"We're willing to exchange information with the moderate Arab nations, including intelligence, in order to deal with Iran. We're willing to share information if the need arises. There are many shared interests between us and Saudi Arabia,” said Gen. Gadi Eizenkot.

Elaph has been open to Israeli officials for several years, including interviews with generals, foreign ministry officials, and cabinet members. Still, no chief of staff of the army had ever spoken to them—and thus directly addressed Saudi readers. 

This event is a step forward in Israeli/Saudi relations, and the public discussion of intelligence sharing (which may be taking place in secret) is also an important step. The tone of Saudi official comments on Israel has certainly changed. Once upon a time Israel was the “Zionist entity” whose name was not even spoken. Now, the Saudi news station Al Arabiya handles Israel straightforwardly: for example, on November 15 it carried a Reuters story about Israel’s offer of help to earthquake victims in Iran."

In a historic first and possible nod to Israel, two top officials from Saudi Arabia – both former government ministers – visited a synagogue in Paris this week, The Jerusalem Post has learned.

The officials were Secretary General of the Muslim World League Dr. Muhammad Abdul-Kareem al-Issa, a former Saudi justice minister, and Khalid bin Mohammed Al Angari, a former Saudi education minister who currently serves as Riyadh’s ambassador to France.

Needless to say, neither man would conceivably have made this visit without official approval from Riyadh.

The Trump administration was counting on Saudi and pan-Arab desire to help the Palestinians and help the “peace process” to overcome Arab desires to avoid political danger, but that was an over-estimation of the degree of Arab official concern about the Palestinians. Arab regimes do care about the Palestinians, but they care about themselves and their own political health far more."

"Mystery Shocks at North Korea's Sacred Volcano Trigger Eruption Fears After Nuclear Test"

"Beijing reportedly closed the site over fears that underground detonations by the North Koreans at a facility near Punggye-ri could lead to rockslides and even trigger an eruption of the active volcano Mount Paektu, which is sacred to North Korea and located right on the border between the two countries.

The notices from Chinese authorities, restricting access to the Changbaishan National Nature Reserve, were posted on China’s state-regulated analog to Twitter Weibo, South Korea’s Donga Ilbo newspaper reported Thursday. It covers a radius of around 70 miles from the Punggye-ri test site.

Besides radioactive risks—which could be contained inside the test facility—the shock of a large blast could disturb mountains in the Changbai range, including Paektu, an active volcano that last erupted in 1903.

A new article in scientific journal 'Nature’s Scientific Reports' states that "an underground nuclear explosion test near an active volcano constitutes a direct threat."

It could "disturb the magma chamber of a volcano, thus accelerating the volcanic activity," scientists argue.

For an individual nuclear detonation to do serious damage to the volcano, previous research shows, the blast would need to be at least 100 kilotons, which the explosion earlier this month was estimated to be."

Professor Hong Tae-kyung at Yonsei University, department of earth system science in Seoul states that " The amount of volcanic ash from the most violent eruption nearly 1,000 year ago was enough to cover the entire the Korean peninsula to a height of 1.2 meters," he said, citing scientific studies.

"Baekdu’s caldera contains nearly two billion tons of water. If it evaporates into the air all of a sudden mixed with volcanic ash of a major eruption, it would be blown to the east and consequently engulf Vladivostok in Russia and Hokkaido in northern Japan."The main point is that if Baekdu Mountain erupts, the damage will be much more severe than any other eruptions in the world."

The caldera was formed by the VEI 7 "Millennium" or "Tianchi" eruption of 946 AD, which erupted about 100–120 km3 of tephra (fragmental material produced by a volcanic eruption).
This was one of the largest and most violent eruptions in the last 5,000 years (alongside the Hatepe eruption of Lake Taupo at around 180 AD and the 1815 eruption of Tambora).

HOW BIG WAS THE LAST EXPLOSION? IT SENT VOLCANIC MATERIAL SAILING ALL THE WAY TO GREENLAND. 
Mount Paektu has had at least two ignimbrite-forming eruptions in the past 5000 years. The tephra from the later eruption has been found in Greenland.
After these major eruptions, Mount Paektu had at least 3 smaller eruptions, which occurred in 1668, 1702, and 1903, likely forming the Baguamiao ignimbrite, the Wuhaojie fine pumice and the Liuhaojie tuff ring. 

