"A high-risk, high-reward endeavor, weather-modification offers a dilemma not unlike the splitting of the atom.
While some segments of society will always be reluctant to examine controversial issues such as weather-modification, the tremendous military capabilities that could result from this field are ignored at our own peril.
From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary.

"Technology advancements in five major areas are necessary for an integrated weather-modification capability: (1) advanced nonlinear modeling techniques, (2) computational capability, (3) information gathering and transmission, (4) a global sensor array, and (5) weather intervention techniques.
Some intervention tools exist today and others may be developed and refined in the future.
In this paper we show that appropriate application of weather-modification can provide battlespace dominance to a degree never before imagined.
In the future, such operations will enhance air and space superiority and provide new options for battlespace shaping and battlespace awareness.
A COUPLE OF EXAMPLES FROM THE DOCUMENT
~"This study by William M. Gray, et al., investigated the hypothesis that "significant beneficial influences can be derived through judicious exploitation of the solar absorption potential of carbon black dust."21 The study ultimately found that this technology could be used to enhance rainfall on the mesoscale, generate cirrus clouds, and enhance cumulonimbus (thunderstorm) clouds in otherwise dry areas.
The technology can be described as follows. Just as a black tar roof easily absorbs solar energy and subsequently radiates heat during a sunny day, carbon black also readily absorbs solar energy.
When dispersed in microscopic or "dust" form in the air over a large body of water, the carbon becomes hot and heats the surrounding air, thereby increasing the amount of evaporation from the body of water below.
As the surrounding air heats up, parcels of air will rise and the water vapor contained in the rising air parcel will eventually condense to form clouds.
Over time the cloud droplets increase in size as more and more water vapor condenses, and eventually they become too large and heavy to stay suspended and will fall as rain or other forms of precipitation.22
The study points out that this precipitation enhancement technology would work best "upwind from coastlines with onshore flow." Lake-effect snow along the southern edge of the Great Lakes is a naturally occurring phenomenon based on similar dynamics.
Can this type of precipitation enhancement technology have military applications? Yes, if the right conditions exist.
One method we propose would further maximize the technology's safety and reliability, by virtually eliminating the human element.
To date, much work has been done on UAVs which can closely (if not completely) match the capabilities of piloted aircraft.
If this UAV technology were combined with stealth and carbon dust technologies, the result could be a UAV aircraft invisible to radar while en route to the targeted area, which could spontaneously create carbon dust in any location.
However, minimizing the number of UAVs required to complete the mission would depend upon the development of a new and more efficient system to produce carbon dust by a follow-on technology to the afterburner-type jet engines previously mentioned.
In order to effectively use stealth technology, this system must also have the ability to disperse carbon dust while minimizing (or eliminating) the UAV's infrared heat source.
In addition to using stealth UAV and carbon dust absorption technology for precipitation enhancement, this delivery method could also be used for precipitation suppression.
~ The desirability to modify storms to support military objectives is the most aggressive and controversial type of weather-modification. The damage caused by storms is indeed horrendous. For instance, a tropical storm has an energy equal to 10,000 one-megaton hydrogen bombs,36 and in 1992 Hurricane Andrew totally destroyed Homestead AFB, Florida.
Assuming that the US achieves some or all of the above outlined aircraft technical advances and maintains the technological "weather edge" over its potential adversaries, we can next look at how we could modify the battlespace weather to make the best use of our technical advantage.
Weather-modification technologies might involve techniques that would increase latent heat release in the atmosphere, provide additional water vapor for cloud cell development, and provide additional surface and lower atmospheric heating to increase atmospheric instability. Critical to the success of any attempt to trigger a storm cell is the pre-existing atmospheric conditions locally and regionally. The atmosphere must already be conditionally unstable and the large-scale dynamics must be supportive of vertical cloud development.
The focus of the weather-modification effort would be to provide additional "conditions" that would make the atmosphere unstable enough to generate cloud and eventually storm cell development.
The path of storm cells once developed or enhanced is dependent not only on the mesoscale dynamics of the storm but the regional and synoptic (global) scale atmospheric wind flow patterns in the area which are currently not subject to human control.
"The technology is there, waiting for us to pull it all together;
in 2025 we can "Own the Weather."

IN 1992 THOSE GUYS SUGGESTED THAT THE EASIEST AND CHEAPEST WAY TO "MITIGATE" CLIMATE WARMING WAS TO DELIVER STRATOSPHERIC SULFATE AEROSOLS (SOOT AND DUST) INTO THE ATMOSPHERE, AND EVEN STATED THAT IF WE BEGAN THAT AND THEN STOPPED, IT WOULD TAKE ABOUT 6 MONTHS FOR ALL THE "DUST" TO SETTLE BACK TO EARTH AND THE TEMPERATURES WOULD AGAIN INCREASE!

"Table 6.3 presents what the panel calls geoengineering options. The geoengineering options in this preliminary analysis include several ways of reducing temperature increases by screening sunlight (e.g., space mirrors, stratospheric dust, multiple balloons, stratospheric soot, and stimulating cloud condensation nuclei) as well as stimulation of ocean uptake of CO2."

"Geoengineering options appear technically feasible in terms of cooling effects and costs on the basis of currently available preliminary information. But considerably more study and research will be necessary to evaluate their potential side effects, including the chemical reactions that particles introduced into the atmosphere might cause or alter."
Geoengineering options have the potential to affect greenhouse warming on a substantial scale.
However, precisely because they might do so, and because the climate system and its chemistry are poorly understood, these options must be considered extremely carefully.
Efforts by societies to restrain their greenhouse gas emissions might be politically infeasible on a global scale, or might fail.
In this eventuality, other options may be incapable of countering the effects, and geoengineering strategies might be needed.
Some of these options are relatively inexpensive to implement, but all have large unknowns concerning possible environmental side-effects. They should not be implemented without careful assessment of their direct and indirect consequences."

