"The operator of the crippled Fukushima Daiichi nuclear plant says the level of radioactivity near one underground wastewater tank at the plant is more than 100 times earlier readings.
Tokyo Electric Power Company says the tanks were built 3 years ago to store highly radioactive wastewater produced within the crippled plant. But all of the tanks soon went out of use due to repeated leaks of contaminated water.
The utility pumped most of the water out of them, but has been checking radioactivity levels of groundwater near the tanks.
On Wednesday, equipment detected 8,100 becquerels of beta-ray-emitting radioactive substances per liter of water.
On Thursday, it went up to 9,300 becquerels.
A week ago, the level was only 87 becquerels.
TEPCO says it doesn’t know why the sharp rise took place. It says some highly radioactive water remains in the tank, but it is isolated with waterproof measures."

These were not tanks.
They were in ground pools with sloped sides that were dug on site, lined with thin poly and filled with highly radioactive water.

Whether they transferred these tons of radioactive water to steel tanks or not, I’ll leave up to you to believe or not believe.
After they said that they transferred the radioactive water to steel tanks these empty pits magically got lids.
My guess is that they dumped then refilled.
At the same time they were building enclosed concrete ditches running down the west hill to sea.
From the flyover footage I’d guess that there were about a dozen of these pits up on the west hill."

"Measurements showed that levels of beta-ray emitting substances, which are not detected under normal circumstances, had risen to up to 7,230 Becquerels per liter.
The figure is 10 times higher than when rain causes the level to rise temporarily.
The utility suspects that contaminated water in the channel may have leaked into the port.
It has suspended all operations to transfer contaminated water and closed a gate of the channel by the port.
The drainage channel used to be connected to a section of coast beyond the port. TEPCO rerouted it after a series of leaks in 2013.
The company says the water level in a tank that contains contaminated water remains unchanged, showing no signs of leakage, and drain valves that keep water from leaking near the tanks remain closed."

"Pu Distribution in Seawater in the Near Coastal Area off Fukushima… the amount of Pu isotopes directly released into the marine environment remains unknown. In the high level radioactive accumulated water collected at the FDNPP after the accident, high level radioactivities of Pu isotopes (ca. 10-3 Bq/mL) were detected.
These values were 6 to 7 orders of magnitudes [1,000,000 – 10,000,000 times] higher than that of the seawater in the western North Pacific.
In addition, a new study on Pu isotopes… suggested there was a potential sediment-borne Pu supply from Fukushima coastal rivers to the Pacific Ocean.
Thus more attention should be paid to the contamination situation of Pu isotopes in the marine environment off Fukushima since the FDNPP accident… Pu isotopes in seawater… needs to be routinely investigated… There are two sampling sites close to the FDNP… 239+240Pu concentrations in seawater were reported in 2012-2014 and the range was from detection limit to 14 mBq/m3 except 31 mBq/m3 observed at T-2-1 site on 10 April 2014."
"These results demonstrate that this radionuclide has been transported relatively long distances… and deposited in rivers representing a potential source of Pu to the ocean."

"In 2008, three years before the disaster, an internal TEPCO document predicted that a 15.7-meter high tsunami could potentially strike the Fukushima plant.
These warnings were ignored.
TEPCO, the fourth largest power company in the world, did nothing to increase the height of its existing 10-meter seawall, which proved completely inadequate when the 14-meter tsunami struck the plant in 2011.
The government has consistently attempted to protect TEPCO, which has a long record history of covering up safety incidents.
Prosecutors initially declined to bring any charges against TEPCO officials making it likely that the three executives will only receive a slap on the wrist if they are found guilty at all.
The three face up to five years’ jail or can pay a paltry fine of one million yen ($8,800).
The trial is not likely to start for at least six months.
The culpability of TEPCO and Japanese governments, present and past, is beyond doubt.
A report by the Japanese parliament’s Nuclear Accident Independent Investigation Commission (NAIIC) in 2012 stated that there was a “cozy relationship between the operators, regulators and academic scholars” that “prioritized the interests of their organizations over the public’s safety.”
TEPCO has stated that it may take 40 years to complete the complex decommissioning of the reactors and clean-up.
More than 160,000 people were forced to evacuate the area following the Fukushima meltdown and about 59,000 people continue to live in barrack-style temporary homes.
While the government has built some public housing, 7 percent of the homes built in the three prefectures of Fukushima, Iwate and Miyagi remain empty, highlighting the refusal of the government to adequately meet the needs of the victims.
High rents have prevented some of those in temporary housing from moving.
Nuclear plants in Japan are being brought back online in defiance of public opinion polls which regularly indicate that a majority of those surveyed oppose the use of nuclear power.
Two reactors were restarted last August and October respectively at the Sendai nuclear plant in Kagoshima Prefecture by the Kyushu Electric Power Company.
The Sendai plant is just 50 kilometres from the Mount Sakurajima volcano, which erupted on February 5 [AND AGAIN JUST 3 DAYS AGO.]
Kyushu Electric Power management said there was no impact from the eruption and the company would not be taking any special precautions.
In January, Kansai Electric Power Company activated its No. 3 reactor, followed by its No. 4 reactor in late February, at the Takahama plant in Fukui Prefecture.
The No. 4 reactor, however, has experienced operating problems on two occasions and has been shut down.
Contaminated water was found leaking during tests on February 20.
It was reactivated on February 26 but shut down suddenly three days later.
The exact cause is still not known."