In 2014, the Government of North Korea invited volcanologists James Hammond of Imperial College, London and Clive Oppenheimer of the University of Cambridge to study the mountain for recent volcanic activity. Their work is expected to last for "two or three years".

Mitsuko Sonoda, who voluntarily left her village with her husband and their 10-year-old son days after three reactors at the Fukushima Daiichi nuclear power plant went into meltdown, will tell the UN human rights council that evacuees face financial hardship and are being forced to return to neighborhoods they believe are still unsafe almost seven years after the disaster.

“We feel abandoned by the Japanese government and society,” Sonoda, who will speak at the council’s pre-session review of Japan on Thursday, told the Guardian.

While 1 mSv per year remains the government’s long-term target, it is encouraging people to return to areas where radiation levels are above 20 mSv a year, an annual exposure limit that, internationally, applies to nuclear power plant workers.

“Why should people, especially women and children, have to live in places where the radiation level is 20 times the international limit?” Sonoda said. “The government hasn’t given us an answer.”

“People should be allowed to choose whether or not to go back to their old homes, and be given the financial means to make that choice,” said Kendra Ulrich, senior global energy campaigner for Greenpeace Japan.

“If they are being put under economic pressure to return, then they are not in a position to make an informed decision. This UN session is about pressuring the Japanese government to do the right thing.”

In Iitate village, where the evacuation order was lifted this March, much of the surrounding forests remain highly radioactive, although homes, schools and other public buildings have been declared safe as part of an unprecedented decontamination effort.

“You could call places like Iitate an open-air prison,” said Ulrich. “The impact on people’s quality of life will be severe if they move back. Their lives are embedded in forests, yet the environment means they will not be allowed to enter them.
Forests are impossible to decontaminate.”

After months of moving around, Sonoda and her family settled in Kyoto for two years, where local authorities provided them with a rent-free apartment. They have been living in her husband’s native England for the past four years.

Concern over food safety and internal radiation exposure convinced her that she could never return to Fukushima, aside from making short visits to see relatives. “It’s really sad, because my village is such a beautiful place,” she said. “We had a house and had planned to retire there.”

“Stopping housing support earlier this year was an act of cruelty,” Sonoda said. “Some of my friends had to go back to Fukushima even though they didn’t want to.”

The evacuations have forced families to live apart, while parents struggle to earn enough money to fund their new accommodation and keep up mortgage payments on their abandoned homes.

An estimated 27,000 evacuees who, like Sonoda, were living outside the mandatory evacuation zone when the meltdown occurred, had their housing assistance withdrawn this March, forcing some to consider returning to their former homes despite concerns over radiation levels.

In addition, as the government attempts to rebuild the Fukushima region by reopening decontaminated neighborhoods that were once no-go areas, tens of thousands of evacuees who were ordered to leave will lose compensation payments and housing assistance in March next year.

The denial of financial aid has left many evacuees facing a near-impossible choice: move back to homes they fear are unsafe, or face more financial hardship as they struggle to build lives elsewhere without state help.

Greenpeace Japan, which is assisting Sonoda, hopes her testimony will be the first step in building international pressure on Japan’s government to continue offering financial help to evacuees and to reconsider its resettlement plan.

Earlier this week, a court in Fukushima prefecture ordered the Japanese government and the TEPCO nuclear operator to pay out about 500 million yen ($4.44 million) in compensation – less than $1,200 per claimant.

The class-action suit was filed by about 3,800 people, the largest group among about 30 similar lawsuits involving 12,000 people pending across the country.

BOTH OWNER AND GOVERNMENT FOUND GUILTY.

The operator (TEPCO) was found guilty of failing to adopt the necessary safety measures despite knowing of potentially devastating consequences in case of a massive tsunami as early as 2002. The government, the court said, failed to supervise the operator prior to the disaster.

The court in Fukushima said the government had failed to order Tepco to improve safety measures, despite being aware almost a decade earlier that Japan’s north-east coast, where the plant is located, was at risk of a powerful tsunami.

