<<U.S. intelligence agencies traced a recent cyber intrusion into a sensitive infrastructure database to the Chinese government or military cyber warriors, according to U.S. officials.
The compromise of the U.S. Army Corps of Engineers’ National Inventory of Dams (NID) is raising new concerns that China is preparing to conduct a future cyber attack against the national electrical power grid, including the growing percentage of electricity produced by hydroelectric dams.
According to officials familiar with intelligence reports, the Corps of Engineers’ National Inventory of Dams was hacked by an unauthorized user believed to be from China, beginning in January and uncovered earlier this month.
The database contains sensitive information on vulnerabilities of every major dam in the United States. There are around 8,100 major dams across waterways in the United States.
“The U.S. Army Corps of Engineers is aware that access to the National Inventory of Dams (NID), to include sensitive fields of information not generally available to the public, was given to an unauthorized individual in January 2013 who was subsequently determined to not to have proper level of access for the information,” Pierce said in a statement.
“[U.S. Army Corps of Engineers] immediately revoked this user’s access to the database upon learning that the individual was not, in fact, authorized full access to the NID,” he said.
The database categorizes U.S. dams by the number of people that would be killed if a dam fails. They include “significant” and “high” hazard levels.
Michelle Van Cleave, the former National Counterintelligence Executive, a senior counterintelligence policymaker, said the database compromise highlights the danger posed by hackers who are targeting critical U.S. infrastructure for future attacks.
“In the wrong hands, the Army Corps of Engineers’ database could be a cyber attack roadmap for a hostile state or terrorist group to disrupt power grids or target dams in this country,” Van Cleave said in an email.
“You may ask yourself, why would anyone want to do that? You could ask the same question about why anyone would plant IEDs at the Boston Marathon.”
Van Cleave said the intrusion appears to be part of an effort to collect “vulnerability and targeting data” for future cyber or military attacks.
“Alarm bells should be going off because we have next to no national security emergency preparedness planning in place to deal with contingencies like that,” she said.>>

The Report Card found that 7 billion gallons of clean drinking water are lost each day because of leaking pipes.

More than a dozen years of drought have begun to extract a heavy toll from water supplies in the West, where a report released last week forecast dramatic cuts next year in releases between the two main reservoirs on the Colorado River, the primary source of water for tens of millions of people across seven western states.
After studying the problems facing the river for the past two years, the U.S. Bureau of Reclamation – the agency charged with managing water in the West – announced Friday that it would cut the amount of water released next year by Lake Powell in Arizona by 750,000 acre-feet, enough to supply about 1.5 million homes.
It marks the first reduction in water flows since the mid 1960s, when the lake was created by the construction of Glen Canyon Dam. "This is the worst 14-year drought period in the last hundred years," said Larry Wolkoviak, director of the bureau's Upper Colorado Region.

The move could trigger an "unprecedented water crisis within the next few years," the business coalition group Protect the Flows told USA Today, as reductions could have major ramifications for farmers and businesses downstream that depend on those flows, as well as on hydroelectric power generation.
At Lake Mead, water levels will lower by 8 feet as a result of the reduction, after the lake already has dropped by about 100 feet since the current drought began in 2000, the Wall Street Journal notes. That would bring water levels there – now about 1,105 feet – within striking range of 1,075 feet, considered the threshold for the U.S. Department of the Interior to declare a water shortage.
Drought, combined with overuse – some 70 percent of the river's capacity is siphoned away to water more than 3 million acres of farmland – already have produced some of the Colorado's lowest flows in more than 1,000 years, Udall told National Geographic.
"Something very, very unusual is going on," he added, noting that today's low water levels should be a "kick in the pants" to spur both short-term and long-term water planning for the region.

Relying on chlorine disinfection alone is a false guarantee that the water from your tap is safe to drink.
Chlorine treatment does not absolutely ensure that by the time our drinking water comes out of our home faucet it is free of unhealthy microorganisms.

And it has to do with the long-term health effects of chlorine and its disinfection by-products (DBPs).
What the studies have found is that chlorine itself is not the main problem; rather it has to do with what happens when the chlorine mixes with any type of organic matter in the water.
In the 1970s scientists discovered that when chlorine is added to water, it forms Trihalomethanes (THMs), one of which is chloroform. THMs increase the production of free radicals in the body and are highly carcinogenic (cancer causing).

