REMEMBER THAT THE TSUNAMI THAT TOOK OUT THE REACTORS IN 2011 WAS ONLY ABOUT 15 FEET IN HEIGHT.

Typhoon Nangka was described as particularly slow-moving, the kind of storm that can wreak most damage.
Fears of landslides prompted the government of Kochi Prefecture on Thursday to advise over 4,000 residents to evacuate their homes. 

EACH TIME TYPHOONS BLOW THROUGH THERE THE RADIATION PLUME GOES WITH IT.

Previously a steel girder was dropped in.  
The top level of the No3 reactor building has been cleared of debris. 

The radiation level is above 5 sieverts per hour which makes it impossible for any workers to be there so all the equipment is remotely operated."

The original overhead crane weighed more than 30 tons and will be a very difficult piece to remove from the pool.

"Naohiro Masuda is in charge of the entire decommissioning process at Fukushima Daiichi. 

He's faced criticism for a long delay in letting people know about radioactive water reaching the ocean. 

TEPCO announced the leak almost a year after workers discovered it. 
And Masuda didn't shy away from accepting the blame.

"I focused on finding out where the radioactive water was coming from and why, instead of sharing the information with the public. I greatly regret my decision and I want to apologize for how I handled it."

[IT TOOK A YEAR TO FIGURE THAT OUT? NO WAY! YOU SIMPLY TRACK BACK AND THERE IT IS!]

Fukushima Daiichi still generates more than 300 tons of radioactive water EVERY DAY.

But Masuda says workers at the plant know how to handle it.

[THEY DUMP IT INTO THE PACIFIC LIKE THEY ALWAYS HAVE,THATS HOW THEY HANDLE IT!]

He discussed his plan to build a massive ice wall around the plant... to stop any more groundwater getting in... and getting contaminated. 
Some experts have questioned whether that will work. 
Masuda says he's confident it will.

"We've done some experiments at the plant on a smaller scale. 
We built a 40-meter ice wall. And that proved successful. We managed to stop water entering the site. Now we are going to do it on a bigger scale, a 1,500 meter wall. I'm confident this will be just as effective as it was on a smaller scale."

[WELL, IT HAS NOT WORKED HAS IT? WRONG AGAIN! AND AGAIN, AND....]

Masuda's engineers have finished removing spent fuel from the No.4 reactor building. 
He says the next step is to remove spent fuel from the No.3 reactor building.

"A hydrogen explosion left the number 3 reactor building full of radioactive rubble. 

We've finished removing it. 

[PHOTOS SHOW THAT STATEMENT IS JUST NOT TRUE!]

But radiation levels are still extremely high. 
That's why we have to work remotely. 
We've built cranes to do that work. 
We're just waiting for the workers to finish cleaning up around the building so we can bring the cranes in."

Masuda says radiation in some areas of the crippled reactor buildings is still so high that workers can only stay there for a few minutes. 

The hardest part of decommissioning the plant will be removing the fuel that's cooled and turned into highly radioactive debris.

"We have no idea about the debris, we don't know its shape or strength. 
We have to remove it remotely from 30 meters above. 
But we don't have that kind of technology yet. It simply doesn't exist."

Experts say workers will have to keep the debris submerged in water to prevent radiation from being released. 

But Masuda says that's not as easy as it sounds.

"We still don't know whether it's possible to fill the reactor containers with water. We've found some cracks and holes in the three damaged container vessels. 
But we don't know if we've found them all. 
If it turns out there are other holes, we might have to look for some other way to remove the debris."

The government wants that work to BEGIN in 2020. 

I asked Masuda how confident he is that he can hit that target and his answer was surprisingly candid.

"It's a very big challenge. 
Honestly speaking, I cannot say it's possible but I also do not wish to say it's impossible."

I also asked Masuda what he needs most for the operation to succeed.


"That's hard to say, but probably experience. 

How much radiation exposure can people tolerate? 

What kind of information do residents in the area need? 

There is no text book to teach us what to do. 
I have to make decisions every step of the way. 

And I must be honest with you... I cannot promise that I will always make the right decision."

Radiation inside the reactor 2 containment vessel at the Fukushima No. 1 nuclear plant has reached a lethal 73 sieverts per hour and any attempt to send robots in to accurately gauge the situation will require them to have greater resistance than currently available, experts said Wednesday. 

The utility said the radiation level in the reactor 2 containment vessel is too high for robots, endoscopes and other devices to function properly.

Spokesman Junichi Matsumoto said it will be necessary to develop devices resistant to high radiation."

"Last month, lawyers for plaintiffs in a damages suit said an internal Tokyo Electric document suggests the operator was aware of the need to take anti-tsunami measures before the 2011 disaster.

An internal document from 2008 shows that the operator “had clearly recognized, as of that year, that measures against tsunamis were inevitable, contradicting its explanations so far,” lawyer Yuichi Kaido told a hearing at the Tokyo District Court."

THEY WERE WARNED TO KEEP BACKUP GENERATORS HIGHER UP ON SAFE GROUND BEHIND THE PLANT.

"Tsunehisa Katsumata, who was then-president of Tokyo Electric, replied that relocation would be costly."

THEY WERE WARNED THAT A SUDDEN LOSS OF POWER WOULD CAUSE EXACTLY WHAT WE SEE TODAY...

“Then I asked Mr Katsumata: ‘What if the plant went into meltdown?’ He got very angry and said, ‘No way that would happen,’” 

Katsumata assured her that the operator would provide compensation if something like that happened. A Tokyo Electric spokesman declined to comment, saying only that Katsumata - who was chairman at the time of the disaster - no longer works for the company.

IT'S ALSO A LIE THAT THE DISPLACED AND THOSE WHO HAVE LOST FAMILY TO CANCERS, ETC, HAVE BEEN COMPENSATED.
THEY HAVE NO HOPE OF COMPENSATION!

In September 2013, the Tokyo prosecutors’ office dismissed charges of professional negligence against government officials and Tokyo Electric executives, including Katsumata.

Prosecutors said it was impossible to predict such a devastating earthquake and tsunami.

The decision came one year after a parliament-appointed investigative panel concluded that the world's worst nuclear crisis since the 1986 Chernobyl accident was "clearly a man-made disaster" caused by Tokyo Electric.

WHAT KEPT TEPCO FROM TAKING MEASURES TO ENSURE THE SAFETY OF THE PEOPLE THERE AND AROUND THE WORLD?