The plaintiffs based their claim on a 2002 report in which government experts estimated there was a one in five chance of a magnitude 8 earthquake occurring and triggering a tsunami of up to 15.7 metres in height within the next 30 years.

The court upheld the plaintiffs’ claims that the meltdown could have been prevented if the ministry responsible for Japan’s nuclear power industry had ordered Tepco to move emergency diesel generators from the plant’s basement to higher ground and make the reactor buildings watertight.

The ruling by the Fukushima district court follows an earlier decision that also found the government accountable for the disaster, in which large quantities of radiation was released and tens of thousands of people were forced to flee their homes.

The class action lawsuit, involving 3,800 plaintiffs, is the largest of about 30 similar cases filed by 12,000 Fukushima residents who say their lives were adversely affected by the triple meltdown and its aftermath.

In March, a court ruled for the first time that negligence by the state contributed to the events at Fukushima Daiichi, the world’s worst nuclear accident...

The court rejected a demand for monthly compensation of 55,000 yen until radiation at the plaintiffs’ homes has fallen to pre-disaster levels.

"The advent of the second Abe Shinzō cabinet has rekindled the bitter controversy over official visits to Yasukuni Shrine, where war criminals are honored alongside Japan’s other war dead. Diplomatic historian Higurashi Yoshinobu sheds light on the process that culminated in the secret enshrinement of Class A war criminals in 1978.

World War II war criminals are people who were tried and convicted by any of the international military tribunals held by the Allies after the war to prosecute war crimes. In order to facilitate prosecution of those deemed responsible for the war and the atrocities associated with it, the Allied powers established three broad categories of war crime.

The first category was “crimes against peace” (Class A), defined as the “planning, preparation, initiation, or waging of wars of aggression,” or conspiracy to those ends. Although wars of aggression had been regarded as violations of international law prior to World War II, they had not been treated as criminal’s offenses for which individuals could be tried and punished. For this reason, the tribunals have been criticized for convicting and punishing people under ex post facto laws—statutes enacted only after the offense has taken place.

The second category (Class B) corresponded to conventional crimes of war, including the mistreatment of prisoners, murder of civilians in occupied territory, and wanton destruction of cities. All of these had been punishable under international law since before World War II.

The third category (Class C) was “crimes against humanity.” This covered widespread or systematic persecution and atrocities carried out against a group of people. This category was established by the Allies toward the end of World War II—again, ex post facto—to cover Nazi crimes carried out against German Jews and others in the lead-up to the war. As atrocities committed by a state against its own citizens, these crimes were not encompassed in the traditional definition of war crimes covered by Class B.

Notwithstanding the hierarchical nuance of “class,” (kyū in Japanese), the categorization does not necessarily refer to the severity of the crime. Class A war crimes are not by definition worse or more serious than Class B or C crimes. However, Class A war criminals have drawn much more much attention than Class B or C criminals in Japan, primarily because of their high rank and the manner in which they were tried.

The ultimate source of this ongoing conflict was the enshrinement of Class A war criminals in 1978. And the enshrinement of this group cannot be attributed simply to religious or filial impulses. In fact, it was a blatantly ideological and political act driven by an urge to justify and legitimize a highly controversial chapter in Japanese history."

"Agents report the 3-month-old girl was rescued along with a 5-year-old girl from a home in Denver after a friend of the children’s family offered an undercover officer sex with the two young girls in exchange for $600.

The FBI is working with Child Protective Services to conduct a forensic interview and secure safe placement of the children, the report states. The subject was placed under arrest.

The youngest victim recovered during this year’s operation was 3-months-old, and the average age of victims recovered during the operation was 15-years-old, the release states.

“That’s the most we have ever arrested in the history of the sheriff’s office,” Sheriff Grady Judd said. “Operation No Tricks, No Treats” started last Tuesday, October 10 and ran through Monday, October 16.

Some of the suspects arrested in the undercover operation are doctors and pharmacists, former and current law enforcement officers, a lawyer, two men who traveled to have sex with minors and two sex offenders.

Demand for live streaming of child sex abuse is a growing problem in the Mekong region, the United Nations said in August, as it pointed to a shift in child sex webcam centers from the Philippines to Thailand.

