 1950s and 1960s, the only programs which were 'black' were those that dealt with reconnaissance," Sweetman says. "With
the stealth [aircraft] programs in the 1970s, you started to see the 'black' world overlapping more with the world of regular military
operations." THE ABOVE IS A VERY INFORMATIVE ARTICLE. I HOPE YOU FIND THE TIME TO READ ALL OF IT. FROM 1995: "The black
budget is the government's illusory and tangled accounting of what it
spends on intelligence gathering, covert operations, and - less
noticeably - secret military research and weapons programs. Documented -
vaguely - in funding requests and authorizations voted on by select
committees of the US Congress, the black budget is published with
omitted dollar amounts and blacked-out passages. It hides all sorts of
strange projects, not just from enemies, foreign and domestic, but from
the public and elected officials as well. Last year, for instance, it
was revealed that the National Reconnaissance Office had for several
years used the black budget to hide from Congress the cost and ownership
of a $300 million office building, even though the structure was
plainly visible from Route 28 west of Washington, DC.

Check: 'The Pentagon's Black Budget', was a 1990 book by reporter Tim Weiner. Now at The New York Times, Weiner covered the CIA's Aldrich Ames scandal
and won a Pulitzer Prize in 1988 for his exposé of black budget
programs for The Philadelphia Inquirer.
In 'Blank Check', Weiner argued that the black budget represented an
entire culture of deception - "the realm of nukes and spooks," he called
it.
Take a program such as element number 207248F. The program behind the
number was called STUDS, for "special tactical unit detachments." It is
hard to believe that any overtones of this acronym are other than
intentional.
In one year this program went from $885,000 to $20 million. Budget
readers know from the program number that STUDS is operational - not
just a research project but a working unit, that it is tactical (rather
than strategic), and that it is Air Force. President
Clinton issued a long-awaited executive order on secrecy reform. The order will declassify hundreds of
millions of pages of Cold War documents. Under the new policy, most
current secret documents will be automatically declassified after 25
years, and classification from now on will automatically expire after a
decade - approximately the same length of time that has passed since
government officials began drafting the new order.
There are loopholes, however, that will keep many sensitive documents
under lock and key, including those relating to the president and to
foreign government involvement. And it will be the unenviable task of
something called the Information Security Oversight Office to handle the
laborious duty of declassification.

"Investors benefit from
understanding the federal budget, credit policies and covert
intervention that drive markets -- often overriding
fundamental economics. How has the US governmental apparatus
become so powerful in the marketplace and what does it mean
to the health of our economy? How unstable is the mortgage
bubble and where are the opportunities for investors if the
bubble bursts? [THE BUBBLE DID BURST! AND OUR ECONOMY HASN'T RECOVERED FROM THAT YET!]
When I became Assistant Secretary of
Housing, I left Wall St. and went to Washington in 1989, and
I walked into the FHA, which at the time was a $300
billion portfolio of mortgage insurance, about 80% of that
was single family.
I
said, “How much are we making or losing in the single family
fund?”
And they said, “We’re losing $11 million a
day.”
...so I said,
“Well we have 10 regions and 80 field offices, where are we
making or losing money?”
And they said, “We don’t know
that.”
...they always need more
money, but they can’t account for where the money that they
have goes.
In fact, in 2001 we did an
estimate, and it turned out that 85% of the first Bush
administration budget [was] going to agencies that weren’t
in compliance with the audited financial statements rules
and reliable financial systems. ...there were reports of not only failure to
produced audited financial statements, but about $3.4
trillion of undocumentable adjustments. Very, very
significant. That works out to about $11,000 per American
resident.
Now, when people say to me “What is $3.3 trillion of
undocumentable adjustments?”, let me give you an example.
In
fiscal 2000, the Department of Defense had $2.3 trillion in
undocumentable adjustments.
OK now, there’s no way for us to
know how much of that translates into cash. Because $2.3
trillion is more than total taxes paid in a year by … say
tax payers in that year would have paid taxes of about $1.6
trillion. So, there’s no way to know if $2.3 trillion
translates into how much cash, or how much cash is
missing.
Now when the fellow came to see me, I thought he was crazy because what he was saying was
that the U.S. Treasury and the FHA were engaged in
significant securities fraud.
In other words, what he was
saying was that there was a significant amount of FHA &
Ginnie Mae (or FHA related) securities outstanding than was
shown in the financial statements.
What has been evidenced over the last 7 years, is that
there is a pattern that suggests there is very significant
financial fraud in the mortgage markets. We’ve had a complete implosion of internal
financial controls in the governmental apparatus. $3.3
trillion missing from government is a financial coup-d’etat.
You can keep a bubble going as long as you can finance it.
And my guess is, again very much credited to Bill Murphy,
what we’re watching is a securities operation both with the
Federal agencies, the mortgage agencies, and the U.S.
Treasury, which are financing a political economy.
The money
that comes in from those debt operations are being used for
other than their lawful purposes."
$40 TRILLION MISSING!
ANOTHER 2004 ARTICLE "For the past several decades, there have been an unbroken chain of
government scandals involving over-billing and multiple-invoicing
for items ranging from toilet seats to bombers. Inevitably the media
portray these scandals as unscrupulous corporations taking advantage
of an inept government bureaucracy.