According to the BreastCancerFund.org,“One common factor among women with breast cancer is that they all have 50 to 60 percent higher levels of these chlorination by-products (THMs) in their fat tissue than women without breast cancer . . .”
"Long-term drinking of chlorinated water appears to increase a person's risk of developing bladder cancer as much as 80 percent,” as documented in a study published in the Journal of the National Cancer Institute. Some 45,000 Americans are diagnosed every year with bladder cancer.
"The drinking of chlorinated water has finally been officially linked to an increased incidence of colon cancer. OTHER WAYS OUR WATER IS POLLUTED
Albuquerque, Fresno, and San Francisco are examples of cities that have water that is sufficiently contaminated so as to pose serious potential health risks to pregnant women, infants, children, the elderly, and people with compromised immune systems, according to Dr. David Ozonoff [http://www.nrdc.org/water/drinking/uscities/execsum.asp].
What we find in these waters are contaminants that occur with surprising regularity, regardless of location, such as chlorination by-products, lead, and coliform bacteria.
Other contaminants, such as Teflon and rocket fuel occur less frequently but pose major health concerns. If we include the fact that fluoride is actually poisonous we have water that is slowly killing some Americans and depressing the health of almost everyone who drinks and showers in it.
Water pollution by drugs is an emerging issue that is extremely important. Pharmaceuticals are now attracting attention as a whole new class of water pollutants.
At the recent American Chemical Society conference, Chris Metcalfe of Trent University in Ontario reported finding a vast array of drugs leaving Canadian sewage treatment plants. Padma Venkatraman, a postdoctoral fellow at Johns Hopkins concluded that antidepressants, anticonvulsants, anticancer drugs and antimicrobials are among the pharmaceuticals most likely to be found at "toxicologically significant levels" in the environment.
These drugs and many more are finding their way into public water systems because pharmaceutical industries, hospitals and other medical facilities as well as households dispose of unused medicines and even human excreta can contain incompletely metabolized medicines.
Millions of doses of prescription drugs that Americans swallow annually to combat cancer, pain, depression and other ailments do not disappear harmlessly into their digestive systems but instead make their way back into the environment where they may contaminate drinking water and pose a threat to life, according to researchers at John Hopkins medical center.>>