In 2016, the U.N. children’s agency said poor families in the Philippines were pushing their children into performing live sex online for pedophiles around the world, in a form of child slavery.

In a seven-day check on Bangkok, more than 3,600 individual internet addresses had been identified sharing child exploitation material.

More than 3,000 cyber-enabled sexual crimes were committed in England and Wales against children in past year

The internet was used to commit an average of eight sexual crimes against children each day in the past year, including rapes, grooming and live streaming of abuse, new figures obtained by the NSPCC reveal. The data reveals that in England and Wales during 2015-16 more than 3,000 sexual crimes were committed against children in which the internet was used as a gateway to access or abuse them. These included more than 100 rapes. 

Most victims of the offences reported to police were 13 years old (535 individuals) but 272 children aged under 10 and a one-year-old baby were involved in the crimes that took place.

Of the 44 police forces in England and Wales, 38 responded to the freedom of information request for figures on how many cyber-enabled sexual crimes had been committed against children. The forces that responded recorded 3,186 sex crimes against children in which the internet had played a part.

The figures were revealed on Tuesday in the NSPCC’s annual 'How Safe Are Our Children?' report.

Online sexual abuse is real. Every child is at risk.

When children go online, they are opening the door to a world of predators, not all adults – young people themselves under the age of 18 are abusers, too. And they are doing so with little understanding of the dangers and with little information.

“You would never send a child to the park on their own with no advice. You would never let them cross the road with no advice. We warn them about strangers. But the internet? Smartphones? We just let them do it,” says Dan, an officer with the Met Police Predatory Offenders Unit.

The problem, the police emphasise, is not with the internet or smartphones, but with human behaviour.

Thus far, all efforts to deal with the problem of online abuse have been centered on controlling access to the internet, through limiting use of smartphones or through parental controls.

That is clearly not working.
So what should we be doing? We can’t simply put tech back in its box.
Of course, we need to educate children about the dangers and trust them to make the right decisions. But, tragically, sometimes even that will not be enough, as Lorin LaFave – mother to a son who was groomed online and killed – knows to her cost.

At least 500 people are believed to have been killed or seriously injured in Mogadishu, the capital of Somalia, in one of the most lethal terrorist acts anywhere in the world for many years.

The death toll from Saturday’s attack, which involved a truck packed with several hundred kilograms of military-grade and homemade explosives, stood at 239 on Sunday but is expected to rise as more bodies are dug from the rubble spread over an area hundreds of metres wide in the centre of the city. At least 300 people were injured, according to local reports.

Rescue workers on the ground said it would be difficult to establish a definitive death toll because the intense heat generated by the blast meant the remains of many people would never be found.

The bomb, which is thought to have targeted Somalia’s foreign ministry, was concealed in a truck and exploded near a hotel on a busy street, demolishing the building and several others.

The death toll stands at 40 today. Some 300 people remained unaccounted for, though officials thought they would locate most alive. Most of the deceased were believed to have died late on 8 October or early on 9 October, when the fires exploded in the dead of night. Most victims were elderly, though they ranged in age from 14 to 100.  

At least 5,700 homes and businesses had been destroyed, making the fires the deadliest and most destructive in state history. 

“It’s a horror that no one could have imagined,” Governor Jerry Brown said

The Baghdad central government has taken a series of steps to isolate the autonomous Kurdish region since its vote for independence, including banning international flights.
Iran meanwhile shut its border crossings with Iraq’s Kurdistan in support of measures taken by the Iraqi government to isolate the Kurdish region, the Iraqi foreign ministry said.
The Iraqi government in a statement accused the Kurdistan Regional Government (KRG) of bringing fighters from Turkey’s separatist Kurdistan Workers Party (PKK) to Kirkuk, describing the move as a “declaration of war”.
The city of Kirkuk, the airbase and their immediate surroundings, including the oilfields, are under Kurdish control.
Kurdish authorities said on Friday they had sent thousands more troops to Kirkuk to confront Iraqi “threats.” Iraqi Prime Minister Haider al-Abadi has repeatedly denied any plans to attack the Kurds.
The United States has taken the side of the Iraqi government in refusing to recognize the validity of the referendum.