Sadly these incidents are more pervasive
than media reporting indicates, and the truth is far more ominous
than mere government incompetence or corporate greed. When the
clandestine diversion of tax revenue was no longer sufficient to
satisfy the requirements [OF COVERT OPERATIONS], a second method was instituted. American
jobs were outsourced to other countries, thereby allowing the
government to repatriate nearly 100% of product and/or service
revenue through the foreign purchase of American government bonds.
Since the early 1960s, the American
citizenry have been the unwitting victims of government fraud,
perpetrated on a scale so vast that it staggers the imagination. When figured in 2004 dollars, the total amount exceeds 40 trillion
dollars.
"To understand how the Pentagon can lose track of
trillions, consider the case of one military accountant who tried to find
out what happened to a mere $300 million.
"We know it's gone. But we don't know what
they spent it on," said Jim Minnery, Defense Finance and
Accounting Service.
Minnery, a former Marine turned whistle-blower,
is risking his job by speaking out for the first time about the millions he
noticed were missing from one defense agency's balance sheets.
Minnery tried to follow the money trail, even
crisscrossing the country looking for records.
"The director looked at me and said 'Why do
you care about this stuff?' It took me aback, you know? My supervisor
asking me why I care about doing a good job," said Minnery.
He was reassigned and says officials then
covered up the problem by just writing it off.
"They have to cover it up," he said. "That's
where the corruption comes in. They have to cover up the fact that they
can't do the job."
The Pentagon's Inspector General "partially
substantiated" several of Minnery's allegations but could not prove
officials tried "to manipulate the financial statements."
Twenty years ago, Department of Defense Analyst Franklin C. Spinney
made headlines exposing what he calls the 'accounting games'."
SEPT. 10, 2005 <In the U.S. you only have 3 types of classification:
Confidential, Secret, and Top Secret. That's it. But this doesn't matter, since the true power of the classification
system is the famous 'need to know' policy. Just because you have a
Top Secret clearance doesn't mean you can gain access to all the
different Top Secret documents of the CIA, Army, Navy, and Air
Force.
However, this 3-tiered classification system is not enough to
protect some of the more sensitive information. Therefore additional
levels of compartmentalization have been created. After a very
intensive background check, someone with a Top Secret clearance
might obtain an additional Sensitive Compartmented Information
(SCI) clearance, under which information is buried that needs
to be restricted to even fewer individuals. This TS-SCI clearance
had been introduced mainly to stop some higher ranking officers from
looking into Top Secret filesthey don't have any business
with.
But even the TS-SCI clearance doesn't provide the secrecy
needed for some of the most sensitive projects. This is the reason
that Special Access Programs (SAP) are created all the
time. In this case only a predetermined list of authorized personnel
has access to the project and additional security measures can be
taken to keep outsiders away from it. Different congressional
committees are informed about these SAPs, but there is very
little time for questions.
Most SAPs start out as Unacknowledged Special Access
Programs (USAP), better known as
Black Projects. The F-117A
Nighthawk and the B-2 Spirit are examples of projects that started
out as Unacknowledged SAPs.
A DOD manual describes a USAP
as follows :
"Unacknowledged SAPs require
a significantly greater degree of protection than acknowledged
SAPs... A SAP with protective controls that ensures the
existence of the Program is not acknowledged, affirmed, or made
known to any person not authorized for such information. All
aspects (e.g., technical, operational, logistical, etc.) are
handled in an unacknowledged manner."
"Additional security requirements to
protect these special access programs can range from mere
upgrades of the collateral system’s requirements (such as
rosters specifying who is to have access to the information) to
entire facilities being equipped with added physical security
measures or elaborate and expensive cover, concealment,
deception, and operational security plans.">
Eisenhower created DARPA
(then simply Advanced Research Projects Agency - ARPA)
in 1958 "for the purpose of forming and executing
research and development projects to expand the
frontiers of technology and science, and able to reach
far beyond immediate military
requirements."
HOW MUCH MONEY DOES DARPA GET AND WHAT FOR? WE MAY NEVER KNOW.
DARPA is organized under the
Pentagon, which is organized under the Dept, of Defense, which is an
agency of the executive branch, which means the White House, which
refers to the President, where the buck stops.
“…the successful
development of technologies for rapid introduction of large DNA
vectors into human cell lines will enable the ability to engineer
much more complex functionalities into human cell lines than are
currently possible.”
DARPA plans to insert a 47th chromosome into human cell lines. That
chromosome will serve as a kind of platform that will make
subsequent delivery of new genetic information much easier.
New genetic information means alterations in the body, at the level
of DNA: Engineering humans.
DARPA will justify these experiments on the basis of improving
soldiers’ performance on the battlefield, their general health,
their capacity to recover from illness, injury, exhaustion.
They can
justify it any way they want to, but it adds up to the same thing.
“We will change you. We will make you better. And, ahem, uh, easier
to control.”
But this isn’t a debate about how a human could be made better or
what “better” should mean or who should decide. It’s an argument
that the whole program is a violation of the Constitution - because if
we don’t stand on that, we don’t stand on anything."
AND WE, THE AMERICAN TAXPAYERS, ARE PAYING FOR ALL THESE "BLACK PROGRAMS", THIS "BLACK BUDGET" IS COMING OUT OF OUR POCKETS. HOW MANY PROGRAMS? THAT'S CLASSIFIED...