Two factors pose imminent threats to drinking water quality in America:
NATIONAL RESOURCES DEFENSE COUNCIL
First, we are relying on pipes that are, on average, a century old. The water systems in many cities -- including Atlanta, Boston, and Washington, D.C. -- were built toward the end of the 19th century. Not only is our water supply infrastructure breaking down at alarming rates (the nation suffered more than 200,000 water main ruptures in 2002), but old pipes can leach contaminants and breed bacteria in drinking water.
Second, regulatory and other actions by the Bush administration threaten the purity of American tap water. These actions include: weakening legislative protections for source waters, stalling on issuing new standards for contaminants, delaying the strengthening of existing standards, and cutting and even eliminating budgets for protective programs.
NRDC observed that while tap water can contain a vast array of contaminants, a handful of particularly harmful contaminants surfaced repeatedly in our study. They include:
1~ lead, which enters drinking water supplies from the corrosion of pipes or faucets and can cause permanent brain damage and decreased intelligence in infants and children.
2~ pathogens (germs) such as coliform bacteria or Cryptosporidium, a microscopic disease-carrying protozoan that presents health concerns, especially to individuals with weakened immune systems including HIV/AIDS patients, the elderly, children, and people who have undergone organ transplants or cancer chemotherapy or who have certain chronic diseases.
3~ by-products of the chlorination process such as trihalomethanes and haloacetic acids, which may cause cancer and, potentially, reproductive problems and miscarriage.
4~ several other carcinogens and other toxic chemicals, including arsenic (which is naturally occurring or derives from mining and industrial processes), radioactive radon, the pesticide atrazine (affecting the water of more than 1 million Americans), and perchlorate from rocket fuel (present in the water supplies of more than 20 million Americans).
In recent years, Atlanta, Baltimore, and Washington, D.C., issued boil-water alerts as a result of problems including spikes in turbidity (cloudiness, which may indicate the presence of disease-causing pathogens) or other potential microbial problems.
And in Washington, D.C., levels of cancer-causing trihalomethanes -- which potentially cause cancer, birth defects, and miscarriages -- peaked at more than double the EPA standard.
Citizens have a right to know whether their drinking water is safe, as mandated in the 1996 amendments to the Safe Drinking Water Act.
This law required water suppliers to notify the public of dangers in tap water and inform people about the overall health of their watershed. Instead, in many cases, right-to-know reports have become propaganda for water suppliers, and the enormous promise of right-to-know reports has not been achieved.
The quality of the right-to-know reports reviewed in NRDC's study varied: some were successful tools for consumer education; some appeared to be less than direct, including Newark's, Fresno's, and Phoenix's, which buried, obscured, and even omitted findings about health effects of contaminants in city water supplies, printed misleading statements, and violated a number of right-to-know requirements.
Problems NRDC observed in right-to-know reports included:
1~ false, unqualified, misleading, or unsubstantiated claims
For example, the cover pages of the 1999, 2000, and 2001 Washington, D.C., right-to- know reports included prominent and unqualified statements of safety: "Your Drinking Water Is Safe!" -- even though the city had levels of chlorination byproducts, lead, bacteria, and other pollutants measuring above health goals, and even though the city water supply suffered an unexplained spike in cyanide that was the highest recorded in this study.
2~ errors and violations of EPA right-to-know requirements
EPA rules require the reports to reveal known sources of pollutants in city water, such as factories or Superfund sites. None of the 19 cities surveyed named specific polluters in the right-to-know reports.
3~ incorrect, misleading, or buried information or data
For example, Newark's report buried the health warning and detailed information on the city's failure to meet EPA's action level for lead, which poses risks, especially to infants and young children.
4~ failure to include information on health effects
Nearly all cities surveyed failed to provide information on the health effects of some contaminants found at levels below EPA standards but above EPA health goals.
5~ failure to translate reports into other languages spoken in communities
Fewer than half the cities surveyed offered any kind of translation of right-to-know reports
Source water -- the bodies of water from which a city draws its drinking water -- varies in origin. Most cities get their water primarily from above-ground supplies, such as lakes and rivers; a few cities like Albuquerque and Fresno get their water primarily from groundwater -- that is, underground aquifers tapped by city wells. Source waters are most frequently contaminated by:
~municipal sewage
~polluted runoff from storm water or snow melt in urban and suburban areas
~pesticides and fertilizers from agricultural fields
~animal waste from feedlots and farms
~industrial pollution from factories
~mining waste
~hazardous waste sites
~spills and leaks of petroleum products and industrial chemicals
~"natural" contamination such as arsenic or radon that occurs in water as a result of leaching or release of the contaminant from rock
There seemed to be a targeted assault on the nation's water protection laws waged by the Bush administration, and our tap water quality will be worse for it UNLESS OBAMA REVERSES EVERYTHING BUSH2'S REGIME DID TO MAKE OUR ECOSYSTEM TOXIC TO HUMAN LIFE.
The INTENTIONAL things the Bush administration implemented is STILL endangering the health of our nation's tap water by its rescinding some past legislations such as:
1~ rolling back existing water protection laws, including
dismantling the Clean Water Act by proposing to slash protections for headwater streams and wetlands, cutting programs for polluted waters, and weakening restrictions on livestock waste.
2~ lifting the ban on mountaintop removal mining.
3~ relaxing sewage treatment requirements after rain and snow.
4~ exempting polluting industry from paying for Superfund cleanup
undermining drinking water standards.
5~ halting mandated progress on new standards, such as those for Cryptosporidium, total trihalomethanes, haloacetic acids, radon, perchlorate, groundwater pathogens, as well as standards to control threats to distribution systems.
6~ failing, as previously mandated, to strengthen existing standards for bacteria, lead, chromium, atrazine, triazines, certain pesticides, fluoride, and other chemicals where improved public health protection is feasible.
7~ slashing funding for water quality protection programs, including
the Clean Water Act State Revolving Fund, cut by $500 million (36 percent)
the Safe Drinking Water Act Revolving Fund, which received $150 million less than Congress authorized and does not meet current needs.
8~ eliminating water pollution projects, reduced from $459 million to $98 million
9~ canceling the Superfund "polluter pays" program, causing serious budget shortfalls, slowing or stopping cleanups, and requiring $1.1 billion to be paid by taxpayers that would otherwise have been paid by polluters.
10~ reducing the Land and Water Conservation Fund, reducing federal land acquisition by more than 50 percent.
IT TRULY WAS AN ALL-OUT ASSAULT ON AMERICAN CITIZENS BY WAY OF BOWING TO MEGA-CORPORATIONS WHO HAVE LONG BEEN KNOWN TO WILLFULLY AND KNOWINGLY POLLUTE OUR ENTIRE WATER SUPPLY FOR OVER A CENTURY!

The study was published in the May 2001 issue of the journal Epidemiology. "From a public health perspective, source water protection is a main concern. Sources of nitrate which can impact water supplies include fertilizers, human waste, and animal waste," Weyer said. "All of us, rural and urban residents alike, need to be more aware of how what we do as individuals can impact our water sources and, potentially, our health."