MEANWHILE, U.S.Treasury yields were lower on Friday after muted underlying U.S. inflation data offset higher gasoline prices and strong retail sales while the U.S. dollar regained ground but was set for its worst week in five.
U.S. consumer prices recorded their biggest increase in eight months in September as gasoline prices soared in the wake of hurricane-related refinery disruptions, but underlying inflation remained muted.

European shares rose to their highest in nearly four months, helped by corporate earnings updates.

U.S. WILL BE HIT BY EMP ATTACK:ONLY A QUESTION OF WHEN

Comprehensive threat assessment and scenario planning for EMP attacks remain underdeveloped. This inaction is in the face of warnings, such as the one in the 2006 Quadrennial Defense Review (QDR) which stated clearly that the "expanded reli­ance on sophisticated electronic technologies by the United States, its allies and partners increases their vulnerability to the destructive effects of electro­magnetic pulse (EMP)."

Yet, the Department of Defense has not implemented the QDR's proposed EMP Action Plan.
Even the National Infrastructure Protection Plan (NIPP), the plan dedicated to ensuring that U.S. critical infrastructure is protected from terrorist attack, does not directly address the EMP threat.

The U.S. MUST incorporate EMP Attacks into national plan­ning scenarios, develop a national recovery plan, and harden the grid NOW.

ATTACK BY ELECTROMAGNETIC PULSE...E.M.P.  
Americans remain gravely ill prepared for an EMP attack. In fact, the average U.S. city has only three days worth of food and health care provi­sions. Most Americans do not have enough bat­teries to keep flashlights working for any period of time, much less generator capabilities.
And many of the country's most vulnerable citizens rely on the electricity grid for medical equipment, such as dial­ysis machines.

Even standard medication will be difficult or impossible to come by if EMP disables pharmacies and transportation networks.

Food would rot, health care would be reduced to its most rudimen­tary level, communication abilities would be limited and there would eventually not be any transporta­tion from lack of fuel. Rule of law would become impossible to sustain; police departments would be overwhelmed.

There is a HUGE difference between power blackouts and the aftermath of an EMP attack.
We've seen the reults of long-term power outages after hurricanes and other natural disasters.

In an EMP attack, however, the damage to power lines, 'supervisory control and data acqui­sition' (SCADA) control systems (for utility systems infrastructure), and commercial computers would very likely be permanent due to fused power lines and lost data-which would require replacing the entire electric system in the affected area.

If a nuclear warhead is detonated by a satellite in orbit, there is a strong potential for substantial damage to U.S. and other satellites as well as any spacecraft in use at the time of the explosion.

The military applications of such satellites are critical for defense systems that rely on GPS guidance, such as ballistic missiles and many conventional military strike weapons. The adverse impact on U.S. space-based communications, early-warning assets, fire-control systems, overhead sen­sors and imagery, and geospatial intelligence would be substantial as well.

The U.S. cannot, MUST NOT continue to ignore the EMP threat.
While some progress has been made in hard­ening potential U.S. targets against attack, including critical military and government systems, the vast majority of electrical systems are unshielded and unprotected, especially in the civilian sector.
If properly shielded, electrical devices and systems can generally survive even the strongest EMPs

WITHOUT THE GRID, THERE WILL EVENTUALLY BE NO WAY TO FLUSH A TOILET, PICK UP GARBAGE, PREPARE A MEAL THE 'USUAL WAY'.

PIPELINES WILL BE SHUT DOWN, PROPANE DELIVERIES WILL BE SEVERELY AFFECTED.
HOW LONG COAL AND SUCH FUELS WILL BE AVAILABLE DEPENDS ON HOW MANY WILL TURN TO THOSE RESOURCES.
SHOULD AN EMP ATTACK COME IN WINTER, MANY WILL REQUIRE SUCH PRODUCTS TO STAY WARM AND COOK MEALS.

"The emergency systems are only designed to run long enough to get the power plants back onto a functioning grid. Once the diesel fuel runs out ( no power grid = no oil refineries), the plants will one by one, self destruct."

