The commissioner noted that a piece of rope intertwined with the part looks like a broken pulley that may have come down from the roof of the Islamic community center.
Kelly also said that there were no marks on either of the buildings that would suggest the large piece had been lowered from above.
But there are also no marks to suggest it was wedged in the small space at a high speed from either plane that hit the World Trade Center.
"The odds of it entering that space at exactly that angle that would permit it to squeeze in there ... it had to come in at almost precisely the right angle," a police spokesman told The New York Times. Investigators are considering the possibility that it was deliberately stuck in the spot, CNN reports.
The New York Police Department has declared the alley, between the mosque site and a luxury loft rental building, a crime scene where nothing may be disturbed until the medical examiner's office completes its work. It's unclear how long that may take, the chief medical examiner's spokeswoman, Ellen Borakove said.
The piece of wreckage was discovered Wednesday by surveyors inspecting the planned Islamic community center, known as Park51, on behalf of the building's owner, police said.

For this to have been discovered 11 years after the terrorist attacks on September 11 when two Boeing 767s, American Airlines Flight 11 and United Airlines Flight 175, crashed into the World Trade Center Twin Towers around 9:00am seems surreal.
The current building that stands at the location is from the 1850s. It had been previously owned by Burlington Coat Factory before it was damaged in the September 11 attacks.
The developer plans to construct a 13-story, 4,000-square-foot center with a 500-seat auditorium, theater, performing arts a fitness center and swimming pool among the amenities. Construction costs have been estimated to top $100 million.
The prayer space for the Muslim community would accommodate 1,000–2,000 people.
But the plans sparked outrage from the families of 9/11 victims and the developer has since pared down the development.
In September 2011, the renovated building was opened to the public. The space remains under renovation.
The space now features a prayer center and space for artistic events and lectures but not the ambitious fitness and recreation center the developer had hoped to rival the 92 Street Y, on the Upper East Side.
The number found imprinted on this piece - BOEING CSTG 65B84045 - is a casting number so it isn't specific to one particular plane, Alan Lery of Turbo Resources International, Inc., an Arizona aircraft parts reseller, stated.
'Sometimes the airlines track every single part number that comes with the plane, but not likely this", he said.
Chuck Horning of Embry-Riddle Aviation University in Florida, also told reporters that the number cannot be traced.
'I would think that it will be difficult to determine specifically which aircraft the assembly came from,' Horning said.
'Being that both aircraft [in the World Trade Center attacks] were B767-200, they both likely had components with the same casting number,' he added.
"It is unclear which of the two planes the new-found part belonged to, as both were Boeing aircrafts."

HOWEVER, Alan Buck , Managing Director, DAX International Ltd., Tewkesbury, UK, posted to the comments at the Daily Mail : "I have been involved in supplying components to the aerospace business for over 40 years. There are 2 aspects of this industry that have been constant throughout this period. They are QUALITY and FULL TRACEABILITY of product. I would be astonished if this Landing Gear or any of its component parts were not traceable."

A 10,000 pound elevator motor was also taken from the ruins and has become part of another exhibit at the 9/11 Memorial at Ground Zero.
Small artifacts, like countless cell phones and even tinier human remains continue to be uncovered.
About 60 truckloads of debris that could contain tiny fragments of bone or tissue were unearthed by construction crews that have been working on the new World Trade Center in recent years.
Many Americans were outraged when more than 1.6 million tons of materials were moved from Ground Zero to the Fresh Kills landfill on Staten Island immediately after the towers' collapse, amidst charges by some that such a thing was a "cover-up" and intentional destruction of evidence.
Family members of some victims later sued, saying the debris could contain human remains. The lawsuit was dismissed by the U.S. Supreme Court in 2008.
New sifting efforts this month, the first since 2010, have so far uncovered at least 6 potential human remains from debris transported to a park atop the Staten Island landfill.

Some degree of closure came for dozens of families as 34 new positive identifications of victims have been found since 2006. Ninety-nine percent of the drivers were extremely 'driven' to do their jobs. But there were big concerns, because the loads consisted of highly sensitive material. One driver, for example, took an extended lunch break of an hour and a half. There was nothing criminal about that, but he was dismissed.