Time has come for an ‘honorable retreat’ from Tokyo 2020 over Fukushima
"Let's call the whole thing off: The former Japanese ambassador to Switzerland, Mitsuhei Murata, recently suggested that Japan should stage an 'honorable retreat' from hosting the 2020 Olympics due to the unpredictable situation at the crippled Fukushima No. 1 nuclear power plant.
In an article in the September issue of 'Gekkan Nippon', Murata buttressed his proposal by pointing out another misstatement in Abe’s IOC testimony, namely, “(Fukushima) has never done and will never do any damage to Tokyo.”
In response, Murata pointed to a number of incidents showing that Tokyo WAS affected by Fukushima radioactive fallout, including the discovery on March 23, 2011, that water from the purification plant in the Kanemachi district of Tokyo contained more than 200 becquerels per liter of radioactive iodine, double the recommended limit for young infants stipulated in the Food Sanitation Act.
Murata’s major concern, however, was not about the past but the present and future.
He noted the danger still posed by large numbers of spent fuel rods suspended in spent fuel pools in reactors 1, 2 and 3. Unlike the spent fuel rods in reactor building 4 successfully removed by the end of 2014, the remaining rods can’t be removed from the damaged reactor buildings due to the high levels of radioactivity surrounding these reactors, all three of which suffered meltdowns.
WHAT'S NOT TRUE?
Prime Minister Shinzo Abe’s 2013 statement to the International Olympic Committee that the situation at the crippled Fukushima No. 1 nuclear plant was “under control”, that “The effect of radioactive substances in the nearby waters is blocked within 0.3 sq. km of the plant’s harbor.”
One needs only to look at recent stories describing the torrential downpours in the Fukushima area to know that this claim, if it were ever true, is clearly no longer valid.
Even Tepco stated: “On Sept. 9 and 11, due to typhoon No. 18 (Etau), heavy rain caused Fukushima No. 1 drainage rainwater to overflow to the sea.”
This is not to mention the high probability that relatively decontaminated areas have been contaminated once again by the heavy rains carrying radioactive particles lodged in the nearby mountains down onto the plains. Nor does it take into account that no one knows the location or condition of the melted fuel in reactors 1, 2 and 3.
Murata’s gravest concern is a number of troubling indications of recurring criticality in one or more of the reactors at Fukushima No. 1.
For example, he notes that in December 2014, both radioactive iodine-131 and tellurium-132 were reported as having been detected in Takasaki city, Gunma Prefecture.
Given the short half-lives of these radioactive particles, their presence could not be the result of the original meltdowns at Fukushima.

As Murata noted in the conclusion of his article, “Heaven and Earth will not long countenance immoral conduct.”
Recognizing this, Minister Endo, will you join the call for an “honorable retreat”?"