FOR ANY HOSPITAL THAT DEPENDS ON THE CURRENT ELECTRIC POWER GRID, OR WOULD DEPEND ON GAS OR DIESEL FUEL FOR GENERATORS, ONCE THE GRID IS GONE,  THERE WILL BE NO WAY TO PERFORM SURGERIES AND KEEP A PATIENT ON A RESUSCITATOR OR HEART-BYPASS MACHINE.
THOSE WHO NEED SUCH DEVICES TO LIVE WILL NOT LIVE UNLESS A HOSPITAL CAN UTILIZE SOLAR OR OTHER ALTERNATIVE ENERGY TO POWER  EVERYTHING.

The International Electrotechnical Commission defines three components associated with a nuclear electromagnetic pulse: E1, E2, and E3.

The E1 pulse is brief, intense, and very quick (traveling at over 90% of the speed of light), and can take out computers and telecommunications equipment owing to its ability to exceed voltage limitations.

The E2 element is intermediate in duration, lasting from a microsecond to a second after the initiation of the EMP, and is similar in its effects to lightning. As such, the grid is generally shielded against E2.

By contrast, the E3 pulse is much slower, a result of the nuclear explosion affecting the earth’s magnetic field, and is very similar to the effects of an intense solar storm.

The E3 effect of a nuclear blast or severe solar storm would be to create massive currents on power lines, which could then destroy electrical transformers and potentially impact power plants as well.

Older, vacuum tube (valve) based equipment is generally much less vulnerable to nuclear EMP than solid state equipment, which is much more susceptible to damage by large but brief voltage and current surges.
One curious facet of an EMP event is that we wouldn’t even feel it pass through our bodies.
The EMP would pass unnoticed through us, even as it fried the iPhones and Galaxies in our pockets, knocked out our telecommunications system, rendered our cars and computers without the ability to function, and took out our power grid.

We would have little idea of the long-term effects awaiting us because there would be no communication as in the past. No easy long distance mobility. Nothing that our highly evolved, sophisticated, and electronic society relies on would be available to all, or even to the majority of Americans.

AS ONE FAIRLY GOOD ARTICLE PUT IT BACK IN 2013:
OUR E.M.P. VULNERABILITY INVITES DISASTER "According to a blue-ribbon commission empaneled by Congress in the last decade to evaluate this EMP threat, the effect of such an attack – perhaps delivered by a relatively short-range ballistic missile launched from a ship off a U.S. coast – would be “catastrophic.” That is because, at present, our grid has not been “hardened” to withstand such electromagnetic pulses.

As a result, the EMP Threat Commission found that our bulk power system and particularly its key components – notably, roughly 1,000 large and smaller transformers that are its backbone – would be damaged or destroyed. This would cause power outages that would be widespread, protracted and result in the rapid and enduring collapse of all other critical infrastructures (food, water, medical, telecommunications, transportation, finance, etc.)

The Commission’s chairman, Dr. William Graham, put a fine point on the magnitude of the catastrophe. He estimated that within a year of such a take-down of our grid, nine-out-of-ten Americans would be dead.

To make matters worse, as Michael Del Rosso, the former chairman of the Institute of Electrical and Electronics Engineers’ Critical Infrastructure Protection Committee, added – even if no hostile power responds catastrophically to our vulnerability to EMP, a similar level of devastation can be caused by natural phenomena.
Specifically, intense solar flaring of the kind currently occurring could, according to an estimate by Lloyds of London, leave up to 40 million Americans without power for as long as two years.

That such a sun-induced occurrence will afflict our planet is not merely a hypothetical possibility. It is a matter of when, not if. In fact, the earth’s orbit recently missed by one week intersecting with the devastating geomagnetic disturbances caused by a powerful coronal mass ejection.

So great is our vulnerability and so high are the stakes if it is not promptly mitigated that an informal EMP Coalition has just been established to raise awareness and campaign for corrective action.

Its bipartisan honorary co-chairs are former House Speaker Newt Gingrich and former Director of Central Intelligence R. James Woolsey. "An EMP attack does not require an accurate guidance system because the area of effect, having a radius of hundreds or thousands of kilometers, is so large. No reentry vehicle is needed because the warhead is detonated at high-altitude, above the atmosphere.
Missile reliability matters little because only one missile has to work to make an EMP attack.

