LOS ANGELES, July 14—New undercover footage shows Planned Parenthood Federation of America’s Senior Director of Medical Services, Dr. Deborah Nucatola, describing how Planned Parenthood sells the body parts of aborted fetuses, and admitting she uses partial-birth abortions to supply intact body parts.

In the video, Nucatola is at a business lunch with actors posing as buyers from a human biologics company. 

As head of PPFA’s Medical Services department, Nucatola has overseen medical practice at all Planned Parenthood locations since 2009. 
She also trains new Planned Parenthood abortion doctors and performs abortions herself at Planned Parenthood Los Angeles up to 24 weeks.

The buyers ask Nucatola, “How much of a difference can that actually make, if you know kind of what’s expected, or what we need?”

“It makes a huge difference,” Nucatola replies. “I’d say a lot of people want liver. And for that reason, most providers will do this case under ultrasound guidance, so they’ll know where they’re putting their forceps. 
The kind of rate-limiting step of the procedure is calvarium. Calvarium—the head—is basically the biggest part.”

Nucatola explains, “We’ve been very good at getting heart, lung, liver, because we know that, so I’m not gonna crush that part, I’m gonna basically crush below, I’m gonna crush above, and I’m gonna see if I can get it all intact.”
“And with the calvarium, in general, some people will actually try to change the presentation so that it’s not vertex,” she continues. “So if you do it starting from the breech presentation, there’s dilation that happens as the case goes on, and often, the last step, you can evacuate an intact calvarium at the end.”

Using ultrasound guidance to manipulate the fetus from vertex to breech orientation before intact extraction is the hallmark of the illegal partial-birth abortion procedure (18 U.S.C. 1531).

Nucatola also reveals that Planned Parenthood’s national office is concerned about their liability for the sale of fetal parts: 

“At the national office, we have a Litigation and Law Department which just really doesn’t want us to be the middle people for this issue right now,” she says. “But I will tell you that behind closed doors these conversations are happening with the affiliates.”

The sale or purchase of human fetal tissue is a federal felony punishable by up to 10 years in prison and a fine of up to $500,000 (42 U.S.C. 289g-2).

A separate clip shows Planned Parenthood President and CEO Cecile Richards praising Nucatola’s work to facilitate connections for fetal tissue collection. “Oh good,” Richards says when told about Nucatola’s support for fetal tissue collection at Planned Parenthood, “Great. She’s amazing.”

Buying and selling human fetal tissue is illegal in the United States. 
Federal regulations also prohibit anyone from altering the timing or method of an abortion for the sole purpose of later using the tissue in research. 
Donating the tissue for research, however, is legal with a woman’s consent.

In a press call Tuesday morning, David Daleiden [FOUNDER OF THE GROUP THAT FILMED THIS VIDEO] said the videos were the product of a 30-month investigation by the group and promised more videos and documents supporting his allegations in the coming weeks.

Daleiden also alleges that the procedure described by Nucatola is similar to “intact dilation and extraction,” referred to as partial-birth abortion, which Congress outlawed in 2003. 

The Supreme Court upheld the law’s constitutionality four years later.

Some will wonder how something that is apparently illegal goes on so openly. David Daleiden of the Center for Medical Progress told Breitbart News, “It is the Kermit Gosnell effect. There is simply a lack of interest in enforcing this kind of law because of abortion.”
Daleiden said that while the practice goes on around the country, it is especially hard to prosecute in California because of the political power of the abortion industry.

The buying and selling of human body parts is illegal under the U.S. Criminal Code though companies can charge for expenses. The question becomes how a “multi-million dollar” for-profit company buys fetal body parts and sells them but makes no profit.

Repeated calls to StemExpress for a comment have gone unreturned. 

The company website crashed sometime today.

In March 2013, at the Planned Parenthood in Chula Vista, California, a respected nurse practitioner and employee of ten years observed the clinic manager, Thelma Mendoza, ordering a staff member to give a birth control injection (Depo-Provera) to an underage girl who objected, while the girl's step-mother loudly insisted. Mendoza is not licensed, and the action violates Planned Parenthood policy.

"What Planned Parenthood is doing is trying to cover up their crimes of giving medicine without a license, of giving medicine against the patient's will," he states. "And [they are also trying to hide that] when the whistleblower comes forward and details these accusations through the proper chain of command, they terminate her and file a lawsuit."

"[We're going to] pull these accusations out that were signed in an affidavit and then bring them over to the California Medical Board so that they can investigate these allegations and pursue possibly revoking the medical license of the facility and pursuing criminal charges," he adds.

According to Newman, settling the case out of public scrutiny "only guarantees that the abuses will continue at Planned Parenthood and that employees who witness them will be too intimidated to speak out."

 Given the nature of the procedure, the congressmen who drafted legislation to prohibit it, the "Partial-Birth Abortion Act of 1995", defined the procedure as follows: "an abortion in which the person performing the abortion partially vaginally delivers a living fetus before killing the fetus and completing the delivery". 

 "Partial-birth abortion is never medically necessary to protect the health of a woman or to protect her future fertility; in fact, the procedure can pose grave dangers to the woman". 

Many people argue that the anesthetics used in the process kill the baby, so death to the child is painless. 

However the American Society of Anesthesiologists testified to Congress that this is simply not true. On July 11, 1995, American Medical News (AMA's official journal) submitted the transcript of a tape-recorded interview with abortionist Dr. Martin Haskell to the House Judiciary Committee in which he admitted: "...the majority of fetuses aborted this way (partial birth abortion) are alive until the end of the procedure." 

As disturbing as this sounds, these are the facts. In this country medical doctors are partially delivering babies and then killing them.