The greatest short-term threat to humanity is from the fuel pools at Fukushima.
If one of the pools collapsed or caught fire, it could have severe adverse impacts not only on Japan … but the rest of the world, including the United States.
Indeed, a Senator called it a national security concern for the U.S.:
The radiation caused by the failure of the spent fuel pools in the event of another earthquake could reach the West Coast within days. That absolutely makes the safe containment and protection of this spent fuel a security issue for the United States.
Former U.N. adviser Akio Matsumura calls removing the radioactive materials from the Fukushima fuel pools “an issue of human survival”.
So the stakes in decommissioning the fuel pools are high, indeed.
The Japan Times writes:
"Tepco plans to begin the delicate operation of removing spent fuel from Reactor No. 4 [with] radiation equivalent to 14,000 times the amount released by the Hiroshima atomic bomb.
It remains vulnerable to any further shocks, and is also at risk from ground liquefaction. Removing its spent fuel, which contains deadly plutonium, is an urgent task….
The consequences could be far more severe than any nuclear accident the world has ever seen.
If a fuel rod is dropped, breaks or becomes entangled while being removed, possible worst case scenarios include a big explosion, a meltdown in the pool, or a large fire.
"Each fuel rod assembly weighs about 300 kilograms (660 pounds) and is 4.5 meters (15 feet) long. There are 1,331 of the spent fuel assemblies and a further 202 unused assemblies are also stored in the pool", spokesman Yoshikazu Nagai said.
Any of these situations could lead to massive releases of deadly radionuclides into the atmosphere, putting much of Japan — including Tokyo and Yokohama — and even neighboring countries at serious risk.
Tepco has shored up the building, which may have tilted and was bulging after the explosion, a source of global concern that has been raised in the U.S. Congress.
An official Japanese government investigation concluded that the Fukushima accident was a “man-made” disaster, caused by “collusion” between government and Tepco and bad reactor design.
Tepco – with no financial incentive to actually fix things – has only been pretending to clean it up.
NBC News notes: “[Tepco] is considering freezing the ground around the plant. Essentially building a mile-long ice wall underground, something that’s never been tried before to keep the water out. One scientist I spoke to dismissed this idea as grasping at straws, just more evidence that the power company failed to anticipate this problem … and now cannot solve it.”

"Little dissipation occurred during this time [between 12 and 16 March 2011] due to the nature of the rapid global air circulation system, and the Fukushima radioactive plume contaminated the entire Northern Hemisphere during a relatively short period of time."

"In the tense days after a powerful earthquake and tsunami crippled the Fukushima Daiichi power plant in Japan on March 11, 2011, staff at the U.S. Nuclear Regulatory Commission made a concerted effort to play down the risk of earthquakes and tsunamis to America’s aging nuclear plants ….
The emails, obtained via the Freedom of Information Act, show that the
campaign to reassure the public about America’s nuclear industry came
as the agency’s own experts were questioning U.S. safety standards
and scrambling to determine whether new rules were needed to ensure
that the meltdown occurring at the Japanese plant could not occur here.
At the end of that long first weekend of the crisis
three years ago, NRC Public Affairs Director Eliot Brenner thanked his
staff for sticking to the talking points that the team had been distributing to senior officials and the public.
“While we know more than these say,” Brenner wrote, “we’re sticking to this story for now.”

TEPCO BASICALLY ADMITTED AS MUCH WITH THIS ONE STATEMENT:
"Tepco found 950 million becquerels of cesium and 520 million becquerels of beta ray-emitting radioactive substances, including strontium, in the water from 13 meters [~43 feet] underground.
Water from 1 meter down contained 340 million becquerels, and a sample from 7 meters down contained 350 million becquerels."
THE ESCAPED CORIUM IS DOWN THERE, SOMEWHERE, RAISING LEVELS AS IT LIES IN THE EARTH.
Yomiuri reports that highly-radioactive groundwater could start coming to the surface at the Fukushima plant:
TEPCO spokesman Noriyuki Imaizumi revealed the water level of the tainted groundwater in a test well located on the sea side of the No. 2 reactor has risen rapidly.
“If the water level continues to rise, it could reach the ground surface,” Imaizumi, an acting general manager of the company’s nuclear power-related division, said at a press conference."
In addition, a top expert said that radioactive water could be flowing beneath the seafloor .
Reuters noted that the bolts in Fukushima’s tanks will corrode in just a few years, and a plant workers reveal — “Tepco says it doesn’t know how long tanks will hold”
Asahi Shimbun wrote:
At the No. 3 reactor, highly radioactive “mystery steam” has been spotted.
The fact that radioactive substances are still being released into the ground, the sea and the air is irrefutable proof that the nuclear disaster of March 2011 is not over. The responsible parties must take this situation gravely ….
The utility’s glaring ineptitude with crisis management was noted right from the start of the Fukushima disaster.
- A previously-secret government report concluded in 1955 that the ocean may not adequately dilute radiation from nuclear accidents
- Scientists say that radiation on the West Coast of North America could end up being 10 times higher than in Japan
- The amount of radioactive fuel at Fukushima dwarfs the amount at Chernobyl.
Indeed, technology doesn’t currently even exist to stabilize and clean up Fukushima.