North Korea could make an EMP attack against the United States by launching a short-range missile off a freighter or submarine or by lofting a warhead to 30 kilometers burst height by balloon. While such lower-altitude EMP attacks would not cover the whole US mainland, as would an attack at higher-altitude (300 kilometers), even a balloon-lofted warhead detonated at 30 kilometers altitude could blackout the Eastern Grid that supports most of the population and generates 75 percent of US electricity.
A STRIKE BY SATELLITE WOULD AFFECT AN AREA THOUSANDS OF MILES WIDE.
Moreover, an EMP attack could be made by a North Korean satellite. The design of an EMP or even a super-EMP weapon could be relatively small and lightweight, resembling the US W-79 Enhanced Radiation Warhead nuclear artillery shell of the 1980s, designed in the 1950s. Such a device could fit inside North Korea’s Kwangmyongsong-3 (KMS-3) and Kwangmyongsong-4 (KMS-4) satellites that presently orbit the Earth. The south polar trajectory of KMS-3 and KMS-4 evades US Ballistic Missile Early Warning Radars and National Missile Defenses, resembling a Russian secret weapon developed during the Cold War, called the Fractional Orbital Bombardment System (FOBS) that would have used a nuclear-armed satellite to make a surprise EMP attack on the United States.

The high-altitude EMP (HEMP) threat of interest requires exo-atmospheric detonation, at 30 kilometers altitude or above, and produces EMP out to ranges of hundreds to thousands of miles.
Damage and upset to electronic systems will happen from E1 EMP field strengths far below Liu’s “15,000 volts/meter or higher.”

A one meter wire connected to a semiconductor device, such as a mouse cord or interconnection cable, would place hundreds to thousands of volts on microelectronic devices out to ranges of hundreds of miles for low-yield devices. Based on our experience with many EMP tests, semiconductor junctions operate at a few volts, and will experience breakdown at a few volts over their operating point, allowing their power supply to destroy exposed junctions.

Digital electronics can be upset by extraneous pulses of a few volts. For unmanned control systems present within the electric power grid, long-haul communication repeater stations, and gas pipelines, an electronic upset is tantamount to permanent damage. Temporary upset of electronics can also have catastrophic consequences for military operations. No electronics should be considered invulnerable to EMP unless hardened or tested to certify survivability.

When assessing the potential vulnerability of US military forces and civilian critical infrastructures to EMP, it is necessary to be mindful of the complex interdependencies of these highly-networked systems, because EMP upset and damage of a very small fraction of the total system can cause total system failure.
Some highly-critical unprotected electronics have been upset or damaged in simulated EMP tests, not at “15,000 volts/meter or higher,” but at threat levels far below 1,000 volts/meter.

Real world failures of electric grids from various causes indicate that the Congressional EMP Commission, US Department of Defense, US Federal Energy Regulatory Commission (FERC), US Department of Homeland Security, and US Defense Threat Reduction Agency are right that a nuclear EMP attack would have catastrophic consequences. Significant and highly-disruptive blackouts have been caused by single-point failures cascading into system-wide failures, originating from damage comprising far less than 1 percent of the total system.

In contrast to blackouts caused by single-point or small-scale failures, a nuclear EMP attack would inflict massive widespread damage to the electric grid, causing millions of failure points. With few exceptions, the US national electric grid is unhardened and untested against nuclear EMP attack. In the event of a nuclear EMP attack on the United States, a widespread protracted blackout is inevitable. This common sense assessment is also supported by the nation’s best computer modeling.

-- The Great Northeast Blackout of 2003—that put 50 million people in the dark for a day, contributed to at least 11 deaths, and cost an estimated $6 billion—originated from a single failure point when a powerline contacted a tree branch, damaging less than 0.0000001 (0.00001%) of the total system.

-- The New York City Blackout of 1977, which resulted in the arrest of 4,500 looters and injury of 550 police officers, was caused by a lightning strike on a substation that tripped two circuit breakers.

-- India’s nationwide blackout of 2012—the largest blackout in history, effecting 670 million people, 9% of the world population—was caused by overload of a single high-voltage powerline.