BIG BUSINESS IS BUSINESS AND THE ECONOMY, AS WE HAVE SEEN TIME AND TIME AGAIN, IS MORE IMPORTANT TO WALL STREET THAN HUMAN LIVES, AND SO BIG BUSINESSES BECOME MORE IMPORTANT TO CONGRESSMEN, ALL WHO SEEK "OFFICE" THAN HUMAN HEALTH.

THEIR GIFT TO THEIR CAMPAIGN DONORS WAS "WEATHER MODIFICATION" BY THE CHEAPEST MEANS POSSIBLE, "STRATOSPHERIC SOOT AND DUST".
THEY ALSO KNEW THAT, IF AMERICANS (OR ANYBODY WHO CARED) FOUND OUT HOW MUCH THEY'RE COVERING FOR THEIR RICH DONOR PALS, IT JUST MIGHT INCITE RIOT.

HERE'S WHAT'S IN THOSE "LINES IN THE SKIES", AGAIN, ACCORDING TO NASA:
"Persistent contrails are ice clouds, so they are mostly made of ice.
They also are likely to contain aircraft exhaust products (including soot and dissolved gases like sulfur dioxide) , but they are overwhelmingly made from moisture condensed out of the surrounding air.
In one example reported by Knollenburg (October 1972, Journal of the Atmospheric Sciences, Pages 1367-1374), the amount of moisture released by the burning of jet fuel from a research aircraft was 1.7 grams of water for every meter of flight path.
The exhaust products from aircraft are often measured using an emission index (mass (in grams) of exhaust product divided by mass (in kg) of jet fuel burned).
The sum total of the exhaust products turns out to be greater than one (the mass of the exhaust products is greater than the mass of the fuel burned because the exhaust contains oxygen from surrounding air combined with fuel during combustion).
The emission indices of some of the products of jet fuel combustion are as follows:
Carbon dioxide (CO2): 3150
Water vapor (H20): 1230 (Knollenburg (1972) estimated 1370)
Nitric oxides (NOX): 8 to 20
Sulfur dioxide (SO2): 0.5
The emission indices of most other products such as unburned hydrocarbons and carbon monoxide are likely to be on the order of 2 or less.

"The temperature and humidity of the air affects how long contrails last.
When air is dry, contrails last just seconds or minutes.
But when the air is humid contrails can be long-lived and spread outward until they become difficult to distinguish from naturally occurring cirrus clouds.
Satellites have observed clusters of contrails lasting as long as 14 hours, though most remain visible for four to six hours.
The long-lived, spreading contrails are of great interest to climate scientists because they reflect sunlight and trap infrared radiation.
A contrail in an otherwise clear sky reduces the amount of solar radiation that reaches Earth’s surface, while increasing the amount of infrared radiation absorbed by the atmosphere (as do cirrus clouds).
These opposing effects make it difficult for scientists to pin down the effect contrails have on climate.
“Overall, contrails create additional cirrus cloud cover,” noted Patrick Minnis, a senior scientist at NASA's Langley Research Center. “Current estimates indicate that contrails have a small warming effect, but the extent of the additional coverage and the amount of warming remain quite uncertain.”
In 2004, Minnis published a study of surface observations that found cirrus cloud cover had increased by 3 percent between 1971 and 1995 over the United States. That's the most recent estimate available, Minnis pointed out, because the network of surface instruments his research group used is no longer available."
"If conditions are right, newly formed contrails will begin feeding off surrounding water vapor. Like vaporous cancers, they start growing and spreading.
In time, they can expand horizontally to such an extent that they become indistinguishable from cirrus clouds, those thin, diaphanous sheets often seen way up high.
These artificial cirrus clouds can last for many hours, and the amount of sky they end up covering can be astonishing.
One study showed that contrails from just six aircraft expanded to shroud some 7,700 square miles."

"Representative Kerry Bentivolio (R-MI) has recently promised to hold a hearing to investigate whether or not there is a secret program to spray a chemical soup of heavy metals and other toxins — better known as ‘chemtrails’ — into the skies above America without disclosure to the American people.
While an airplane contrail fades and disappears behind the plane after just a few minutes, chemtrails do not disappear like the typical vapor trails do.
Instead, chemtrails, typically found to contain heavy metals such as barium and aluminum, spread out and hang in the air for hours before settling as a murky haze on the horizon.
Many people have attributed illnesses, including everything from asthma to Morgellons disease, to the chemtrail phenomenon.
While fellow Republicans have dubbed Rep. Bentivolio ‘Krazy Kerry’ for telling his constituents he will call meetings such as this one, Bentivolio made the promise at an Aug. 21 town hall:"

Q: When did scientists begin to study contrails?
A: Contrails remained a seldom-studied scientific curiosity until the beginning of World War II when the detectability of aircraft became an important concern. Pilots were able to use contrails to track down enemy aircraft easily; they sometimes could use the contrails to hide from and to sneak up on the enemy! Contrails also caused occasional visibility problems within large aircraft formations. Thick, persistent contrails made it more difficult to stay in formation, and could even lead to aircraft collisions. As a result of these problems, much research on contrails was conducted by Germany, Britain, and the United States during the war.
Q: Why do scientists study contrails today?
A: Contrails are studied for many reasons today. These man-made clouds impact the climate in many ways; they modify the energy balance between sunlight and infrared energy in the atmosphere, and they may affect the water vapor content and chemistry of the upper troposphere. As the volume of commercial air travel increases (see A video showing worldwide air traffic in a 24-hour period), these effects will become more important. Scientists today are trying to learn more about the longevity of persistent contrails and how much they may affect the climate in the future.
